April 6, 1999 COUNTY SUBJECT: COUNTY ADMINISTRATION BUILDING AT 651 PINE STREET- STABILIZATION OF BRIDGES AND REMOVAL OF TEMPORARY BARRICADES (WH197B) SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION(S)L.1 DETERMINE that there is a need to continue with the emergency action taken by the Burd on January 26, 1999 pursuant to Public Contract Code Sections 217134 and 22050. FINANCIAL IMPACT. The financial impact remains as stated to the Board on January 26, 1999. BACKGROUND AND REASON FOR RECOMMENDATION(S) On January 26, 1999, the Board acknowleded physical conditions at the 651 Pine Street building which required immediate remedial action to protect the public's health and 'safety. These remedial actions included the stabilization of bridges connecting the north and south wings of the administration building and the removal of a temporary tunnel in the public lobby. Board policy requires a periodic update on the status of emergency actions. The County Administrator's Office proceeded with this remedial work throughemergency contracting methods authorized by the Board. These methods included bidding by other than full and open competition. This abatement work began the weekend of February 20, 1999 and was complete March 20, 1999. Fabrication and installation of the steel shoring columns represents the second phase. A general contract has been awarded for this work. The contractor obtained his building permit, all materials have been ordered and installation began the evening of March 19, 1999. This construction work should be complete by April 20, 1999. Once installation is complete, the tunnel can be removed and this emergency action will be terminated.
