REPORT ON EAST COUNTY FAMILY TRANSITIONAL CENTER SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATIONS: 1. ACKNOWLEDGE that there is no County-funded transitional facility in East County for families and children who do not have a home. 2. RECOGNIZE that the problem of homelessness, particularly for families and children, is becoming worse and requires immediate attention. 3. ACKNOWLEDGE that the cities of Pittsburg, Antioch and Brentwood have all agreed that there is a need for a regional facility for families without shelter in East County. 4. EXPRESS the Board's appreciation to the Mayor and City Manager of Antioch for their spirit of cooperation and willingness to work with the County on this vital project. 5. NOTE that the Employment and Human Services(formerly the Social Service) Department is planning to construct an additional building adjacent to its Delta Fair building in Antioch on land presently owned by the City of Antioch which may be purchased by the County in the near future. 6. ACKNOWLEDGE that this location may be a suitable one for a Family Transitional Center to meet the needs noted above if a land purchase with the City of Antioch can be made. RECOGNIZE that HomeAid, a non-profit organization established by the National Association of Homebuilders, and operating in alliance with their affiliates, such as the Home Builders Association of Northern California, constructs facilities for families who are temporarily homeless throughout the country, and has agreed in concept to construct one in Contra Costa County. 8. RECOGNIZE further that HomeAid is interested in constructing a Family Transitional Center in Antioch for approximately 20 families and will provide labor, materials and funds to cover approximately 50% of the total cost, now estimated at $2,500,000. 9. ACKNOWLEDGE that Shelter, Inc. has expressed interest in serving as the non-profit operator and has applied to HomeAid in that capacity. 10. AGREE in concept to the construction, under the auspices of HomeAid, of a Family Transitional Center as part of the addition to the Employment and Human Services building in Antioch, which would provide housing for approximately 20 families in the form of fully equipped apartments to reduce staffing and operating costs. 11. SUPPORTthe application of Shelter, Inc.to HomeAid and DIRECTthe Health Services Director to provide necessary assistance to and support for Shelter, Inc. in on-going development of the East County Family Transitional Center. 12. EXPRESS the Board's appreciation to HomeAid for their interest in assisting the County and Shelter, Inc. construct a Family Transitional Center in East County. 13. AUTHORIZE the Supervisor from District V to continue to consult with the City of Antioch about the precise location of the Family Transitional Center and other related details which may be of concern to the City. 14. DIRECT the County Administrator to work with the Health Services Department and the Housing Authority to prepare applications for funding sources available from the U.S. Department of Housing and Urban Development(HUD)to augment the funding already provided for by the Board of Supervisors in the Homeless Trust Fund. 15. ENCOURAGE Board Members and DIRECT the County Administrator, working with the Health Services Department and Housing Authority to challenge private foundations, the cities of Central and East County, private employers and the general public to match $1 for every$2 the County makes available for this project from the Homeless Trust Fund. 15. DIRECT the County Administrator to report to the Board periodically as developments warrant on the status of the East County Family Transitional Center and to recommend actions as appropriate including land acquisition and necessary environmental review of any County project undertaken to facilitate the construction of the Center. -2- BACKGROUND: There are few resources available for the homeless in Bast County- particularly for families with children. We have a unique opportunity to construct a Family Transitional Center in Antioch in cooperation with the Home Builders Association of Northern California, through their non-profit charitable arm, HomeAid. HomeAid, through their donation of time, expertise and materials, will pay half the cost. We believe that additional funding can be obtained from the Federal Government and from voluntary donations. The County Administrator is prepared to identify County funds to assist in covering the balance of the cost of the Family Transitional Center. HomeAid needs to work through a non-profit agency in the community. Shelter, Inc. can be that agency. It would be ideal to locate the Family Transitional Center adjacent to the Employment and Human Services office on Delta Fair Boulevard because of the array of employment, child care and other essential services which are available in the area. I have met with the Mayor of Antioch and with City staff, all of whom recognize that homelessness is a problem in East County and are willing to work closely with the County. SUBJECT: REPORT REGARDING HOMELESS FACILITIES IN WEST COUNTY SPECIFIC REOxUEST(S)OR RECOMMENDATION(S)$BACKGROUND AND JUSTIFICATION RECQMMENDATIONS: 1. AUTHORIZE the County Administrator to initiate the steps that are necessary to utilize the Work Furlough facility as a temporary homeless shelter during the coming winter and report back to the Board on those actions which the Board must take. 2. DIRECT the Health Services Director,working in conjunction with the Dousing Authority and General Services Department to make minimal modifications to the Work Furlough facility so it can be used as a shelter for single individuals during the coming winter between December 1, 1999 and March 31, 2090 for approximately 25 homeless single individuals, thereby augmenting the capacity at the existing Brookside Shelter. 3. DIRECT the Executive Director of the Housing Authority, working in conjunction with the Health Services Department to replace the existing Brookside shelter and provide space for approximately 100 homeless single men and women by a major remodeling of the existing Work Furlough facility and construction of an addition to it. 4. DIRECT the Executive Director of the Housing Authority, working in conjunction with the Health Services [department to demolish the existing Brookside shelter upon completion of the remodelin and new construction at the Work Furlough facility. AUTHORIZE the Supervisor from District I to continue to consult with the City of Richmond regarding CEQA requirements affecting the Work Furlough facility remodeling. 