SUBJECT: In the Matter of Establishing the class of Aging and Adult Services Director - Exempt, Adding
One Position and Implementing a Performance Pay Plan for the Class of Aging and Adult Services Director-
Exempt.
THE CONTRA COSTA COUNTY BOARD OF SUPERVISORS in its capacity as governing Board of the
County of Contra Costa and all districts of which it is ex-officio governing Board RESOLVES THAT:
A. Classification. Position and Salary Range: Effective May 19, 1999, the class of Aging and Adult Services
.Director-Exempt is established, and allocated on the Salary Schedule to a six-step salary range, Salary Level
M50-2681 ($6627-8458). One(1)position is also added to the class.
B. Merit SalaU Increment Review: On the employee's anniversary date, the appointing authority may,based
upon an evaluation of work performance, award a merit increment of 5% for satisfactory performance of the
employee. The salary advancement shall be granted only on the affirmative action of the appointing authority.
In no case shall a step be awarded beyond step 5 of the salary range for satisfactory performance. The
appointing authority may unconditionally deny a salary increment advancement or may deny the step subject to
review at a specified date before the next anniversary date.
C. Performance Review: On the employees anniversary date, the appointing authority may, based upon an
annual evaluation of work performance, award on(1) 5% step increment for outstanding performance and/or the
achievement of specific performance-based objectives (hereinafter referred to as outstanding performance) to
the incumbent in the class of Aging and Adult Services Director-Exempt.
If the employee does not receive outstanding performance pay on his/her anniversary date, an extra salary
review date may be set by the appointing authority for six (6)months after the anniversary date. This date may
be set by the appointing authority upon return of the Salary Review Report to the Director of Human Resources
or at another time prior to the extra review date six(6)months after the employee's anniversary date.
If the employee was not awarded an outstanding performance step on his/her anniversary date, the appointing
authority may, based upon an evaluation of work performance, award the outstanding performance pay step
effective six (6) months after the anniversary date on the first of the month. In no instance, however, shall an
employee be awarded more than one 5%outstanding performance pay step between anniversary dates.
At the discretion of the appointing authority, effective the first of a calendar month, approval for outstanding
performance pay may be rescinded, based upon an evaluation of work performance, at any time between
anniversary dates. The outstanding performance pay step in effect on the employee's anniversary date is subject
to evaluation by the appointing authority and must be affirmatively recommended by the appointing authority to
be continued.
In instances where the employee is receiving outstanding performance pay at the time that a merit increment is
approved, the employee's base salary step for satisfactory performance will be adjusted to reflect the 5% merit
increase. The employee's salary step placement will then be further adjusted for the current outstanding
performance pay that the employee had been receiving using the employee's new .merit step as the base upon
which the performance pay step is added.

No salary step beyond Step 5 may be awarded for satisfactory performance. Step 6 is reserved exclusively for
outstanding performance pay. The Aging and Adult services Director-Exempt may not receive more than 5%in
outstanding performance pay (one performance step) at any point in time. No provision of this section shall
allow salary placement beyond the uppermost step of the salary schedule/level to which the class is allocated.
D. Other Provisions: Except as may be changed or modified by resolution hereafter, all provisions of the
Salary Regulations are applicable to this class,

R'hat is the basic purpose or function of this position?
This position is assigned to perform accounting tasks for the Superior Court Fiscal Unit. This
includes processing demands and other forms of payment requests for court reporters, attorneys,
private investigators and other individuals ordered by the court to perform services for indigent
defendants. This position also provides specialized accounting and administrative support that is
needed by the Fiscal (icer, who is in charge of the unit. During the budget preparation period.,
this position also assists in the development of the budget.
What changes have occurred in the work of this position?
the trial courts in this county have recently unified. This merger resulted in the formation of a
Fiscal Unit which is responsible for the accounting and purchasing for the Superior Court. The
court processes more than $1.5 million in collections each month through this unit, not including
the separately operated Court Collections Unit. The Fiscal Unit also controls and monitors court
expenditures which average$3 million per month. Brenda has gone from working in a two-
person office to a unit that includes two Clerks at Specialist bevel who are responsible for court
bookkeeping from the outlying locations, and two additional support staff responsible for all
purchasing and aunts payable for the courts. As a result of the increase in responsibility and
staff for the unit, it has been necessary to appoint someone to be in charge of the unit daring my
absence. Brenda has taken on this additional responsibility.
In addition, prier to consolidation, Brenda's assignments rarely dealt with the operations of the
four municipal courts. Now, however she has responsibility and assists in budget development of
a$39 million-dollar budget. In my absence, she is able to handle inquiries from the State Judicial
Council and the Administrative Office of the Courts.
What parts of the fob do you check or review closely and why?
I am the authorized signature for all demands and warrants prepared in the unit, and so review
these documents. I do not review account records Brenda maintains on capital or pro per cases.
Brenda works independently with the Presiding Judge in the review of court orders authorizing
payment of funds for services. She also works independently maintaining grant expenditure
records, but I do review and sign the grant claims she prepares. Budget work a be performed
independently or collaboratively depending on the work assigned. I often bounce my work off
Brenda to insure that it is complete and accurately represents the position and needs of the court.
If the position requires wordprocessing skills, is it incidental or essential?
The person in this position must have good skills working with the following software: Excel,
WordPerfect and Quicken. in addition the person in this position must be able to learn and work
on the County Budget System and the various court automated systems: AMOR (traffic),
ISD(civil) and LJIS (criminal).
State what you believe to be the special certificates and minimum amount o,f training and
experience required to perform this job.
Although no special certificates are required, to function effectively at this level, a person must
have the system knowledge mentioned above, which.I believe would take sic months to one year
to acquire. In addition, I believe it would take a minimum of two budget cycles(approximately
two years)to become truly comfortable with the court budget process and the automated system
currently in use. This is especially true because the court is a relatively large department, with the
added responsibility of providing both ad hoc and periodically mandated reports and budget data
to Judicial Council and the Administrative Office of the Courts.

Re: Side Letter of Agreement - Social Worker Salary Adjustment
Dear Ms. Baird:
The following represents the understandings reached between the
Contra Costa County Social Services Department and SEIU Local
535 Rank and File Unit regarding the implementation of the
CaIWORKS Program and other related issues impacting the Social
Worker classification. It is anticipated that any necessary meet and
confer meetings concerning impacts on assignments in this
classification would occur concurrent to or as a part of the 1999
contract bargaining cycle.
With respect to the Social Worker classification, the parties agree as
follows:
Effective retroactive to January 1, 1999, the classification of Social
Worker will receive a salary adjustment equal to 1 .7137% (17 levels).
Effective retroactive to January 1, 1999 or subsequent date of hire or
Al into a Social Worker classification, a differential amount of 3.5%
above the base salary rate shall be paid to Social Workers who are in
an active pay status as of the date of this side letter.
This differential may cease upon finalization of any classification
changes resulting from the meet and confer process as described in
Paragraph 1 .
If the foregoing conforms to your understanding, please indicate your
concurrence by affixing your signature in the space provided below.
