County )
WHEREAS, The Pony Express would ride through Pacheco 20 times during the 1860-
1861 period, due to the Sacramento River Steamer having already left for San Francisco
by the time the Pony Express mail arrived in Sacramento from the East, and
WHEREAS, Exactly 139 years ago on April 23, 1860 a tittle after 7.4.5 A.M. Thomas
Bedford the first Pony Express rider through this area stopped at this site known as
"Woodford's Hotel;"and
WHEREAS, This was the first overland trip on horseback by the Pony Express between
Sacramento and San Francisco; and
WHEREAS, The Pony Express trait association and Joe Nardone are being recognized
for their efforts and gifts to the County of Contra Costa and the town of Pacheco of this
historically accurate monument,
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors .Declares
April 23, 1999 as PonyFxpress Day in Contra Costa County,
PASSED AND ADOPTED ON April 6, 1999, by a unanimous vote of the Board
members present.

IN SUPPORT OF PRESERVING THE RESOLU 11ON NO. 99/139
PACIFIC REFINING COMPANY WHARF,
WHEREAS, the preservation of the Pacific Refining Company wharf, located off the Rodeo shoreline
on San Pablo Bay, is preferential to its demolition, if issues of transfer of ownership and future use
can be satisfactorily resolved., and
WHEREAS, Senator Barbara Lee introduced a resolution(Senate Resolution No, 19) during the 1997-
98 regular session and adopted on September 8, 1997, establishing a Blue Ribbon Task Force for
Mater Transit (Task Force), and
WHEREAS, the Task Force was created to explore the feasibility of high speed ferry service in the Bay
Area to address the issues of transportation problems and traffic congestion that threaten to
diminish the region's economic vitality and overall quality of life, and
the Task Force has called for public input on its recently completed Vision and
Conceptual Design, Bay Area High-Speed Water Transit System for the 21,1 Century(February 1999),
which it describes as "a bold new vision inviting public discussion and input," and
WHEREAS, the Task Force has scheduled a public hearing to solicit input and comment on the report
for Thursday, April 8, 1999, from 7:00 to 9:00 p.m., at the Metropolitan Transportation Commission
in Oakland, and
WHEREAS, a potential use of the wharf is as a transfer site for water transit, from smaller vessels
serving communities located along San Pablo Bay and up into the Delta to larger, high speed vessels
serving major destinations within the Bay Area.
NOW, THEREFORE, BE IT RESOLVED, that the Contra Costa County Board of Supervisors requests
that the Task Force incorporate in its evaluation of water transit options to serve the residents of
the Bay Area, the feasibility of utilizing the Pacific Refining Company wharf,
PASSED by a unanimous vote of the Board of Supervisors members present this 6th day of April,
1999.

Orinda's youth; and
WHEREAS, LYNN OLSON has been instrumental as an active leader who established the first after school
care program at Sleepy Hollow School; and
WHEREAS, LYNN OLSON has served as a dedicated volunteer who supported and established the Orinda
Tot Lot; and
WHEREAS, LYNN OLSON is a strong supporter of the new Orinda library; and
WHEREAS, LYNN OLSON created the Kindergym concept; and

RECOGNIZING SHIRLEY KALINOWSKI
UPON HER.RETIREMENT FROM CONTRA
COSTA COUNTY SOCIAL SERVICE DEPARTMENT
WHEREAS, Shirley Kalinowski retired at the end of March 1999 after twenty-five years
of service to Contra Costa County as an employee of the Social Service Department; and
WHEREAS,Ms. Kalinowski hewn her career as a Group Counselor and was promoted
to positions as an Eligibility Worker I,Eligibility Worker II,Eligibility Work Specialist, an
Eligibility Work Supervisor I and completed her career as a Division Manager in the
Department; and
WHEREAS, Ms.Kalinowski is recognized by her staff and colleagues as an
inspirational and professional leader for her many contributions in the Social Service field. She
teaches management and supervision classes at Los Medanos College and collaborated with the
administrative staff to develop an on-site Coordinator for the CalWORKS program. She also
developed the Job Retention component of the CalWORKS Service Delivery Flan; and
WHEREAS,Ms. K.alinowski's career exemplifies Contra Costa County's focus on
benefits and services to families in our community. She is well thought of and respected by her
many friends in the Social Service Department for her expertise and ability to foster and nurture
in others the development of creative and innovative ideas in delivering services to clients. She
is a mentor and a friend, and she will be greatly missed.
NOW,THEREFORE, BE IT RESOLVED that the.Board of Supervisors of the County
of Contra Costa, California,does hereby express sincere appreciation and thanks to Shirley
Kalinowski on the occasion of her retirement from Contra Costa County's Social Service
Department in recognition of the loyal and dedicated service which she has contributed for the
past twenty-five years.
PASSED by unanimous vote of the Board Members present on this 6'day of April,
1999.
