I. RECO-NM ENDATION:
Approve the providers (listed on the attachment)recommended by the Contra
Costa Health Plan Quality Council on February 26, 1999.
II. FINANCIAL IMPACT:
None.
III. BACKGROUND:
The National Committee on Quality Assurance(NCAA)has requested evidence
of Board Approval for each Contra Costa Health Plan provider be contained
within,the provider's credential Pile. The recommendations were made by the
Contra Costa Health Plan Credentialing Committee and approved by the Contra
Costa Health Plan Quality Council.

Background:
The expiration of terms for the City# 1 member and alternate seats on the Hazardous Materials
Commission occurred on December 31, 1995. As outlined in the Commission's by-laws, [Article
II Membership A. Two (2) representatives of cities, appointed by the City Selection Committee
pursuant to Article II (§ 50270 et seq.) of Chapter 1, Part 1 of Division I of Title 5 of the
Government Code] recommendation has came forward from the Mayors Conference(see attached
March 5, 1999 letter)for reappointment of Mike Shimansky as member, and appointment of Linda
Lewis as alternate to this seat.

SUBJECT: REFERRAL TO THE INTERNAL OPERATIONS COMMITTEE OF
APPOINTMENTS TO THE PROPOSITION 10 COMMISSION
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
REFER to the Internal Operations Committee the responsibility to interview and
recommend individuals to fill the seats on the Children and Families First
(Proposition 10) Commission, other than the seats reserved for members of the
Board of Supervisors, County Health Officer, Community Services Director and
Social Service Director, and to return their recommendations to the Board of
Supervisors.
BACKGROUND:
On March 10, 1999, the Board of Supervisors determined the composition of the
Children and Families First (Proposition 10) Commission. Four of the seats are
reserved for a member and alternate nominated by the Mental Health Commission,
the Local Child Care and Development Planning Council, the Substance Abuse
Advisory Board and a representative of a Parent Advocacy Group to be nominated
from a list of groups to be determined by the Board.
Our Committee generally has the responsibility to interview and make
recommendations to the Board of Supervisors on appointees to various advisory
bodies. We would like to interview the individuals who are nominated for the four
seats on the Children and Families First (Proposition 10 ) Commission who are not
members of the Board or County Department Heads and are, therefore, requesting
that the Board refer this responsibility to our Committee.

I can't remember a board issue on which I supported the minority , but
the vote for two supervisors and three department heads to serve on the
Prop. 10 commission catapults me into that position. In my opinion,
there is no logical nor reasonable explanation for county politicos
and bureaucrats to possess control of this panel.. This county is
blessed with a plethora of knowledgeable , competent, sound-thinking
and dedicated residents who would be interested in serving on a
panel with a goal of improving the lot of a poorly represented group,
our children.
Very strongly , I recommend that you reconsider the vote. I can justify
two department heads : Social Services and Health with Community
Services as an alternate. Their experience and knowledge of needs
is valuable for designing additional services for this target group.
In no way do I see two members of the board sitting on the commission.
The Proposition is soundly democratic in principle when it envisions
bread community support and suggests that only one supervisor should
be on the decision-making panel.. You, deard Board, should display
trust in our community leaders and you may , at the same time , dispel
some of than cgnicsm abroad about government -- especially its abuse of
power.
Fi.nal.l.y , I am remembering the fiasco we witnessed over the draft
county charter proposal. . I thought then and I still think the
major reason for failure was many terrible choices for membership.
There were too many political types , past and present. And there were
too many other agendas sitting, on a gutless panel.
Let us not make a similar mistake this time. Clive carefully selected
community leaders the ball..
I would love to see the board minority became a majority and consider
my recommendations.

SPECIFIC REOU€ST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1 . ADJUST the term of office of the representative from Diablo Valley College on
the Aviation Advisory Committee to expire March 1, 1999, rather than
March 1, 1998.
2, REAPPOINT Schubert Sarkis to the Aviation Advisory Committee, as the
representative of Diablo Valley College, for a new two-year term ending
March 1, 2001.
BACKGROUND:
According to the Clerk of the Board's records, Mr. Schubert's term on the Aviation
Advisory Committee expired March 1, 1998 and no action had been taken to
reappoint him. The President of Diablo Valley College understood that Mr. Sarkis'
term of office expired March 1999 and has asked that Mr. Sarkis be reappointed to
a new two-year term ending March 1, 2001. In order to resolve this
misunderstanding, it is recommended that the term of office of this seat be adjusted
to expire March 1, 1999 and that Mr. Sarkis then be reappointed to a new term
ending March 1, 2001.
