RECOMMENDED ACTION:
AWARD the contract for furnishing labor and materials for the subject project to Carone and Sons,
Inc., the low bidder, in the amount of$144,709.92 and at the unit prices submitted, and REQUIRE
the contractor to present surety bonds for Payment and Faithful Performance in the amounts of
$144,709.92 and $144,709.92, respectively.
DIRECT the Public Works Director to prepare the contract for the project.
AUTHORIZE the Public Works Director to sign the contract on behalf of the Board subject to the
Director having reviewed and found sufficient all required documents, including the contract
signed by the contractor, the aforementioned surety bonds and,a co#iq to of insurance.

I. RECOMMENDED ACTION: (continued)
DIRECT that, in accordance with the project specifications end/or upon the execution of the
contract by the Public Works Director, any bid bonds posted by the bidders be exonerated and
any checks or cash submitted for bid security be returned.
Pursuant to Public Contract Code Section 4114, the Board DELEGATES its functions under
Public Contract Code Sections 4107 and 4110 to the Public Works Director or his designee,
Pursuant to Section 6705 of the Labor Code, the Board also DELEGATES to the Public Works
Director or to any registered civil or structural engineer designated by him the authority to accept
detailed plans showing the design of shoring, bracing, sloping or other provisions to be made for
worker protection during trench excavating covered by that section.
DECLARE that, should the award of the contract to Carone and Sons, Inc. be invalidated for any
reason, the Board would not in any event have awarded the contract to the second listed bidder
or any other bidder, but instead would have exercised its discretion to reject all of the bids
received. Nothing herein shall prevent the Beard from reawarding the contract to another bidder
in cases where the successful bidder establishes a mistake, refuses to sign the contract or fails
to furnish required bonds or insurance (see Public Contract Code Sections 5100-5107).
If. FINANCIAL IMPACT:
The project, including engineering and appropriate overhead charges, is funded by Solano Way
Closure Mitigation (85%) and Senate Bill 300 (15%).
III. REASONS FOR RECOMMENDATIONS AND BACKGROUND:
The plans and specifications were approved and the project advertised for bids by the Board of
Supervisors on March 23, 1990— The bids were received and opened at 255 Glacier Drive,
Martinez, California:, on Tuesday, April 27, 1999. The construction bids received were as follows:

Ill. FINANCIAL IMPACT-
The estimated contract cost of the project is $114,000, funded by Road Funds (100%).
Ill. REASONS FOR RECOMMENDATION/BACKGROUND:
The project is needed replace existing stop signs with traffic signals.
The Public Works Director has filed with the Board of Supervisors the Plans and Specifications
for the project.
The general prevailing rates of wages, which shall be the minimum rates paid on this project, have
been filed with the Clerk of the Board and copies will be made available to any interested party
upon request.
The Board reviewed and approved the project on March 23, 1999 and determined the project to
be exempt from the California Environmental Quality Act as a Class I c Categorical Exemption.
A Notice of Exemption was filed with the County Clerk on March 24, 1999,
IV. CONSEQUENCES OF NEGATIVE ACTION:
If the project is not approved for advertising, it will not be constructed.

The Public Works Director will receive sealed bids at the Public Works Department, C.C. Rich
Building, 255 Glacier Drive, Martinez, California 94553-4897, until 2 o'clock p.m., on June 8,
1999, at which time they will be publicly opened and read, for: APPIAN WAY AT ALLVIEW
AVENUE TRAFFIC SIGNAL
General work description: Construct traffic signal with minor striping and three curb ramps.
Engineer's cost estimate: $114,000
Contract Documents, including plans and specifications, may be viewed and/or obtained at the
Public Works Department, C.C. Rich Building, 255 Glacier Drive, Martinez, California 94553-
4897, Monday - Thursday (7:00 a.m. - 12 Noon and 1:00 p.m. - 5:00 p.m.) (closed Fridays). To
obtain plans and specifications a service charge is required in the amount of $15.16 (sales tax

handling-fee of.$3,00, Checks shall be made payable to 'The County of Contra Costa' and be
mailed to the above address. The Public Works Department does not guarantee the arrival of the

This contract is subject to state contract nondiscrimination and compliance requirements
pursuant to Government Code,Section 12290.
The Contractor shall possess a Class A or Class C10 Contractor's License at the time the
Contract is awarded.
Bids must cover the entire project,and neither partial nor contingent bids will be considered.
The successful bidder shall furnish a payment bond and a performance bond.
The Board has ascertained the general prevailing rate of wages applicable to this work. The
prevailing rate of per diem wages is on file with the Clerk of the Board of Supervisors, and is
incorporated herein by reference thereto, the same as if set forth in full herein. For any
classification not included in the list, the minimum wage shall be the general prevailing rate for
Contra Costa County.
The bid opening date may be extended by addendum issued by the Public Works Department no
later than June 4, 1999, in which case any bids submitted for the original bid opening will be
returned unopened and sealed bid proposals for the extended bid opening shall be submitted on or
before June 22, 1999, at 2:00 p.m., and will be opened, read and recorded at the same place
specified above. All proposals received late will be returned unopened.
The said Board reserves the right to reject any and all bids or any portion of any bid and/or
waive any irregularity in any bid received.

