BACKGROUND/REASON(S) FOR REQ0MMEPjRAT1PXjSL:
For a number of years the County has contracted with Medical, Dental
and Mental Health Specialists to provide specialized professional
services which are not otherwise available .
Under Mental Health Specialist. Contract #24-995 the Contractor will
provide professional outpatient psychiatric services at the.
Pittsburg Adult Mental Health Clinic, through .April 30, 2000 .

SUBJECT: Amend Board order for University of California, Berkeley College Work-Study
Program Agreement
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGR'OUND AND JUSTIFICATION
RECOMMENDED DED ACTION:
Amend the Board order which was approved by the Board of Supervisors on March 16,
1999 (Subject: University of California, Berkeley College Work-Study Program
Agreement #23-010-9) with The Regents of the University of California for its W.C.
Berkeley College Work-Study Program, to correct the term and the payment limit of
the agreement.
FINANCIAL IMPACT:
The Paid Work-Study Program is funded 50% by the participating agency (County) and
505 by the University of California, Berkeley. Funding for the County' s portion of
this Agreement is included in the department's budget and is funded by State and
Federal funds. Approval of the FY 1-996-99 payment limit of $5, 000 will result in
a total three-year payment ?imit of $25,000 for this contract which. expires June 30,
1999. Expenditure of the total payment limit under this Agreement' will depend upon
the department` s utilization of students participating in the prograr. during the
term of the Agreement.

The Health Services department has participated in the College Work--Study Program
with the lJniversity of California, Berkeley since 1982. his program., which is
jointly funded by the County and the University, provides the County with the
services of University students who perform part-time work at very reasonable hourly
rates, and provides the students with funds needed :.o pursue higher education.
The Board of ,Supervisors previously approved a College Work-Study Program Agreement
for Fiscal Years 1996-97 and 1997-96 and authorized expenditures in the amount of
$20, 000 . 1owever, the Board order approved on March 16, 1999 Should have reflected
the actual three-yeas term of the Agreement for the period from July 1, 1996 through
Jure 30, 1999 and authorized an additional, expenditure of $5,000 for this Program
for Fiscal Year 1998-99.
The purpose of this Board Order is to extend the agreement and to fund the Health
Services Department's continued participation in UeC Berkeley's College Work-Study
Program through :June 30, 1999.

SAN FRANCISCO SCHOOL OF TRAVEL (2014)

RECOMMENDED ACTION:
Authorize the Executive Director, Contra Costa County Private Industry Council, or his
designee to:
(1) Execute on behalf of the County a standard form Vocational Training Agreement
(#2014) with San Francisco School of Travel, 655 Sutter Street, Suite #402, San
Francisco, CA 94102 for the term beginning June 1, 1999 and ending June 30, 1999
to provide vocational training to individually referred Jeb Training Partnership Act
(DTPA) participants for fees as specified in said agreement; and,
(2) Execute additional standard form Amendment Agreements with the above referenced
institution as may be need for periodic revisions such as adding or deleting a training
course, changing the tuition fees or to comply with changes in Mate or Federal
regulations.
II, FINANCIAL IMPACT:
None, one hundred percent federal funded.
III. CHILDREN IMPACT STATEMENT:
This contract is to provide vocational training to appropriate DTPA eligible participants. This
will support the third outcome — Families that are economically self-sufficient.

Authorize the Executive Director, Contra Costa County Private Industry Council (PIC) or his
designee, on behalf of EASTBAY Works to reimburse the Centra Costa County Office of
Education and the Alameda County Office of Education for line charges and technical support
expenses for the EASTBAY Works Internet based technology interface for the terra of January
1, 1999 through June 30, 2000 up to maximum of$100,000 for each agency.

These charges are in support of the EASTBAY Works Career Center system, which supports
the third outcome -- Families that are economically self-sufficient.
IV. REASONS FOR RECOMMENDATION:
The EASTBAY Works collaborative of the Alameda County, City of Oakland, City of Richmond
and Contra Costa County Private Industry Councils has received state and federal grant
funding to support development, implementation and operation of a linked One-Stop Career
Center system. This system is internet based and designed to utilize a common website for
job orders and placements, bar ceded MIS data, plus a common case management system
and coordinated employer services. The Alameda and Contra Costa Offices of Education are
partners in EASTBAY Works as are the four PIC partners in EA YBAY Learns — a
collaborative of the two Offices of Education. As employment and training agencies, it is
advantageous for the PICS to utilize the Offices of Education telecommunications systems and
to share in any educational discounts available.

RECOMMENDATION:
Authorize payment of$'50,000 to the San Ramon Valley Fire District(SRVFD)to partially offset costs incurred in enhancements to the
SRVFD EMS system.
FISCAL,IN-PACT:
Fuming for this item will be :~rade from County Service Area EM-: .Zone A funds designated for EMS system enhancements in the San
Ramon Valley area. There is no General Fund impact.
BACKGROUND:
SRVFD provides both first responder ELMS services and, emergency paramedic arnbulance services throughout the San Ramon Valley area.
Ambulance services are provided under an exclusive operating area agreement between;the County and SRVFD. With medical oversight from
the County EMS Agency,SRVFD has been expanding paramedic services to include assignment of paramedic personnel as first responders.
This has included hiring experienced paramedics to fill a number of firefighter paramedic positions. In order to expand paramedic coverage to
include 24-hour/7-day per week coverage for all six of its regular stations,SRVFD has trained six firefighters as paramedics and has provided
enhanced EMT team training to EMT firefighters working with the paramedics. Cost of the paramedic and EMT team training has totaled
$178,344. SRVFD is requesting rein:bursementfrom CSA EM-I Zone A funds for$150,000 of the$178,344 spent.
The emergency ambulance agreement with SRVFD unlike similar agreements with AMR.and Moraga-Orinda Fire,does not provide a CSA-
F-M-I subsidy since a lower EM-I assessment rate was established for the San Ramon Valley area(CSA IUM-' .Zone A). An emergency
ambulance service subsidy for SRVFD comparable to that paid to AMR and to Moraga-Orinda Dire would amount to approximately$230,000
annually. SRVFD's expansion of paramedic services represents a substantial enhancement to EMS services available to residents of the San
Ramon Valley area. Sufficient CSA EM-1 Zone A funds are available to cover this one-time SRVFD request. CSA EM-1 Zone A funds can
be used only for EMS enhancements benefiting the San Ramon Valley.
