COUNTY SUBJECT: APPROVE AND AUTHORIZE AMENDMENT FOR O'BRIEN-KREITZBERG INC., NEW JUVENILE HALL (WH228F) SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION(S): 1. ACKNOWLEDGE that O'Brien-Kreitzberg Inc. has successfully providedcomprehensive project and construction management services on major capital County projects such as the Contra Costa Regional Medical Center and the West County Justice Center. 2. ACKNOWLEDGE that O'Brien-Kreitzberg Inc. managed these projects efficiently and cost effectively, resulting in completion in a timely manner and under budget. 3. ACKNOWLEDGE that O'Brien-Kreitzberg Inc. is currently providing comprehensive project and construction management services on ether County justice projects, including the addition to the Tamalpais Wing at the Juvenile Hall, the Chris Adams Girls Center, the Pride House day treatment center, and the proposed Family Law Center which is currently in design phase. 4. RECOGNIZE that O'Brien-Kreitzberg Inc, assisted the County in preparing the Juvenile Hall grant proposal that was ranked number one by the State Board of Corrections and resulting in an award of$22,239,425. 5. RECOGNIZE that the state grant award for the New Juvenile Hall demands that the County adhere to a firm construction schedule and facility occupancy date in order to comply with State Beard of Corrections contract terms for cost reimbursement. 5. ACKNOWLEDGE that O'Brien-Kreitzberg has a demonstrated track record of competence in the successful management of major capital projects for the County; and therefore take the actions in Items 7, 3 and 9 below. 7. APPROVE the Second Amendment to the Consulting Services Agreement with O'Brien- Kreitzberg Inc, dated December 7, 1998, in the amount of $1,726,000 for a revised total of $1,767,055, for continued project management services for the New Juvenile Hall, and AUTHORIZE the County Administrator or his designee to execute the amendment. AUTHORIZE the County Construction Administrator for the Board of Corrections grant program to issue written authorizations for extra work, provided that the cumulative total extra cost for all such authorizations shall not exceed $25,000. 9. AUTHORIZE the County Construction Administrator to act as Purchasing Agent for the purposes of the New Juvenile Nall project, and therefore make purchases and contract for services in accordance with Section 25501 of the Government Code, and award informal contracts in accordance with Section 22034 of the Public Contract Code. FINANCIAL IMI PACT. This Amendment increases the payment limit by $1,726,000, for a total of $1,787,055, for project management services during the design and construction phases of the project, and extends the completion date to May 31, 2003. Funds in the capital account established for the project, as identified in the budget approved by the California State Board of Corrections, are sufficient to cover the amount encumbered by this Amendment. BACKGROUND: O'Brien-Kreitzberg Inc. (OK) has provided comprehensive project management services on major projects for the County for over a decade. OK managed the West County Justice Center project, which had a construction value of approximately $33 million, and completed the project in a timely manner and under budget. As a result, the County was able to combine the surplus project funds with other Board of Corrections funds, and remodel the medical and women's units at the Main Detention Facility, and add 240 beds at the Marsh Creek Detention Facility. OK also managed the Contra Costa Regional Medical Center project, which had a project value of approximately $87 million. This project was completed in a timely manner and under budget. As a result, the County was able to fund other miscellaneous projects and still transfer funds to the proposed Ambulatory Care Facility. OK has successfully manacled the construction of over eight projects for the County without a single claim. OK is currently providing comprehensive project management services on other justice projects including: the Chris Adams Girls Center, a twenty-bed girls dormitory with a construction value of $1 million, the Tmalpais Wing Renovation, a ten-bed addition to a wing of the existing Juvenile Fall with a construction value of$1 million, the Pride House, a twenty-slot day treatment program for boys with a construction value of$200,000, and the proposed Family Law Center, which is currently under design with an estimated construction cost of over $5 million. OK assisted the County in preparing the New Juvenile Nall grant proposal that was submitted to the State Board of Corrections and ranked number one of all the proposals submitted. The Board of Corrections has approved the award of $22,239,425 in federal funds to the County for the construction of a new juvenile detention facility and related support space. OK also assisted the County in selecting an architect for the New Juvenile Nall project, and is currently negotiating a contract with the first-ranked architect. The original payment limit for project management services for the New Juvenile Hall was based on management and oversight of the grant application process, and preparation of the construction workplan and project schedule for the application. Subsequently, project management services for the pre-design phase and the CEQA process were provided under Amendment No. 1. This Amendment adds project management services for the design and construction phases of the New Juvenile Hall project.
