SPECIFIC REQUESTS OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
1. RECOMMENDATION
APPROVE a Lease, commencing July 1, 1999, with Josephine Neruth-Nation for the premises
at 835 Castro Street, Martinez, for occupancy by the Clerk-Recorder, under the terms and
conditions more particularly set forth in said Lease, and AUTHORIZE the Director of General
Services to EXECUTE said Lease on behalf of the County.
DETERMINE that the above project has a Class 1 a Categorical Exemption under the California
Environmental Quality Act.
DIRECT the Director of Community Development Department to file a Notice of Exemption with
the County Clerk.
DIRECT the Director of General Services to arrange for payment of the $25.00 handling fee to
the County clerk for filing of the Notice of Exemption and a $25.00 handling fee to Community
Development for administrative and processing costs.
If. FINANCIAL IMPACT
Payments required are to come from the budget of the Clerk-Recorder.

involves minor alteration of an existing 1,8030 sq. ft, private structure. Interior alterations include
changes of partitions, additional mechanical equipment, and electrical conveyances. Negligible
expansion of use beyond that previously existing will occur as a result of these alterations. 835
Castro Street, Martinez is in the central area of Contra Costa County.

use was for office/service by an insurance office serving the public. The proposed use is for a temporary
} computer facility with 13 employees, but no public contact.

2. Project Description:
Minor alteration of an existing private structure of approximately 1,800 sq. ft., for use as a computer
facility. This project would allow the Clerk-Recorder to use the building as a computer facility while
their current computer room 1;/2 blacks away in the Elections Office, is being updated for earthquake
safety. After the earthquake safety work is finished, the building will be used for other activities of the
Clerk-recorder, however, there is no expansion of personnel planned.
