BATE: May 11, 1999 COUNTY SUBJECT: COUNTY ADMINISTRATIVE BUILDING AT 651 PINE STREET STABILIZATION OF BRIDGES AND REMOVAL OF TUNNEL APPROVAL OF WORK AND COMPLETION OF EMERGENCY(WH197B) SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDAMNO: 1. APPROVE the acceptance of contract work performed by William Dahn Construction for the stabilization of bridges and lobby and the removal of the temporary tunnel at the lobby at the County Administration Building, Martinez, Authorization No 0927-WH197B. 2. AUTHORIZE the Clerk to file with the County Recorder a copy of this Resolution and Notice as a Notice of Completion for said contract. (Resolution No. 99/269) 3. DETERMINE that the emergency action authorized by the Board on January 26, 1999, pursuant to Public Contract Code Sections 20134 and 22050 is complete. FINANCIAL IMPAC'': The financial Impact remains as stated to the Board on January 26, 1999. BACK_GRQLTNDa On January 26, 1999, the Board acknowleded physical Conditions at the 651 Pine Street building which required immediate remedial action to protect the public's health and safety. These remedial actions included the stabilization of bridges connecting the north and south wings of the administration building and the removal of a temporary tunnel in the public lobby. The County of Contra Costa on February 24, 1999, contracted with William Dahn Construction for the support of bridges and lobby at 651 Pune Street, Martinez, Authorization No 0927-WH 197B, with Merchants Bonding Company as surety, for work to be performed at the Contra Costa Administrative Building. The Contra Costa County Building Department performed a final inspection on April 21, 1999 and accepted the installation by Confirming memo dated April 20 1999 (attached). The County Administrator recommends its acceptance as substantially complete as of April 26, 1999. Therefore, regular foot traffic between the two buildings can. resume. As County staff`and the public begin to use the breezeways, they will notice that there are two vertical columns at each end of each bridge. These columns will carry the gravity load should the potential of separation occur between the bridges and the buildings fallowing a large seismic event. This will keep the bridges from collapsing. In addition, the remaining portion of the tunnel at the main entrance is scheduled for removal this weekend. Once this is accomplished the connecting lobby doors will be unlocked. The County would like to take the opportunity to thank O'Brien-Kreitzberg and the General Services Department for their wick response in correcting this seismic hazard in a relatively short time fire. I would like to thank County employees at the 651 Pine Street location for their patience and understanding while the breezeways were being repaired. Therefore, said work is accepted as recommended above, and the Clerk shall file with the County Recorder a copy of this Resolution and Notice as a Notice of Completion for said contract. Non-compensable time extension to the date of acceptance is granted as the work was delayed due to unforeseeable conditions beyond the controls and without the fault or negligence of the Contractor or the County.
