RECOMMENDATIONS
ACCEPT report from the Fish and Wildlife Committee on its 1998-99 Work Summary and
1.999-2000 Work Plan.
FINANCIAL IMPACT
None.
REASON FOR RECOMMENDATION/BACKGROUND
The Fish and Wildlife Committee ("FWC") continuously updates its Work Summary/Work Plan
to document progress on tasks and to maintain focus on upcoming projects. The attached
document presents the most up to date Work Summary/Work Plan and documents work
completed during the 1998/99 fiscal year and work anticipated for the 1999/2000 fiscal year.
Among its most significant accomplishments this year was the April 7 Contra Costa County
Creek and Watershed Symposium, an event which was initiated by the Fish and Wildlife and
planned by the FWC and a wide range of other interested organizations brought together by
the FWC.
The members of the FWC during 1998/99 were:

The Board of Supervisors has recently appointed two new members to the FWC. These new
members are:
District III; Steve Abbors
District Vo Roderick Golphin
An additional two appointments will be needed soon--one for an at-large seat and one for the
alternate seat. The Contra Costa Times printed an article on these vacancies and a number
of new applications have been submitted. The FWC will review these applications and make
a recommendation to the Internal Operations Committee when their review is complete.
The recent and pending appointments mark a significant transition for the PWC, particularly
due to the retirement of two long-standing Fish and Wildlife Committee members, Pete
Margiotta and Tom Studley (the FWC Chair), both of whom have served for more than ten
years. The FWC will recommend that the Board recognize the outstanding contributions of
these two departing members in a future report to the Board.

COMMITTEE ROLE: Advise the Board of Supervisors on fish and wildlife issues that may
affect Contra Costa County (CCC); make recommendations to the Board for the expenditure of
funds from the Fish and Wildlife Propagation Fund pursuant to Fish and Game Code §131033;
address issues surrounding the enforcement of fish and game laws and regulations in CCC; and
consider other issues referred to the Committee by the Board.
WORK TASKS:

Improve and refine Fish and Wildlife Committee operations:

Ou establish process for recommending appointments and reappointments to the FWC
FWC to consider this general issue later in 1999; the FWC has developed an interim
process of soliciting new applications, reviewing written materials, and interviewing
strongest candidates which it used to recommend Charles Morehouse to fill an open at-
large seat on 2/18197 (Board appointed Mr. Morehouse on 411197) and to recommend
James Schmerker as an alternate on 11119197 'Board appoints Mr. Schmerker on
1127198);same interim process will be used to make recommendations on current two at-
large vacancies
• Consider options for improving coordination with other Fish and Wildlife
Committees on regional matters
Make recommendations to the Board of Supervisors for the
appropriation of funds from the Fish and Wildlife Propagation Fund to
support fish and wildlife project in the community (fund

V review funding applications submitted during the designated October-December
application window (as well as applications which are submitted outside the
designated window but which meet FWC criteria for early review) and make
recommendations to the Board for the awarding of grants 9 applications received in

V review funding application for steelhead egg rescue project submitted as an urgent
item outside the normal review cycle determined project met criteria for early review

# review past funding applications, funding priorities, and application cover letters
and develop, advertise, and distribute `99200 funding applications; Review
applications submitted and make recommendations to the Board of Superviosrs
work with agencies, organizations, and individuals to help them plan and develop
projects suitable for support from the Fish and Wildlife Propagation Fund FWC has
intiated discussion with two consultants on developing a self-guided tour of creek
restoration projects in the San Francisco Bay Area
® FWC to meet with OSPR (Oil Spill Prevention and Response) to discuss joint
funding of substantial habitat restoration projects

results on 9116198; FWC plans to prepare a summary of the first several years of data
On Coordination of creek and watershed planning and restoration efforts in the County
FWC initiated discussion of this matter on 4115198; discussed this issue with invited,
relevant participants from the public and private sector at 6117198 meeting; decided on
7115198 to pursue co-hosting a workshop on this issue; Hosted a series of workshop
planning meetings which led to the Creek and Watershed Symposium (below); FWC
hopes that symposium planning group will assume the task of coordinating creek and
watershed planning and restoration
V Contra Costa County Creek and Watershed Symposium Sympsoium hosted in Walnut
Creek on April 7, 1999; FWC initiated planning for this event and joined with many
organizations to sponsor the event which was attended by approximately 300 people

Improve enforcement of fish and name laws and regulations; Increase
flow of money into the Fish and Wildlife Propagation Fund:
XD status reports on Fish and Game Code enforcement in Contra Costa County
regular presentations by Captain Nagel, Lt. Bond, Lt. Young, and game wardens;

XD Work with CDFG to identify the Fish and Wildlife Propagation Fund as a reasonable
depository for fine money resulting from fish and game violations in Contra Costa
County FWC met with Captain Nagel, Lt. Bond, and Lt. Young over the last several
years on this matter,
