Rupf,Sheriff-Coroner Contra Costa DATE: April 23, °1999 County SUBJECT: Contract With City of Lafayette SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: AUTHORIZE the Sheriff or his designee to execute a contract on behalf of the COUNTY to provide forensic laboratory services to the City of Lafayette for the period April 1, 1999 through June 30, 1999, in an amount not to exceed $6,919. FISCAL IMPACT: There is no financial impact on the County; these services have historically been provided on a fee-for-service basis. BACKGROUND: The County provides forensic laboratory services to a number of Jurisdictions on a fee-for- service basis. Establishing a contractual relationship eliminates a considerable amount of paperwork for the Sheriffs Office and enables the County and City to more accurately forecast revenue and expenses, respectively. SPECIFIC REOUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION R.ECO'yi_MENI D ACTION: I. ACCEPT the Family and Children's Trust Fund (FACT) Committee recommendation for funding from the Child Care Affordability Funds. II. APPROVE and AUTHORIZE the Social Service Director,or designee, to contract, as recommended by FACT,with Contra Costa Child Care Council in the amount of$163,135 and to contract, as recommended by FACT,with the Pittsburg Preschool Coordinating Council in the amount of$46,865, for the Administration of Child Care Subsidies for the period of July 1999 through June 30, 2000. TICAL: No additional County cost. The Child Care Affordability Fund revenue is from.the Transient Occupancy Tax and is available to enhance child care subsidy funds for low income, at risk families not currently eligible for CaIWC?RKS. CHILD F11'S 1,MPACT STATEMTT. The contracts recommended by the Family and Children's Trust Committee (FACT) support three of Contra Costa County's community outcomes: "Children.and Youth Healthy and Preparing for Productive Adulthood," "Families that are Economically Self Sufficient," and "Communities that are Safe and Provide a Nigh Quality of Life for Children and Families," by offering families assistance in locating safe and affordable child care, and subsidizing that childcare. The outcomes will be a stabilisation of the family unit and provide additional opportunity for individuals to obtain and maintain unsubsidised employment. UNID: In February 1999, the Board of Supervisors authorized the issuance of requests for proposals for Family and Children's Trust(FACT) contracts for fiscal year 1999/2000. A charge of FACT is to make recommendations to the Board on the allocation of funds from the Child Care Affordability Fund. FACT developed a Request for Interest(RFI) for fiscal year 1999/2000 with the purpose to increase the availability of child care subsidies for law income (monthly income at or below 85/0 of state medium adjusted for family size), at risk families not currently eligible for child care under CalWORKS, especially those referred by CPS and other health and social service agencies. Where possible, priority is to be given to families transitioning off CaIWORKS. Each of the agencies recommended for funding submitted a proposal to FACT and met the criteria of the RFI. Miner, Executive Director ;`" ��©` COUNTY Private Industry Council DATE: April 30, 1999 SUBJECT: AUTHORIZE THE EXECUTION OF $263,266 CONTRACT (#19-9003-0) WITH WORLDWIDE EDUCATION SERVICES SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGORUND AND JUSTIFICATION Ie RECOMMENDED ACTION: Authorize the Executive Director, Contra Costa County Private Industry Council or his designee, to execute a standard contract (#19-6003-0) with Worldwide Education Services to serve as administrative and fiscal agent of the Central County One-Stop Career Center and to provide employment, training, and post-employment and job retention services to Welfare- to-Work eligible clients in the central portion of Contra Costa County as delineated by the Private Industry Council for the term of May 1, 1999 to March 31, 2001 with a contract payment of$263,266 subject to approval by County Counsel as to legal form. II. FINANCIAL IMPACT: None. One hundred percent federal and state funds. Ill. CHILDREN IMPACT STATEMENT: This action will indirectly support the third outcome — Families that are Economically Self- Sufficient. IV. REASONS FOR RECOMMENDATION: The Centra Costa County PIC Board awarded Worldwide Education Services Welfare-to-Work grant funding at it's April 21, 1999 meeting to provide services to Welfare-to-Work clients in Central Contra Costa County except for the City of Richmond with employment,job readiness, placement, post-employment, support services and job retention. Worldwide Education Services has 23 years experience providing many of the required services and it currently provides Job Training Partnership Act services and acts as administrative and fiscal agent of the Central and West County fine-Stop Career Centers. It will serve as the administrative and fiscal agent for Welfare-to-Work activities and will provide services at the Central County One- Stop Career Center.
