ACCEPT the report of the Family and Human Services Committee on the application process,
guiding principles and status of the 1999 Consolidated Application for McKinley Homeless
Assistance Funding from the Housing and Urban Development Department (HUD).
BACKGROUNDIREASONS FOR RECOMMENDATIONS:
On May 10, 1999, the Family and Human Services Committee reviewed the attached report from
Wendel Brunner, Director of Public Health, on the 1999 Consolidated Application for McKinley
Homeless Assistance Funding. Brenda Blasingame, Homeless Programs Manager, reviewed the
report for the committee. Ms. Blasingame reported that County agencies received $3.5 million of
funding for 1998, up from$2 million in 1997. While the funding level was much greater than HUD's
determination of our"pro rata needs" of$1.3 million, it was far short of the requested $10.5 million.
Ms. Blasingame also noted that all the funded projects were renewals rather than new projects.
Contra Costa County applications usually provided a match of 50¢ to the dollar, whereas HUD
preferred at least a one to one snatch or preferably a two for one match. Also, HUD now requires a
25% cash match for supportive services, which puts additional strainr on project applicants to raise
matching funds.

RECOMMENDATIONS:
1. ACCEPT the attached report from the County Homeless Program on the process of the
development of the 1999 Consolidated Application for McKinley Homeless Funding from
Housing and Urban Development (HUD).
2. ACCEPT the Application Process and Guiding Principles that the Homeless Continuum
of Care Advisory Board has set forth for the Review and Ranking Committee in
considering individual agency/program applications to be included in the Consolidated
Application.
BACKGROUND:
The Annual Consolidated Application in response to the Housing and Urban
Development Notice of Funds Availability (NOFA) for McKinley Homeless Assistance
Funding is a primary source of funding to Contra Costa agencies for providing housing
and services for the homeless. The County submitted the 1996 Consolidated
Application in August 1996, and in December we were notified that approximately $3.5
million was awarded to Contra Costa County agencies, We were relatively successful in
that application, receiving substantially more than our"pro rata needs", established by
HUD for Contra Costa County at approximately $1.3 million. Nonetheless, that award
was sufficient only to cover four renewal projects, providing either transitional or
permanent supportive housing, out of 13 projects submitted for a total requested
amount of$103.6 million (see Attachment 1).
We are currently in the midst of preparing the Consolidated Application for the 1999
NOFA. The County Homeless Program is working with the Homeless Continuum of
Care Advisory Board and community agencies to strengthen this year's application and
maximize the amount of HUD funding that comes to Contra Costa agencies. HUD
requires that the Consolidated Application include a ranking of all proposed projects
through a community process which relates the project to the County's Continuum of
Care Plan. HUD will fund the projects in Contra Costa in strict order of their ranking.

Even if we are substantially more successful with the Consolidated Application
this year, most of the proposals in the Consolidated Application will not be
funded by HUD, and only those proposals ranked near the top will have a chance
of funding. As a result, many excellent and needed projects will not be funded in this
year's NOFA, and most of the agencies submitting proposals this year will be
disappointed. HUD emphasizes the importance of the community-driven process to
develop the Consolidated Application and rank the included proposals. It is the
responsibility of the County Homeless Program to coordinate this effort and maximize
the opportunities to bring HUD funding into Contra Costa.
aunty Homeless Program Efforts to Enhano the 1999 Consolidated Application
The County Homeless Program has been working since December 1999 on the 1999
Consolidated Application to improve our chances of increasing funding. Homeless
Program staff, Continuum of Care Board members, and potential applicants met with
HUD to analyze our 1997 and 1998 applications and identify areas where our 1999
application could be strengthened. Overall, our 1998 Consolidated Application had
improved over the previous year's application in three areas, but we were weak in the
amount of outside funding leveraged by the HUD dollars. The goal for this year is to
continue to improve the overall application with an emphasis on improving the amount of
funds leveraged by all projects included in the Consolidated Application.
HUD has informed us that approximately 7% more funding will be available in 1999.
Given the projects that are slated for renewal this cycle, it may be possible to fund a
new project through this 1999 NOFA process.
The Consolidated Application contains an updated Continuum of Care narrative
prepared by the County Homeless Program staff. Last year we contracted with Home
Base, a Bay Area homeless policy organization to assist with the NOFA application.
This year we have brought in Paul Gibson and Associates to work with the Homeless
Program and community applicants to strengthen the County's Continuum of Care
narrative. County Homeless Program staff and Paul Gibson will provide technical
consultation and assistance to the applicants to strengthen their proposals and to make
the overall Consolidated Application more competitive.
The Homeless Program has analyzed the HUD McKinley Homeless Assistance Funding
that has been received by Contra Costa through the NOFA process. Congress has
legislated national funding minimums for use of Homeless Assistance funds in the
following categories: 80% permanent supportive housing, 25% transitional housing for
families, 25% housing for persons with disabilities, 10% supportive services only.
Currently Homeless Assistance Funding in Contra Costa is below the minimum in the
categories of permanent supportive housing and transitional housing for persons with
disabilities. HUD is moving away from funding supportive services, returning to a priority
of funding housing. In accordance with this HUD priority, the 1999 NOFA will include an
additional $250,000 to the pro rata amount for a community that includes a new
permanent supportive housing project in the top ranked proposals for funding. All
funding requests for supportive services must have a 25% cash match by the recipient.
In addition, we will be focusing on improving the amount of money leveraged by the
HUD funds in evaluating proposals in this application cycle.

