SUBJECT: Issue Refuse Hauling Permits Due to Change of Ownership
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION
Grant Refuse Hauling Permits#139 and#140 to Allied Waste Industries, Inc. for the operation of
Pleasant Hill Bayshore Disposal and Contra Costa.Transfer and Recovery Station. The permits are
recommended subject to the following conditions:
1. Post the $2,000.00 bond with the Board as required by Section.418-2.006 of the code.
2. Every vehicle used in the business of refuse collection and transportation shall have painted on
the outside of each side wall of the hauling body in letters not less than four(4) inches high and
one (1) wide,the following legible information in a color contrasting with the body color.
A. Name of refuse transporter
B. Permit number issued by the Board of Supervisors
C. Number of vehicle if more than one vehicle is operated by the transporter in Contra Costa
County.
3. A means shall be provided to cover and contain refuse securely within the hauling body of every
vehicle so that no refuse shall escape.
4. Transporting vehicles shall be kept clean, and no nuisance of odor committed.
5. Must comply with the California Code of Regulations, Title 14, Chapter 13,Article 5.
6. Must comply with government ordinances and regulations that may be revised from time to time
concerning commercial and industrial waste collection and transportation.

Contra Costa County will not incur any financial impacts.
BACKGROUND/REASONS FOR RECOMMENDATIONS
Contra Costa. County Code, Section 418-2.004 requires that no person shall collect or transport any
refuse on the public street of this county without first having obtained a permit from the Board of
Supervisors.
BFI Waste Systems of North America, Inc. as owners of Pleasant Hill Bayshore Disposal and. Contra.
Costa Transfer and Recovery Station, was the permit holder of refuse hauling permits #136 and #138.
BFI Waste Systems of North America, Inc. has transferred ownership of Pleasant Hill Bayshore
Disposal and Contra Costa Transfer and Recovery Station on April 10, 1999 to Allied Waste Industries,
Inc. Allied Waste Industries, Inc. has applied for refuse hauling permits to continue the operation of
Pleasant Hill Bayshore Disposal and Contra Costa Transfer and.Recovery Station under their ownership.
Pursuant to Section 418-2.004, the Board of Supervisors must issue the permits to Allied. Waste
Industries, Inc. to haul refuse over the public streets in Contra Costa County.
