Financial Impac This Amendment increases the Federal share of the project by $167,006.00 from $3,875,000.00 to $4,042.006.00 111. Reasons for Recommendations and Background: On September 22, 1992, the Board approved the Grant Agreement between County and the FAA. The purpose of this amendment is to increase the Grant amount. Total cost of this project was $4,491,117.00. The Federal share(90%)of the full amount of the project would be$4,042,006.00. This exceeds the Grant amount by $167,006.00. This overage is approximately 3.7% of the total project amount. Most of this overage was because of site work and excavation costs being higher than when the Application was made as well as other unforeseeable site conditions costs. At the time the original Grant was acquired, the costs were based on estimates not actual bids, TV. Consequences of Negative Action: The entire cost of the project overage will be paid out of the Airport Enterprise Fund instead of just the local share of 10%. Reasons for Recommendations and Background On June 3, 1993, the Board approved the Grant Agreement between County and the FAA. The purpose of this amendment is to increase the Grant amount. Total cost of this project was $3,372,231.00. The Federal share (90%) of the full amount of the project would be$3,035,008.00. This exceeds the Grant amount by $35,008,00. This overage is approximately 1% of the total project amount. Ill, REASONS FOR RECOMMENDATION/1=3ACKGROUND: The project is needed in order to stabilize the creek bank. The Chief Engineer has filed with the Board of Supervisors the Plans and Specifications for the project. The general prevailing rates of wages, which shall be the minimum rates paid on this project, have been filed with the Clerk of the Board and copies will be made available to any interested party upon request. The Board reviewed and approved the project on August 13, 1997/March 19, 1999 and found, on the basis of the initial study and all comments received, that there is no substantial evidence that the project will have a significant effect on the environment and adopted the Negative Declaration in compliance with the California Environmental Quality Act. A Notice of Determination was fled with the County Clerk on August 13, 1997/March 19, 1999 that the project will not have a significant effect on the environment. In addition to the current services provided, Thompson Landscape Maintenance will provide landscape maintenance along an approximate one mile strip of Highway 4 from Discovery Bay Boulevard to Cherry Hills Drive. The increased payment limit reflects this increase in service. IV. Consequences_of Negative Action: Landscape maintenance will be negatively impacted without implementation of this payment limit increase.