Role of the Homeless Continuum of Care Advisory Board
The Homeless Continuum of Care Advisory Board has established a process for the
1999 NOFA that is aliened with HUD priorities and provides for the continual
strengthening of the County's Consolidated Application. HUD is insistent that the
application demonstrate clear evidence of community oversight through the Continuum
of Care Board. The Centra Costa Homeless Continuum of Care Advisory Board has
approved the process for the development of the County's Consolidated Application this
year, which is included as Attachment 2. In addition, the Continuum of Care Advisory
Board has established guidelines, priorities, and principles for the review and ranking of
applications submitted by the individual agencies to be included in the Consolidated
Application (see Attachment 3).
The standing Review and Ranking Committee is comprised of Continuum of Care Board
members who represent cities, county, and community members. In addition, there is
representation from the interfaith community, the Contractor's Alliance and a consumer.
The ranking committee will review and rank the proposals to be included in the
Consolidated Application. Ranking will be approved by the Continuum of Care Advisory
Board. The role of County staff in this process is limited to ensuring that Conflict of
Interest criteria is adhered to, which is that no member of the ranking committee have a
direct financial relationship or the appearance thereof with any of the applicants: and
that the policies, procedures, and guidelines for review and ranking of applications set
forth by the Continuum of Care Board are followed.
The Continuum of Care Advisory Board is preparing its own report to the Family and
Human Services Committee outlining the steps they have taken to define the process
for this 1999 NOTA Consolidated Application. Documentation of a an inclusive and
open community-driven process is the key element for a successful NOFA application to
HUD. The Continuum of Care Board has done excellent work this year, and has
provided the groundwork for a strong application.
I would like to take this opportunity again to thank Ginger Marsh for her role as chair of
the Continuum of Care Advisory Board. Ms. Marsh has a lone history of advocacy for
the homeless in Contra Costa. She has successfully guided the Continuum of Care
Advisory Board through a difficult and potentially contentious process, and has kept us
all focused on our goal — bringing the maximum federal funding into Contra Costa to
provide services to those in our community who need it the most.

Homeless Continuum of Care Consolidated Application
Instruction Package
FY 2000/01
Introduction
The Contra Costa County Homeless Continuum of Care Advisory Board (COCB) is requesting
applications for new and renewal projects eligible for fimding under the McKinney Homeless
Assistance Act,National Competition. For finther assistance on eligible activities,please refer
to the SuperNoFA published by the Department of Housing and Urban Development and
included in this package.
The COCB will consider application from agencies that meet two of the following established
local criteria:
a. The agency has a key part of its mission statement is serving the homeless, or
working on homeless and housing issues.
b. The agency has a documented history of receiving funding for the provision of
homeless and housing services.
c. The agency has a documented history of serving homeless persons.
An agency meeting only one of the criteria may fulfill the above criteria by entering into a
collaborative agreement with an agency that does meet the base criteria.
New and renewal projects must follow the submission format described in this package.
Submissions lacking clarity or incomplete information may be excluded or receive a low priority
ranking.
Local Priorities
The COCB identified the following areas of priority regarding the use of funding made available
under this application:
o Transitional housing and supportive services for families with children,
® Transitional housing and supportive services for persons with disabilities,
+ Permanent supportive housing projects.
Cather priority areas include the renewal of existing projects that continue to demonstrate need
and the following:
(a)reaching their target population,
(b)meeting stated qualitative objectives,
(c)meeting its performance and outcome goals,
(ci)assist homeless persons in attaining or sustaining permanent stable living
environments.
All applications are required to address a priority need, and clearly identify the need that is
served in the application.