9. AUTHORIZE the Executive Director of the Housing Authority, in consultation with the Community Development Department, to initiate those steps that are necessary to select an architect, award a contract and begin the CEQA and NEPA (rational Environmental Protection Act) review processes for the remodeling of the Work Furlough facility and the construction of the addition to the Mork Furlough facility. 14. REQUEST appropriate representatives from the County Administrator's Office, Housing Authority, Community Development Department and Health Services Department to work with the Task Force on the Homeless in West County initiated by the District I Supervisorwhich has among its goals locating a site for and establishing a Family Transitional Center in West County. BACKGROUND: Brookside Shelter; The existing Brookside Shelter is an old, modular building which needs to be replaced. It has numerous structural problems, including a leaky roof. The Service Integration Team, which is currently housed in the Work Furlough facility, will be leaving to move to the new Center for Health in North Richmond in August. The existing Brookside Shelter cannot meet the existing needs of the homeless in West County and should be expanded. The current site of the Brookside Shelter is unsuitable for families, but is acceptable for single homeless adults. What is necessary is a replacement facility which is of more solid construction and which can provide sleeping facilities for more homeless single individuals, -2- Work Furlough Facility: The Work Furlough facility can be converted for use as a temporary homeless shelter to augment the Brookside Shelter for the winter of 199912000 for a cost estimated by staff at approximately $32,000. This will provide for the following: Installation of smoke detectors in each of what will be sleeping rooms. • Removal of the doors to the sleeping rooms to provide for better observation by staff. • Purchase of 20 beds. • Purchase and installation of flood lights leading up to the Work Furlough facility. Rental of a chain link fence running from the street to the Work Furlough facility. • Installation of a walkway from the street to the Work Furlough facility. In addition, there will be the cost of operating this additional facility for four months, which is estimated by staff at $81,602. This provides two counselors 24 hours a day, meals for the residents, telephone, supplies, utilities, etc., and administrative overhead costs. The plan would be to provide an additional approximately 25 beds for this winter by using the Work Furlough facility. At the same time, work would begin to expand the Werk Furlough facility by constructing an addition to it that would'house 75 single homeless adults. In the spring of 2000, remodeling would take place in the Work Furlough facility to make it usable longterm for a shelter. The downstairs would be used to house approximately 25 adults. The second floor would be used for offices and for programs for the homeless. Once the new construction is completed, the existing Brookside shelter would be demolished. Famii `Iy ransitional Center: In terms of meeting the needs of families in West County, I have convened a Task Force (composed of the County, the City of Richmond, non-profit organizations and the faith community)that is addressing these issues. We would like to work with the cities in West County, non-profit agencies that provide services to the homeless,and County staff. We would like to identify an appropriate site that could be purchased, renovated and made available as a family transitional center for perhaps 20-30 families. The Task Force will ensure that all of the affected agencies and jurisdictions participate in the process. This Task Force will also be working on the problems of funding a Family Transitional Center, both the capital cost and the ongoing operational costs. cc: County Administrator Health Services Director Executive Director, Housing Authority Community Development Director Director of General Services -3- ADDENDUM TO ITEM D.1 A&B May 11, 1999 Agenda On this date, the Board of Supervisors considered two Board Orders, DLA titled, "Report on East County Family Transitional Center", and DLB titled "Report Regarding Homeless Facilities in Nest County" Phil Batchelor, County Administrator,presented Part A of the report. Mr. Batchelor noted that HomeAid and Shelter, Inc. expressed interest in providing assistance in developing and operating the Family Transitional Center. Scott Tandy, Chief Assistant County Administrator, advised the Board that HomeAid's Board of Directors have adopted this project in concept, and what remains is to finalize the details. Supervisor Canciamilla concurred. The Board discussed the item. Brenda Blasingame, Health Services Department,Public Health Division, was also present to answer Supervisors' inquiries. Wendell Brunner,M.D., Director of Public Health commented on funding with regard to Homeless Services. Dr. Brunner noted the establishment of family shelters in the County, and the expansion of homeless shelters particularly in West County,have been of the highest priority for the Continuum of Care Advisory Board and the Interfaith Community for several years. Supervisor Gioia commented on Part B of the report. He noted that the Brookside Shelter was part of a larger West County effort, including establishing the West County Homeless Task Force. Following speakers' comments, the Board continued to discuss the matter. Supervisor Uilkema moved to accept the reports. Supervisor Gioia seconded the motion. Supervisor DeSaulnier requested an amendment to include working with the Continuum of Care Advisory Board in the future, and it was accepted by both Supervisors Uilkema and Gioia. The Board then took the following action: APPROVED report A titled,"Report on East County Family Transitional Center", and report B titled"Report Regarding Homeless Facilities in West County"; and DIRECTED that staff continue to work with the Continuum of Care Advisory Board in the future on homeless issues.
