Local facilities will discuss their Risk Management Plans, which are required by the Risk Management and California Accidental Release Prevention Programs. These plans will address: • Potential hazards that exist at their facilities. • Prevention programs aimed at reducing the possibility of a release. • Emergency response systems designed to prevent and respond to chemical accidents, including what the public should do in an emergency. Representatives from Air Products, Chevron Richmond Refinery, tow Chemical, General Chemical, Martinez Refining, Rhodia, Tosco and other facilities will be present at the meeting in their region. RECEIVED KEY QUESTIONS FOR CONTRA COSTA REFINERIES AND C s` CAL FACILITIES TO ANSWER RELATED TO RISK MANACEMEN (RMPs) 1. Please indicate Yes or No for any or all of the following, `inherent safety' risk reduction methods which your facility has employed to reduce your worst case accident offsite 'footprint' in the last five years? substitution of safer chemical lowering temperatures and/ or pressures moving risky units farther away from potentially impacted populations discontinuance of a highly hazardous process _ use of smaller storage vessels use of closed-loop processes that eliminated storage of an intermediate chemical (e.g., MIC) _- - others (please specify.) ----------------------------------- 2. Same checklist for methods you plan to employ in next five years? 3. For your calculated toxics worst case scenario releases: Via) Flow far is your calculated downwind distance? miles (b) How far downwind is the 'near zone' around your facility (the distance within which nearby workers and/or residents could neither be effectively evacuated nor sheltered-in place? miles (c). What are your "near zones" around facilities by calculating the cloud speeds from. these accidents. (d). What are your estimations of relevant variables rely to emergency response ("protective actions"): * how long (in minutes) would it take a facility to realize it had a release ? how lung would it take for the facility to decide not to try to handle it on its own. ? how long would it take to notify the fire department ? how long would it take for a fire chief to get to the scene ? hoer.= long wood it tape for the chief (under the Incident Command System, only fire chiefs, not facility managers, are allowed to order an evacuation) to assess the scene and order evacuation or shelter-in-place? * how long would it take for the public to be notified? * how long would it take the public to take appropriate protective actions? These estimations, in minutes, are added together and then used with cloud speeds to define the "near zones". (e). What are gas infiltration rates into typical community buildings for determining how soon unacceptable levels ofgas would enter over specified time periods? (f). Do your have any studies that prove that "shelter-in-place" works? Will you give the public copies? 4. Please indicate Yes or No in the list below for all of the RMP documents (which you have produced as a result of the Clean Air Act law) that you have placed in our public library (similar to what many libraries have as Federal Depository arrangements for federal documents) or some other place with ready public access: process hazards analysis process safety management system standard operating procedures five-year accident history at the facility risk assessment management of change procedures worker training program emergency response program process safety information offsite consequence analyses mechanical integrity program —prestartup safety reviews compliance audits accident investigations 5.
