BOARD OF SUPERVISORS Contra FROM: FISH AND WILDLIFE COMMITTEE Costa DATE: May 25, 1999 C�C�umy SUBJECT: APPROPRIATION OF FUNDS FROM THE FISH AND WILDLIFE PROPAGATION FUND TO SUPPORT PROJECTS THAT BENEFIT FISH AND WILDLIFE SPECIFIC REQUESTS) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENI ATIgNS ACCEPT recommendations of the Fish and Wildlife Committee regarding the awarding of grants from the Fish and Wildlife Propagation Fund; DIRECT the Auditor/Controller to release a total of $11,595 from the Fish and Wildlife Propagation Fund to the following organizations to support projects benefitting the fish and wildlife resources of the County: Carquinez Regional Environmental Education Center($2845), California Department of Fish and Game/CaITIP Program($600), Friends of Alhambra Creek($650), The Lindsay Wildlife Museum($5000), Mountain View Sanitary District ($2500). FINANCIAL IMPACT No impact to the general fund. A portion of the fines collected from violations of fish and game regulations in the County is deposited in the Fish and Wildlife Propagation Fund, which has a current balance of approximately $55,443. State law defines how money in this fund may be spent, but the Board of Supervisors is responsible for authorizing specific expenditures. The five projects recommended to receive funding are consistent with the expenditure criteria established by State Law. REASON FOR RECO}MN(ENDAT ONLBACKGROUN�_ Since 1996, the Fish and Wildlife Committee ("FWC") has implemented a structured process for reviewing funding requests. The intent of this structured review process was to replace case-by-case decision-making (such as occurred previously and such as is the norm with most other Fish and Wildlife Committees) with a grant process that enables comparative and efficient review of applications. In October of 1998, application packets were sent to the Fish and Wildlife Committee mailing lists and to anyone who requested one. The Contra Costa Times printed a small article on the availability of funding for fish and wildlife projects. A total of nine funding applications were received before the December 31, 1998 application deadline. The Fish and Wildlife Committee discussed the funding applications at its February, March, and April 1999 meetings. Can March 17, 1999 and April 21, 1999, the Fish and Wildlife Committee approved the following recommendations to the Board of Supervisors regarding applications for funding from the Fish and Wildlife Propagation Fund (each was voted on independently, and each was unanimously approved, with the exception of the grant to the Carquinez Regional Environmental Education Center which received five votes in favor and one vote against): 1) Require three general commitments from all projects receiving funding from the Fish and Wildlife Propagation Fund: a) return funds if the project is not performed, b) provide documentation and/or accounting for how funds were spent; and c) provide an annual or summary report on the progress or results of the study. 2) Appropriate $2845 to the Carquinez Regional Environmental Education Center for Habitat Restoration by At-Risk Students and Community Volunteers project (check payable to: Carquinez Regional Environmental Education Center, P.C . Box 65, Crockett, CA 94525, attn: David J. STUDENTS AND COMMUNITY VOLUNTEERS PROJECT OVERVIEW - Last year the Contra Costa County Fish and Wildlife Propagation -and ( C FWPF) provided monies to a partnership of the John Swett Unified School District {JSUSD)and the Carquinez Regional Environmental Education Center(CREEC) to initiate a pilot program aimed at restoring and restocking historic Monarch butterfly breeding sites located alongside the Carquinez Strait. At-risk students, their teachers and community volunteers were trained in the full range of habitat rescue and repair to be followed by wildlife introduction and survival monitoring. In the fall semester (September - December 1998) methods of habitat restoration were installed as a regular part of the science program at Willow High School (an alternative school in Crockett). Through weekly, consultant-delivered instruction and field experiences, students and community volunteers collected and began the propagation cycle of native Contra Costa County seeds and cuttings to be used in subsequent regional restoration efforts. In addition, these students and volunteers cleared and planted Monarch supporting host and nectar plants in over 900 square feet of Edwards Creek(located in the center of Crockett), a once viable Monarch habitat recently populated only by invasive, non-native trees and shrubs. During the spring semester of 1999 a start--up colony of Monarch butterflies will be released into this newly created habitat and water quality monitoring of spring run-off initiated. The aim of the present proposal is to solidify and enhance the skills acquired by these community partners while effectively doubling the size of Monarch butterfly habitats located within the County. Besides being highly cost-effective, such largely self-sufficient restoration and monitoring efforts would reinforce students' and volunteers sense of community ownership while further improving County wildlife