DIRECT the Clerk of the Board, upon notice from the Public Works Director, to publish the Notice
to Contractors in accordance with Section 22037 of the Public Contract Code, for bids to be
received at 2000 p.m. on the Tuesday of the sixth week after the Public Works Director receives
the Authorization to Proceed referenced above.
AUTHORIZE the closure of Delta Road Bridge between 10 p.m. and 5 a.m. for approximately two
weeks.
Ila FINANCIAL IMPACT:
The estimated contract cost of the project is $800,000, funded by Highway Bridge Rehabilitation
and Replacement (Federal) Funds (80%), Road Funds (20%).
III. REASONS FOR RECCIIV MEN }ATIONIBACKGROUND:
The project is needed to replace an aging, one-lane bridge with a two-lane, concrete bridge.
The Public Works Director has filed with the Board of Supervisors the Plans and Specifications
for the project.
The general prevailing rates of wages, which shall be the minimum rates paid on this project, have
been filed with the Clerk of the Board and copies will be made available to any interested party
upon request.
The Board reviewed and approved the project on January 14, 1997 and found, on the basis of the
initial study and all comments received, that there is no substantial evidence that the project will
have a significant effect on the environment and adopted the Negative Declaration in compliance
with the California Environmental Quality Act. A Notice of Determination was filed with the County
Clerk on January 16, 1997.
IV. CONSEQUENCES OF NEGATIVE ACTION;
If the project is not approved for advertising, it will not be constructed.

RULES AND PROCEDURES
TRAFFIC RESOLUTION 3895
Adapted May 4, 1999
1, For the purpose of these Rules and Procedures, „car/van pool"means a group of two or more
persons who regularly commute to work in the same vehicle.
2. A permit to park shall be issued by the Community Development designee or the Director of
Community Development(DCD), only to car/van pool members who are registered with the
Community Development Department(CDD).
3 . A permit shall be issued for each vehicle used by a commuter group. The permits will have the
same number, and a master list will be maintained by Community Development Department staff
and provided to the Sheriff's Office.
4. When a vehicle is parked in a designated permit only parking area, a registered permit must be
displayed with an issued rear view mirror holder. The color-coded permit must be hung on the rear
view mirror at all times when a vehicle is parked in the permit only area and must be visible through
the front windshield.
5. A vehicle may be parked in designated permit-only parking lot areas only if at least two members of
the car/van pool have actually shared a ride during the commute trip in the vehicle with a permit, as
described in Rule 4. If any member of the car/van pool is absent from work for any reason
(vacation, illness, etc.); the other members may use the permit-only parking lot area only if there are
at least two members using the vehicle.
6. Each permit shall be valid for a one year period from the date of issuance. Permit holders are
responsible for renewing their permits before the expiration date and for requesting new permits
from DCD when permits become illegible, damaged, or lost.
7. Issuance of a parking permit by the DCD does not guarantee that a parking space in the permit-only
parking lot area will be available to every permit holder.
8. Changes of participants in the carlvan pool from those listed on the application shall be reported
immediately in writing to the DCD or his designee.
9. Violation of any of these Rules and Procedures after one warning shall be just cause for the DCD to
revoke the permit The holder of the permit shall immediately surrender the permit to the DCD or his
designee upon receipt of a"Notice of Revocation."The violator(s)shall not be eligible for issuance
of a new permit for a period of at least six months.
10. Rules 4 and 5 shall be enforced between 6:30 a.m. and 4:030 p.m.. Monday through Friday.Any
empty spaces in a designated permit-only parking lot will not be available for general use; parking
spaces designated for car/van pools 'will be available for public use after 4:00 p.m., and on
Saturday and Sunday.
11. The provisions of Rule 9 shall not limit other remedies available to the County. In particular,
violators of Rule 4 or 5 shall be subject to citation and removal of their vehicles in accordance with
law.
12. As of July 1, 1999, all permits issued to car/van pool participants are null and void. CDD staff will
issue new permits with a rear view mirror holder to all participants on/or by July 1, 1999. Each year
on July 1, a new(different colored)permit will be issued. All permits will expire within one year of
issue on July 1 st.
