I. RECOM_-MENDED ACTION:
APPROVE and AUTHORIZE the Community Services Director or designee to execute contract
amendments for an inflation adjustment for Expanded State Preschool services for the period from. July 1,
1998 through June 30, 1999 as follows:

II. FINS AT CIAL LMPACT:
No County funding is required. These contracts are funded through an existing Interagency Agreement
between the County and the Contra Costa Community College District (CCCCD). The College District
receives its funding for these program services from the California Department of Education (State).
III. CHILDREN'S IMPACT S` ATE.MENT:
The Community Services Department Child Development Program supports two of Contra Costa County's
community outcomes: "Children Ready for and Succeeding in School" and "Families that are Safe, Stable
and Nurturing." These outcomes are achieved by offering comprehensive services, including high quality
early childhood education, nutrition, and health to low-income children throughout Contra Costa County.

IV, REASONS FOR RECOMMENDATIONS/BACKGROUND:
The CCCCD receives funding from the State to provide state preschool services. Since 1994 the CCCCD
has contracted with the County to provide direct preschool services as well as administrative oversight and
support to community-based organizations (CBO's), who also provide said services, These CBO's contract
with the County as Expanded State Preschool Delegate Agencies.
Approval of the above-listed contracts as outlined will allow the Community Services Department to
continue to provide preschool services for approximately 250 program-eligible children residing in Contra
Costa County.

SUBJECT: Service Integration-Bay Point Works Contract with Celeste Moore
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND ANIS JUSTIFICATION
RECOMMENDATIONiSl�
APPROVE and AUTHORIZE the County Administrator, or designee, to execute a contract
amendment with Celeste Moore to increase the contract Payment limit by $550 to a new contract limit
of$25,150 to reflect a scheduled pay increase of$0.50 per hour from April 1 , 1999 through October

FISCAL IMPACT:
Funding is prodded by a grant from the Zellerbach Family Fund.
SACKGROUNDIREASON(S) FOR RECOMMENDATIONS .
Bay Point Works is the community employment arra of the Service Integration Program and supports
the Service Integration Program's goal of increasing the economic self-sufficiency of Bay Point
families. Ms. Moore is responsible for managing the Bay Point Community Career Center. She has
completed on year of service and is scheduled to receive a raise
sof/$0.50 per hour.

SUBJECT: AUTHORIZE THE EXECUTION OF $906,400 CONTRACT (#19-6002-0) WITH
CONTRA COSTA TRANSPORTATION AUTHORITY
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGORUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Authorize the Executive Director, Contra Costa County Private Industry Council or his
designee; to execute on behalf of the EASTBAY Work cooperative a standard contract (#19-
6002-0) with the Contra Costa Transportation Authority to provide transit incentives, carpool
incentives, school pool incentives, vanpool incentives, and guaranteed ride home services for
Welfare-to-Work clients for the term of June 1, 1999 to June 30, 2000 with a contract payment
of$1036,400, subject to approval by County Counsel as to legal form.
Il, FINANCIAL IMPACT:
None. One hundred percent federal funds.
III. CHILDREN IMPACT STATEMENT:
This action will indirectly support the third outcome -- Families that are Economically Self-
Sufficient.
IV. REASONS FOR RECOMMENDATION:
The Contra Costa County Private Industry Council identified insufficient:transportation assets
as a barrier to employment for Welfare-to-Work clients. The Contra Costa County Social
Services Department, the Contra Costa County Community Development Department, the
Private Industry Council developed the Transportation Alternatives Demonstration Project
specifically to address the transportation needs of WtW clients. In order to implement the
Project, the Contra Costa Transportation Authority agreed to serve as the fiscal agent for
providing various transportation incentives. The funding for this segment of the Project comes
from the Welfare-to-Work National Competitive Grant awarded to EASTBAY Works of which
the Contra Costa County Private Industry Council is a member. EASTBAY Works is a
cooperative partnership between the Private Industry Council's of Contra Costa County,
Alameda County, Oakland, and Richmond.

The above-captioned project and the specifications therefor having been
previously approved, Addendum Nos. 1 and 2, having been issued and approved, and
bids having been duly invited and received by the Office of the County Administrator;
and
The bidder listed first above, Taber Construction ("Taber") having submitted the
lowest responsive and responsible bid; and
The County Administrator recommending that the bid submitted by Taber is the
lowest responsive bid, and this Board concurring and so finding;
The Board ORDERS that the contract for the furnishing of labor and materials for
said work is awarded to Taber at the listed amount and at the prices submitted in said bid,
and that said contractor shall present two good and sufficient surety bands as indicated
above, and that the County Administrator shall prepare the contract therefor; and

The Board FURTHER ORDERS that after the contractor has signed the contract
and returned it, together with the bonds as noted above and any required certificates of
insurance or other required documents, and the County Administrator has reviewed and
found them to be sufficient, the County Administrator or his designee is authorized to
sign the contract for this:Board; and
The Board FURTHER ORDERS that in accordance with the project
specifications and/or upon signature of the contract by the County Administrator or his
designee, any bid bonds posted by the bidders are to be exonerated and any checks or
cash submitted for security shall be returned; and
The Board FURTHER ORDERS that in accordance with Section 20142 of the
Public Contract Code, the County Administrator or his designee is authorized to order
changes or additions in the work being performed under the contract, provided said order
is in writing and the extra cost to the county shall not exceed $45,920.70 per occurrence;
and
The Board FURTHER ORDERS that the County Administrator or his designee is
authorized to sign any escrow agreements prepared for this project to permit the
substitution of securities for moneys withheld by the county to ensure performance under
the contract, pursuant to Section 22300 of the Public Contract Code.

RECOMMENDATION:
APPROVE and AUTHORIZE the Sheriff-Coroner,or his designee,to execute,on behalf of the County,a contract amendment with Friends
Outside to increase the payment limit from$193,130.00 to$197,130.00 for the period July 1,1998 to June 30,1999.
FISCAL IMPACT:
This contract is funded by the Inmate Welfare Fund which has these additional funds available. There is no County cost and no impact on
the County General Fund.
BACKGROUND:
The County has contracted with Friends Outside since 1980 to provide counseling and social services at the County adult detention facilities.
The Sheriff-Coroner has identified a need for additional services to assist inmates in transitioning to work situations upon release. Friends
Outside is able and agrees to provide these services in addition to those currently under contract.
CONSEQUENCE OF NEGATIVE ACTION:
This additional service which will assist inmates in reintegrating in the community upon release will not be available.
