SPECIFIC REQUEST($)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
Approve and authorize the Health Services Director, or his designee (Milt
Camhi) , to execute on behalf of the County, Contract #29-777 with the
County of Lame, for the period from February 1, =999 through December 31,
2000, for the Contra Costa Health Plan to provide credentialing services
for the County of Lake, Contra Costa County will be paid as follows :
X140 .00 for each provider for whom. Centra CostaCounty provides
credentialing or re-credentialing services .
For providers used by hath Contra Costa County and County of Lame in
their provider networks and for whom Contra Costa' County performs
credentialing or re-credentialing services, Contra Costa County shal
be paid 170 .00 per provider.
FISCAL IMPACT:
For a fee the Contra. Costa Health Plan will provide credentialing service
for the County of make .
BACXGROUNDjREASON(S) FOR RECOMMENDATION(S) :
Under Contract x#29-777, the Contra Costa Health Plan (Health Plan.) will
provide credentialing services, including primary verif®cation, as
requested by County of Lake for prospective County of Lake providers .
Approval of this Contract will allow Contra Costa Health Flan to provide
services to County of Lake through December 31, 2000 .

County of Alameda for the HIV Consortium
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
Approve and authorize the Health Services Director, or his designee
(Wendel Brunner, M.D. ) , to execute on behalf of the County, Agreement
(Amendment) ##28-594-3 with the County of Alameda, effective July 1,
1998, to increase the payment limit by $8, 000, from $128, 329 to a new
total of $136, 329, for the period from Daly 1, 1998 through March 31.,
1999 , for the HIV Consortium.
FISCAL IMPACT:
This agreement will increase the amount of funding by $8, 000 from
$128, 329 to $136, 329, from the County of Alameda, as the Grantee of
federal funds under the Ryan White CARE Act, Title II, through March
31, 1999 No County match is required.
BACKGROUND/REASON(S) OR RECOMMENDATION(S) :
On June 2, 1998 , the Board of Supervisors approved Contract ##28-594-1
(as amended by Agreement #28-594-2) with the County of Alameda, as
fiscal agent for Ryan White CARE Act, Title II funds, for the County' s
local HIV CARE Consortium, to improve the quality, availability and
organization of health care and support services for individuals with
HIV Disease and their families, through March 31, 1999 .
Approval of thiel Agreement (Amendment) will provide additional funding
for these services through March 31, 1999 .
Four certified/sealed copies of this Beard Order should be returned to
the Contracts and Grants Unit for submission to the County of Alameda.

RECOMMENDED ACTION:
1. . Approve and authorize the Health Services Director, or his
designee (Wendel Brunner, M.D. ) , to execute on behalf of the
County, Agreement #28-594-4 with the County of Alameda, for the
period from April 1., 1999 through June 30, 1999, in the amount of
$148, 709; and
2 . Approve and authorize the Health Services Director, or his
designee (Wendel Brunner, M.D. ) to execute on 'behalf of the
County, Agreement #28-594-5 with the County of Alameda, for the
period from July 1, 1999 through March 31, 2000, in the amount of-

FISCAL IMPACT:
Approval of these agreements will result in an allocation from the
County of Alameda, as the Grantee of federal funds under the Ryan White
Comprehensive AIDS Resources Emergency (CARE) Act, Title II, not to
exceed a total of $1.56, 709 . No County match is required.

RECOMMENDED ACTION:
Approve and authorize the Health Service Director, or his designee
(Wendel. Brunner, M.D. ) , to execute on behalf of the County,
Agreements #28-528-15 and #28-528-16 with the County of Alameda, in
the amount of $1, 394 ,445, for the period from March 1, 1999 through
June 30, 1999, and in the amount of $100, 0010 for the period from
July 1, 1999 through February 29, 21000 , respectively, for
cont-inuation of coordination of essential services to Contra Costa
County residents with H'-V Disease and their families .
FINANCIAL IMPACT:
Approval of these agreements will result in a total of $1, 494, 445
from the County of Alameda, as the Grantee of federal funds under
the Ryan White CARR Act, yule I , No County match is required.
REASONS FOR RECOMMENDATIONS IBACKGROUND:
The U. S . Department of Health and Human Services has designated the
County of Alameda as "Grantee" for the purpose of administering the
Ryan White CARE Act, Title I funds to those public health agencies
which have a cumulative total of 2, 000 (or more) 'peolole with HIV
Disease .
On June 2 , 1998, the Board of Supervisors approved Agreement #28-
528-1.3 (as amended by Amendment Agreement #28-528-14) with the
County of Alameda, as the Grantee of federal Ryan White CARE Act,
Title I Formula Grant funds, for the period from July 1, 1998
through February 28 , 1.999, for coordination of services to Contra.
Costa residents with HIV disease and their families .
Approval of these Agreements will provide funding for services
through February 29, 2000 .
Four certified/sealed copies of this Board order should be returned
to the Contracts and Grants Unit for submission to the County of
Alameda..

SUBJECT: Contract with City of Pinole
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
APPROVE and AUTHORIZE the Sheriff-Coroner or designee to execute a contract on behalf of the County with the City
of Pinole to provide the services of one Deputy Sheriff Investigator in Pinole for the period April 15, 1999 through
September 30, 1999.
FISCAL IMPACT:
There Is no fiscal impact on the County. All costs incurred under the terms of this contract will be paid by the City of
Pinole.
BACKGROUND:
The City of Pinole is experiencing a staffing shortage in the Pinole Police Department,Impeding criminal investigation.
The County previously contracted with the City of Pinole to provide an investigator for a three month period. A backlog
of investigative cases continues,and the City of Pinole has requested the investigator provide additional services.
This contract is specifically encouraged by Government Code Sections 55531-55634,the Joint Exercise of Powers Act.
CONSEQUENCES OF NEGATIVE ACTION:
Failure to approve this contract will leave the City of Pinole unable to handle all investigative cases in a timely manner,
hindering the delivery of law enforcement services to the residents of Pinole.
