RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Social Service Director or designee to contract with Ms. Sheena Stevens in
the amount of$46,000 for project management services for the period from April 1, 1999 through March 31,
2000 (Contract number 21-490 ).
FINANCIAL IMPACT:
These are budgeted amounts which are Social Service Department administrative support activities funded
80 % State and Federal, 20% County. Each program that the contractor assists will be charge for services
provided. Where programs managed by Contractor are funded through grants or outside funding, contract
services will be charged 100% to non-county revenue.
BACKGROUND:
The Contractor will monitor and administer contracts and coordinate process in the areas of; Ca1WORKS,
Welfare-to-Work, Child Care, Refugees, and other employment related fields. The expanded extent and
complexity of inter-agency service agreements, contracts, memorandums of understandings, grants and
proposals under new block funding for Social Service Department programs, requires an expanded and more
technically skilled staffing of the administrative unit providing these services.

1. RECOMMENDED ACTION:
AUTHORIZE Director, Office on Aging or his designee to execute the following
five month Contract with Senior Outreach Services funded through Older
Californians' Act Funds as specified below:

II. FINANCIAL IMPACT
The five month Contract specified above is funded through the Older
Californians' Act Funds. No County funds will be required.
Ill. BACKGROUND
Senior Outreach Services (formerly known as Family and Community Services)
has been providing services to the 60+ population in Contra Costa County for
several years. Due to the passage of the 1996 amendments to the Older
Californians' Act, the Office on Aging has administrative responsibilities for
establishment of the Senior Companion Program in Contra Costa County.
The Senior Companion Program is a volunteer peer support program that
provides volunteer opportunities for 60+ individuals who work with seniors and/or
the disabled who are in jeopardy of institutionalization. As the only grantee of the
Corporation for National Service in Contra Costa County, Senior outreach
Services, Inc. has the right of first refusal to become operator of this new
program per guidelines set by the California Department of Aging.

SUBJECT: Service Integration - NREC Project Manager Contract

RECOMMENDATION{S):
APPROVE and AUTHORIZE the County Administrator, or designee, to amend a contract with Annie
King-Meredith to increase the contract payment limit by $6,800 to a new contract payment limit of
$36,930 to cover additional hours and responsibilities and extend the terra as Project Manager for
the North richmond Employment Collaborative through October 31, 1999.
FISCAL IMPACT:
Funding is provided by a grant from the Department of Labor through a subcontract with Rubicon,
Inc (25%) and a grant from the Zellerbach Family Fund (75%).
CHILDREN'S IMPACT STATEMENT:
Services under this contract support Contra Costa County Outcome ##3, "Families that are
Economically Self Sufficient" by providing employment training and opportunities for families in North
Richmond and "Old Town" San Pablo.

BACKGROUND/REASONIS) FOR RECOMMENDATION(SI:
The North Richmond Collaborative (NREC) is the community employment arm of the Service Integration
Program and supports the Service Integration Program's goal of increasing the economic self-sufficiency
of North Richmond and "Old Town" San Pablo families. Ms. King-Meredith is responsible for managing
all aspects of NREC. In addition, she now will be supervising three Peer Support Counselors.

APPROVE the issuance of Change Order No. 2 in the amount of $79,972 to the Contact dated
December 1, 1995 issued to Patrick M. Donaghue General Contractor for the Juvenile Hall
Renovation, Tamalpais Wing at 202 Glacier Drive, Martinez, and AUTHORIZE the County
Administrator or his designee to execute the Change Order.
FWANCI.A,L I MI PACT:
Change Order No. 2 totals $79,972. Funds in the Capital account established for the project are
sufficient to cover the amount encumbered by this change order.
BACKGRRR UNU:
Change Order No, 2 provides for selective demolition, including hazardous material removal, in the
Lion's Gate building located at the above-described construction site. The demolition work is being
contracted by Change order in accordance with section 20142 of the Public Contract Code.
This work is required to prepare the site for the upcoming Chris Adams GirlsCenter project, which is
currently Out to bid. The demolition work will expose the actual location and configuration of existing
building systems; thereby enabling the bidders to incorporate this information in their remodel bids.
The eventual program at the Chris Adams Girls Center depends in large part upon federal funding
that may cease to be available to new programs that begin operation after December 31 , 1999. It is
essential that the demolition work be handled by change order to facilitate the current bid schedule
and to avoid potential loss of federal funding.

Authorize the Community Development Director or his designee to execute a contract
amendment with Geolith, Inc. in the amount of$15,000.00 for continuing geotechnical
review services through 12/31/99. This amendment, effective 7/1/98, increases the
contract amount from $70,700.00 to $85,700.00.
FISCAL IMPACT
None. All casts are covered by applicant administrative fees.

When SUB 7582 (Hillcrest Heights) was approved by the County Planning
Commission, Condition # 21.13. required the developer to pay for the services of a
suitable geologic consultant selected by the County to review and provide independent
geotechnical review of the grading plan for SUIS 7582. The site of the project is a
hillside in the El Sobrante area that has several large slides on the site and it is necessary
to have independent geotechnical review of grading plans and inspection of the site
during grading operations.
Additional peer review has been requested by the contractor which has caused the need
to amend the contract. The required funds are on deposit.
