In the Matter of Abolishing and
Restoring Positions and Laying
Off and Re-appointing Employees
In the County Mead Start Program
For Summer 1999
The Contra Costa County Board of Supervisors in all of its capacities as the governing body of the
County and of the Districts and Agencies of which it is the governing body RESOLVES THAT:
1. The Board has considered the report of the Community Services Director to the County
Administrator which advises that the Mead Start program has been designed and funded generally to
operate on a ten (10) month schedule and that most positions were budgeted in the 1999 Mead Start
work plan to stop work during the month of June, 1999.
. The Board has considered the impact of limited funding and the staffing necessary for the
efficiency of County government operations and has considered the staff retention plans submitted by
the Community Services Department for the Mead Start program under its jurisdiction.
3. In order to keep expenditures within available funding or to keep staffing at the level necessary
for efficient operations, it is necessary to abolish the positions described in Attachment "A" on the
dates indicated for reasons of economy, lack of funds or because the necessity for the position(s)
involved no longer exists and to lay off employees accordingly. In addition, positions required to
support the Head Start program in August and September will be re-established. The positions
shown on Attachment "A" are to be abolished and re-established on the dates indicated.
4. The Community Services Director, in which department such positions are abolished, shall
issue layoff or displacement notices, as the case may be, and give notice to affected employees of
the Board's action.
5. For purposes of this specific layoff, employees currently enrolled in a health or dental plan may
be re-enrolled upon return to work from this layoff.

SUBJECT: Head Start Personnel Requirements for Summer, 1999
This is to advise you that the Community Services Department intends to suspend the
part-year Head Start program again this summer.
The Head Start program has been designed and funded to operate on a ten month
schedule and most positions were budgeted in the 1999 Head Start work plan to stop
work during, ,lune and be brought back in August.
Attached is the proposed Board of Supervisors Resolution to implement this annual
requirement. Please place the resolution on Board Agenda for May 18, 1999.

The Contra Costa County Board of Supervisors in all of its capacities as the governing
body of the County and of the districts and Agencies of which it is the governing body
RESOLVES THAT:
1. The Board has considered the report of the Community Services director to the
County Administrator which advises that Federal funding,for positions in the
classification of Head Start Family Services Worker-Project is for forty-five (45) weeks
during calendar year 1999.
2. The Board has considered the impact of limited funding and the staffing
necessary for the efficiency of County government operations and has considered the
staff retention plans submitted by the Community Services department for the Head
Start program under its jurisdiction.
1 In order to keep expenditures within available funding or to keep staffing at the
level necessary for efficient operations, it is necessary to abolish the positions described

SUBJECT: Layoff of Head Start Family Service Workers
Head Start Family Services 'Workers in the part-year Head Start program are funded by
the Federal Government for 45 weeks for calendar year 1999. Consequently, fifteen
Family Service Workers must be laid off for seven weeks.
In order to provide program continuity to parents of children enrolled in the Head Start
program, a staggered layoff schedule will be implemented,
A Board Resolution is attached, along With Attachment "A" which spells out particulars
of the layoff. Please place this on the Board's agenda for May 18, 1999; the first layoff
is scheduled to begin May 28, 1999.