resources. PROJECT DESCRIPTION: Seventy years ago several riparian habitats located on the southern shore of the Carquinez Strait in Contra Costa County were breeding,nesting and resting sites to large quantities of migrating Monarch butterflies. In the public mind what remains of the California historic Monarch sites is only found south of Contra Costa County in Pacific Grove and Pismo Beach. But to get there, most of the Monarch butterflies inhabiting California's southern coastlines must pass through Contra Costa County. Indeed, the Carquinez Strait remains the principal north-south migratory corridor for Monarch butterflies moving from Canada to Mexico. The only reason this wildlife no longer breeds or winters in Contra Costa County is that the large supporting habitat that was here is now either degraded or has disappeared. The 1998 monies from the CCCFWPF began to address the decline of these habitats by developing a program of sustainable education and restoration projects seeking to reclaim some of Contra Costa County's former Monarch sanctuaries. Specifically, the present proposal pursues two major goals. First, to perform the rescue, repair, maintenance and monitoring of an additional 900 square feet of former Monarch breeding site alongside Edwards Creek. The target site is contiguous with the one currently undergoing restoration. The second project goal is to install a systematic tagging and migratory monitoring component for all Monarch butterflies released in this or any subsequently reclaimed habitat. A doubling of the amount of habitat available to migrating Monarchs will significantly improve the prospects of a permanent return of such wildlife to former Contra Costa County breeding sites. Adding a wildlife tracking program to the project will provide an important addition to the County's wildlife database while allowing meaningful evaluation of program viability. With the exception of the specialized assistance required to purchase, handle, tag and monitor disease-free wildlife stock,the proposed restoration,maintenance and monitoring program will be completed entirely by at-risk youth, their science teachers and community volunteers utilizing skills learned from consultants during the present academic year. The restoration site is within walking distance of Willow High School on JSUSD property. CREEC has,and will make available to the schools, water monitoring equipment and a greenhouse to support the scheduled habitat monitoring and plant propagation activities. At the heart of the CalTIP program is a toll-free phone number, 1-888-DFG-CALTIP, which allows members of the public to anonymously report incidents of illegal poaching or polluting that they may have witnessed or have knowledge of: When a person calls CaITIP to report suspected poaching or polluting,the call is received by a Department of Fish&Game dispatcher in Sacramento. The report is taken and the information is forwarded to the game warden in the area where the alleged violation occurred. The game warden responds to the scene and, depending on circumstances, either writes a citation or makes an arrest if in fact a crime has been committed. They learn the importance of preserving the environment and wildlife of Contra Costa County. In order to make this project a valuable learning experience for all students, throughout the year the project focuses upon classroom education, hands-on experiences and scientific field trips. The classes study Contra Costa County with a focal point of Mt. Diablo State Park. The students learn the ecological-geological make-up of the State Park. They learn to respect and care for the Park for future generations. They learn to identify native plants and animals. The students are educated through: 1. Videos such as "Magic School Bus Blows Its Top", "Collecting Earth's National Treasures", "Our Earth, Clean and Green". 2. Hands-on realia and experimental equipment such as Animal Tracks and Anywhere Microscopes. 3. Docent led field trips: Mt. Diablo State Park, Mitchell Canyon Creek and Central Sanitary District Sewage Treatment Plant. 4. Experts coming into classrooms to educate students with hands-on activities in animal ecology, fresh water drinking supply and waste water treatment. This project benefits the fish and wildlife of Contra Costa County by educating children, the future adults of CCC to the importance of preserving and respecting the animal life and its habitats of CCC. These children will, in turn, each share their knowledge with their families and community members. 2. Project schedule: September-May: Classes study Mt. Diablo State Park using science videos and realia to focus upon the geology, botany and animal fife of the area. October-November: Classes take field trip to Mt. Diablo for geology, ecology and animal-plant life workshops. December: Contra Costa Water District visits each class with hands-on water experiments. Classes study water. January-February: Classes study waste water treatment. Contra Costa Sanitary District visits each class with Sewer Squad presentation. February-April: Classes study creek and animal life in preparation for the ecology field trip to Mitchell Canyon Creek using Kids in Creeks materials.
