II, Financial Impact:
There will be no impact to the County General Fund. The $175,760 increase for this contract
amendment will be funded by the Flood Control Zone 313 (100%).

Ill. Reasons for Recommendations and Background:
The Board of Supervisors on April 14, 1998 authorized the Chief Engineer to execute a Consulting
Services Agreement with Harris and Associates to provide construction support for the San
Ramon Creek Improvement Project. Due to high creek flows caused by El Nino, the project had
to be separated into two phases with construction of the second phase deferred until after April
15, 1999. The first phase of work has been successfully completed and this summer's
construction will complete this project. It is desired to retain the Harris and Associates personnel
who provided the construction management services last year in order to take advantage of the
experiences gained.
IV. Consequences of Negative Action:
If this Resolution is not approved, the construction management will have to be provided by some
other means and the experiences of last year would be lost.

III. REASONS FOR RECOMMENDATION/BACKGROUND:
The project includes excavating approximately 3,000 cubic yards of silt from Wildcat Creek
Channel from Station 60+00 (at Richmond Parkway) to Station 66+00.
The project is needed in order to restore the design flow capacity.
The project has been determined to be in compliance with the General Plan and is exempt
from CEQA because it consists of minor alteration in the condition of land, water and
vegetation which does not involve the removal of mature scenic trees. The proposed project
will not impact endangered species (per coordination with East Bay Regional Parks District
representatives and National Marine Fisheries representatives). 'Best Management Practices
are incorporated into the project to avoid any significant impacts to water quality and biological
resources.
Ind. CONSEQUENCES OF NEGATIVE ACTION;
Delay in approving the project will result in a delay of design and construction, preventing
required maintenance of this facility prior to the rainy season.

on the following: The project consists of desilting within Wildcat Creek in order to increase flow

Consulting Services Agreement between the Blackhawk GRAD and Engeo, Inc. for geological and geotechnical
services for the Blackhawk CHAD.
IT. Financial_Impact:
There will not be any impact on the County General Fund. The Blackhawk GRAD is funded through revenues
generated by County Service Area M-23.The proposed contract amendment is consistent with the adopted FY 98/99-
program budget.
III. Reasons for Recommendations and Baciceround:
The Blackhawk GRAD, located in the Danville area,was formed in 1986. This contract amendment will increase
the payment limit for this contract from $95,000.00 to$135,000.00 and extend the contract dates from December
31, 1998 through June 30, 1999. The cost increase is a result of the significant number of landslides that occurred
in the Blackhawk GRAD this past year.
IV. Consequences of Negative Action:
Without Board approval,reimbursements for costs incurred to coordinate repair of the landslides will not occur. A
negative action will jeopardize the safety of those citizens who residences are in the path of these landslides.

Conditions, in the Consulting Services Agreement between the Blackhawk Geologic

Blackhawk Geological Hazard Abatement District (GHAD)
Scope of Work
Per your request—the following is additional information regarding the proposed amendment to Engeo's
contract. William R. Gray and Company, as General Manager, is proposing a six(6)month extension in
the term of Engeo's contract [to June 30, 1999] as well as an increase the contract payment limit :from.
$90,000 to $135,000. The primary reason is to bring Engeo's contract into alignment with the GHAD's
fiscal year.
Engeo, Inc., San Ramon, California, is the Blackhawk Geological Hazard
Abatement District's (GHAD's) primary geotechnical consultant. Engeo assists
the CHAD with the evaluation of landslides and with the development of
landslide repair strategies. Engeo has also been assisting the District with its
Preventative Maintenance and Operations Program. Engeo's current contract
was effective on April 1, 1998 and expired on December 31, 1998. The initial
contract term of the contract was intended to coincide with the term of the
General Manager's contract. The 1999 annual budget contemplated that
$131,060 would be needed for geotechnical work for Fiscal Year 1998-99.
William R. Gray and Company, as General Manager of the Blackhawk Gl-HAD
is recommending that requesting that the term of Engeo's contract be extended
six (6) months to June 30, 1999 to coincide with the end of the GHAD's fiscal
year. In addition,the General Manager is recommending that Engeo's budget be
increased from. $90,000 to $135,000. Adequate funds are available in the FY
98/99-program budget as approved by the Berard of Directors. This amendment
is consistent with the proposed budget submitted on October 6, 1998.

II Financial impact:
There will not be any impact on the County General.Fund.The Canyon Lakes GHAD is funded through special
assessments on properties within the boundaries of the Canyon Lakes GRAD. The proposed contract is
consistent with the FY 98/99 program budget.
III. Reasons for Recommendation and Background:
The Canyon Lakes GHAD, located in the San Ramon area, was formed in 1985. This contract amendment will
extend the contract dates from December 31, 1998 through June 30, 1999.
IV. Consequences of Negative Action:
Without Board approval,reimbursements for costs incurred to coordinate repair of the landslides will not occur. A
negative action will jeopardize the safety of those citizens whose residences are in the path of these landslides.

AMENDMENT TO CONTRACT
CONSULTING SERVICES AGREEMENT
Eff6ctive October 1, 1998, sub-section (e) Payment Limit(s), Paragraph 1, Special
Conditions, in the Consulting Services Agreement between the Canyon Lakes Geologic
Hazard Abatement District (CHAD), and Engeo, Inc., a California Corporation is hereby
amended to extend the contract completion date from December 31, 1998 to June 30,
1999.
All other terms and terms and conditions in the original contract remain in full
force and effect.
