III. REASONS FOR RECOIV MENDATIONIBACKGROUND.-
tin March 2, 1999, the Board of Supervisors approved plans and specification for this project.
Addendum No. 1 is needed to reflect the change in gond amounts that took effect January 1,
1999. For projects under $5 million, it requires a 100% payment band per state statute (old
requirement was 50% for all projects over$25,000).
IV. Consequences of Negative Action;
If Addendum No. 1 is not approved, our bonding requirements would be in conflict with current
state statutes.

SUBJECT: Ratify previous permission by the Public Works Director to completely close a
portion of Chesley Avenue, for the purpose of Dedication Ceremony for Center for
Health,North Richmond area.
The Public Works Director having reported that prior approval has been granted to Contra
Costa County—Center for Health to completely close Chesley Avenue,except for emergency traffic,
on Saturday, March 27, 1999, from 12:OOPM to 4:OOPM, subject to the following conditions.
1. Traffic will be detoured via neighboring streets.
2. All signing to be in accordance with the State of California Manual of Traffic Controls.
3. Contra Costa County -- Center for Health shall comply with the requirements of the
Ordinance Code of Contra Costa County.
4. Provide the County with a Certificate of Insurance in the amount of$1,000,000.00 for
Comprehensive general Public Liability which names the County as an additional insured
prior to permit issuance.
S. Obtain approval for the closure from the Sheriff's Department,the California Highway Patrol
and the Fire.District.
IT IS BY THE BOARD ORDERED that the action taken by the Public Works Director is
approved.

If. Financiallmpact:
There is no impact to the General Fund.
III. Reasons for Recommendations and Background:
The Board of Supervisors directed the Public Works and Community Development Departments
to develop a Management Program for the Southern Pacific Right of Way from Concord to the
Alameda County line. The Management Program shall include a landscaping component that will
provide criteria for landscaping within the right of way and look at financing mechanisms for
implementation and maintenance of landscaping. An Advisory Committee was formed to work with
the two departments to develop the landscaping component of the Management Program. In April
1988 the Committee and staff selected a consultant, Bluhon Planning Group, to develop the
landscaping component of the program. We have made good progress and the work is nearing
completion. However, it is necessary to extend the consultant's contract to allow time for review
by the cities of Concord, Walnut Creek, Pleasant Hill, Danville and San Ramon, and the public.
IV. Conseguences of Negative Action:
Lack of approval will limit the amount of review by cities along the corridor and by the public.

On the basis of a traffic and engineering survey and recommendations thereon by the
County Public Works Department's Traffic Engineering Division, and pursuant to County
Ordinance Code Sections 46-2.002-46-2.012, the following traffic regulation is established
(and ether action taken as Indicated):
Pursuant to Section 21101(b)of the California Vehicle Code the intersection
of Roundhill Drive (Road No. 4437U) and the access road to Stone Valley
Road (Road No. 4331 A)Alamo, is hereby declared to be a stop intersection
and all vehicles traveling north on the access road, # 4331A, shall stop
before entering said intersection.

declared to be limited to thirty (30) minutes between the hours of 7:00 a.m.
to 5:00 p.m., on the north side of LAS TRAMPAS ROAD (#4334A) Alamo,
beginning at the intersection of Danville Boulevard and extending westerly
a distance of 75 feet.
