SUBJECT. CALIFORNIA STATE FAIL EXHIBIT
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
AUTHORIZE the County Administrator or his designee to enter an exhibit in the
1999 California State Fair using County funds, not to exceed $5,000, for design and
construction.
FISCAL IMPACT:
No entry fee is required. Costs associated with the design, construction and
maintenance of the display should not exceed $5,000 and will be provided from the
general fund. In addition, prize money is usually awarded to the exhibit builder and
ranges from $8,000 to $5,000.
BACKGROUND:
Contra Costa County had exhibits in the California State Fair from 1992 through
1994 and from 1998 to 1998 winning bronze, silver and gold awards and a special
award in 1999 ( the John Fremont Award that recognizes counties which best
present their storyline in recognition of the 1998 theme "California's Golden
Discoveries"). In years 1992 through 1994, the Chambers of Commerce in Contra
Costa County provided the funding,some County businesses provided products and
County staff worked with the Chambers and Richard Bay and Associates to design
the exhibit.

In 1995, the Chambers of Commerce were unable to fund the project. Staff
contacted the Contra Costa County Fair Board and the County's Redevelopment
Director to enlist staff and monetary support. There was not enough support offered
to provide for a County exhibit. Therefore, staff informed the Board that there would
not be an exhibit.
A couple of letters were received from citizens who attended the Fair and were
disappointed that Contra Costa County did not have an exhibit. In addition, the
California State Fair County Exhibit Coordinator called and wrote on several
occasions asking us to be involved in 1996.
In 1996, staff unsuccessfully sought funding for this project from Contra Costa
Council. The County spent $2,000 on the 1996 exhibit and won a Silver Award.
Forty-eight of 58 Counties participated.
In 1997, staff worked with Lynn Yaney of the Social Service Department and Margo
Cowan of the Arts and Culture Commission and Richard Bay, Exhibit Builder to plan
the California State Fair's County Exhibit. This exhibit won a Silver award both at
the State Fair and the Los Angeles County Fair,
In 1996, staff worked with the above committee to plan the County's exhibit which
won a gold award and the John Fremont Award. 56 of 58 counties participated.
This year the Counties Exhibit program hopes to attract all 58 counties. The Fairwill
be held from August 20, 1999 through September 6, 1999 and more than 950,000
are expected to attend.
If the Board directs staff to proceed with a County Exhibit, reservations for space are
due April 9, 1999, Builders have been contacted for proposals to design and
construct the exhibit.
