1. RECOMMENDED ACTION:
APPROVE the Plans and Specifications for the Route 4 Highway Planting Project and
ADVERTISE for bids to be received on Tuesday, June 29, 1999, at 2:00 p.m.
DIRECT the Clerk of the Board to publish the Notice to Contractors in accordance with Section
22037.

11. FINANCIAL IMPACT.
The estimated contract cost of the project is $1,570,000, funded by Transportation Enchancement
Activities (TEA) (10010).
III. REASONS FOR RECOMMENDATIONIBACICCI~OUND:
The project is needed to mitigate impacts caused by the Route 4 Willow Pass Grade Lowering
Project, and the Route 4 Widening, Willow Pass Road to Bailey Road Project.
The Public Works Director hes filed with the Board of Supervisors the Plans and Specifications
for the project.
The general prevailing rates of wages, which shall be the minimum rates paid on this project, have
been filed with the Clerk of the Board and copies will be made available to any interested party
upon request.
The Federal Highway Administration (FHWA) reviewed and approved the project on February 2,
1999 and determined the project to be exempt from the California Environmental Quality Act as
a Class 3, 4, 5, and 11 Categorical Exemption.
IV. CONSEQUENCES OF NEGATIVE ACTION:
If the project is not approved for advertising, it will not be constructed.

SUBJECT-. Route 4 Highway planting Project
This project went to the Beard on May 25, 1999 to be approved for advertisement. On the same day
I received a call from Caltrans informing me of a delay In issuing the authorization to construct the
project, and to hold all distributions and notifications to publications until the authorization was
procassed. Failure to do so would jeopardize funding for the project.
I have jug received the authorization this morning,June 4, 1999, and we are clear to distribute the
project and the notices to various publications. Thank you for your help with this last minute change.

SUBJECT: Ratify previous permission by the Public Works Director to completely close a
portion of Byron Highway, for the purpose of Crossing Repair and Repaving,
Knightsen area. (RC 99-4)
The Public Works:Director having reported that prior approval has been granted to BNSF
Railroad to completely close Byron Highway, except for emergency traffic, on Wednesday, May 5,
1999, from 9:00AM to 5:00PM, subject to the following conditions:
1. Traffic will be detoured via neighboring streets per approved traffic control plan.
2. All signing to be in accordance with the State of California Manual of Traffic Controls.
3. BNSF Railroad shall comply with the requirements of the Ordinance Code of Contra Costa
County.
4. Provide the County with a Certificate of Insurance in the amount of $1,000,000.00 for
Comprehensive General Public Liability which names the County as an additional insured
prior to permit issuance.
5. Obtain approval for the closure from the Sheriff's Department,the California Highway Patrol
and the Fire District.