Application and Technical Assistance
Technical assistance regarding completion of the application package, including basic project
assistance will be provided by the Homeless Program staff. Contact Frank Motta, Planning and
Development Coordinator, at(925)313.6140 for assistance with the application and
supplemental questionnaire.
A thorough project review will be provided by Gibson and Associates, who are consulting on
this year's application. Please review the overview on how to receive this assistance. All project
submissions must be made to Gibson no later than April 26, 1999, 12:00pm noon. VAhile the
COCB strongly recommends that all new and renewal project sponsors use the assistance
provided by Gibson, using the service will not be a component of evaluation. All projects will
be evaluated individually, based on the quality of the project submission.
The local Department of Housing and Urban Development office also provides technical
assistance on understanding the HUD SuperNoFA and other application materials. This office
will not be able to assistance applicants with assistance under the "Supplemental Questionnaire"
nor Attachment sections. Please contact the Homeless Program. Staff for assistance with these
sections.

Completed application packages, including supplemental questionnaires, and attachments are
due on:

Process and Interview
The Review and Ranking Committee of the Continuum of Care Board will conduct an initial
review of all complete applications received by the May 10 deadline. Following this review each
applicant will be asked to attend an interview with the Committee. The purpose of the interview
will be to clarify information submitted in the application. Each applicant will have 48 hours to
respond to the Committee's questions in writing. Clarifying information will be the only
information accepted under this process. New or additional information will not be considered
part of the project submission.
The Review and Ranking Committee will rank all projects in order of priority. The COCB will
review and approve this ranking prior to the completed consolidated application mailing date of
May 28, 1999.

Reminders in Assembling a Project's application;
* Project application may not result in the project being included in the consolidated
application.
• The duality of the application will be used to judge the quality of the project.
• Project renewal status does not insure an automatic high--priority ranking.
• Renewal projects must demonstrate continued need and efficacy.
• Projects must describe how they provide, or assist in the securing or retention, of housing for
homeless persons.
• The agency's ability to raise its cash share and in-kind leverage will be used to evaluate the
project.
• Overall project ranking may be adversely affected by project components that are duplicative
or do not meet a high-priority need.
• Quantifiable outcomes and project performance data will be used to evaluate project
effectiveness.

Gibson & Associates Overview:
Gibson&Associates has been retained by Contra Costs.County Homeless Program to
revise/update the Continuum.of Care plan and to provide technical assistance to agencies
submitting projects as part of the County's funding application to HUD. The technical assistance
to agencies will be available in the following form:
Provision of an annotated outline that is meant to be a guide for agencies in developing their
narratives. This outline will be available on disk in Word for Windows and Word for Mac.
Agencies that chose to use this assistance,would develop and insert their project narrative
directly into this outline. A meeting scheduled for [insert date] will be held where Paul
Gibson will be able to explain the outline and describe how his firm will provide assistance.
Agencies do not have to avail themselves of these services.
Agencies would have until April 26, 1999 to provide Gibson&Associates with a copy of
their narrative on dish and in hard copy. G&A would spend one week reviewing drafts and
providing detailed comments and suggestions inserted directly into the narrative provided by
the agency. G&A would not create new wording, simply indicate where more detail is
needed, where a chart might be useful,where something is not clear, where something is off
subject, where an activity is not eligible, where it might be a good idea to try to involve a
specific partner, or where something is particularly well-stated.

form of supW r. We want to be absolutely sure that all agencies receive the same level and kind
of technical assistance so that it is a level playing field for all. If we allowed other forms of
phone technical assistance, it would be impossible to ensure equal access.
G&A will also be revising and updating the continuum of care plan. This process will involve
G&A s&A producing three drams to the County. The first will not involve much revision,but will be
used to seek updated information. The second draft will be a revision that includes that new
and/or updated information. After completing this draft, G&A will attend a community meeting
to obtain feedback on the plan and subsequent to that meeting, make one more revision.
