to learn more about what industrial facilities are doing to meet the requirements of the
California Accidental Release Prevention Program/Risk Management.Program. The
Contra Costa County CAER Croup will conduct the meeting.
The enclosed flyer contains details about the meeting. Please feel free to distribute this
flyer or post it in a prominent location to inform individuals or groups that would be
interested in attending the event. The evening will feature presentations and
informational booths from several companies, including Air Products, Chevron,Dow,
General Chemical,Martinez Refining Company,Rhodia and Tosco,as well as
presentations from agency and community representatives.
CAER will sponsor simultaneous meetings in East,West and Central County.
Community members are encouraged to attend the meeting in their local area.
These meetings are an opportunity for Contra Costa County residents and stakeholders
to gain a better understanding of the Risk Management Plans developed by local
facilities,provide feedback to those plans and engage in a constructive dialogue aimed
at promoting safe operations. For more information,contact any of the telephone

Community Meetings
Sponsored by the Contra Costa County CAER Groin
May 12, 1999 * 6:00 p.m. -- 9:00 p.m.
Purpose-
New state and federal regulations require facilities that produce, process, handle or store more than a certain
amount of listed chemicals and flammable gases to develop a program for identifying, assessing and
documenting information about those chemicals and chemical processes at their facilities.
Local facilities will discuss their Risk Management Plans, which are required by the Risk Management and
California Accidental Release Prevention Programs. These plans will address:
• Potential hazards that exist at their facilities.
• Prevention programs aimed at reducing the possibility of a release.
• Emergency response systems designed to prevent and respond to chemical accidents, including what the
public should do in an emergency.
Representatives from Air Products, Chevron Richmond Refinery, tow Chemical, General Chemical,
Martinez Refining, Rhodia, Tosco and other facilities will be present at the meeting in their region.

speeds to define the "near zones".
