THE BOARD OF SUPERVISORS OF
CONTRA COSTA COUNTY, CALIFORNIA
Adopted this Order on May 25,1999 by the following vote:
AYES: Supervisors Gioia, Uilkema, Gerber, DeSaulnier and Canciarnilla
NOES: None
ABSENT: None
ABSTAIN: None
SUBJECT: Ordinance 99-19, exempts Sheriff's Executive Assistant
from the Merit System.
The attached ordinance, amends the Ordinance Code of Contra Costa County, was
introduced on this day. The Board by unanimous vote of the members present,
waives full reading thereof and fixes June 15, 1999 as the time for adoption of
same:
SECTION 1: Section 33-5.311 of the County Ordinance Code is amended to
exclude the Sheriff s Executive Assistant from the Merit System to read:
33-5.311. (a) Investigators, detectives, and others, paid from the special
funds furnished to the district attorney and sheriff under Government Code
Sections 29400 ff. And 29430 ff., are excluded.
IT IS BY THE BOARD ORDERED Ordinance 99-19, is INTRODUCED,
READING is WAIVED, and June 15, 1999, is SET for Adoption of same.

(Exclude Sheriff s Executive Assistant from the Merit System)
The Contra Costa County Board of Supervisors ordains as follows(omitting the parenthetical
footnotes from the official text of the enacted or amended provisions of the County Ordinance
Code):
SECTION 1: Section 33-5.311 of the County Ordinance Code is amended to exempt the
sheriff's executive assistant to read:
33-5.311. (a)Investigators,detectives and others,paid from the special funds
furnished to the district attorney and sheriff under Government Code Sections
29400 ff. and 29430 ff., are excluded.
(b) In the district attorney's office, the district attorney program
assistant-exempt class,senior deputy district attorneys-exempt,district attorney
chief of inspectors-exempt, special counsel, and •special detectives, are
excluded and are appointed by the district attorney.
(c) In the sheriff's department, the undersheriff and three commanders are
excluded and are appointed by the sheriff-coroner.
(d) The secretary to the undersheriff is excluded and is appointed by the
sheriff-coroner.
(e)The sheriff s executive assistant is excluded and is appointed by the sheriff-

SECTION II: EFFECTIVE DATE. This ordinance becomes effective 30 days after passage,
and within 15 days of passage shall be published once with the names ofthe supervisors voting

The Contra Costa County Board of Supervisors ordains as follows(omitting the parenthetical

Code):
SECTION I: Section 33-5.387 of the County Ordinance Code is amended to exclude the
children and family services director from the Merit System to read:
33-5.387. (a) The employment and human services department director is
excluded and is appointed by the board of supervisors.
(b)The assistant county social service director-exempt is excluded and
is appointed by the employment and human services department director.
(c) The workforce investment board executive director and the
workforce services director are exempt and are appointed by the employment
and human services department director.
(d) The aging and adult services director - exempt is excluded and is
appointed by the employment and human services department director.
(e) The children and family services director is excluded and is
appointed by the employment and human services department director.
The employment and human services department director is the statutory
county welfare director. (Ord. 99 , Ords. 99- , § 1,99-13, § 1, 97-35,
§ 1, 94-52 § 1, 87-17 § 2,Gov. Code § 19800, Cal.Code Regs.,tit. 2, § 17200.)
