(1) APPROVE the reallocation of $16,500 in FY 1995/96 Community
Development Black Grant {CDBG} funds from the Concord Transitional
Housing for Battered Women Project to the FY 1.998/99 CDBG Housing
Development Assistance Fund; and (2) APPROVE the allocation of
$6,994 .70 in CDBG Program. Income received during FY 1.998/99 to the FY
1998/99 CDBG/HDAF.
FISCALIMPACT
No General • Fund impact. CDBG funds are provided to the County
annually on a formula allocation basis through the U.S. Department of
Housing and Urban Development (HUD) .

On February 14 , 1995, the Board of Supervisors approved an
allocation of $16,5003 in FY 1995/96 CDBG funds to Battered Women' s
Alternatives (BWA) for the rehabilitation of a 13-unit
transitional housing project for homeless battered women and their
children. BWA subsequently completed this project with other
resources and has informed the County that they wish to return the
allocation of CDBG funds . It is recommended that these funds be
reallocated to the FY 1998/99 CDBG/HDAF for use in funding
affordable housing projects as they develop during the program
year.
Centra. Costa CABG affordable housing funds are typically provided
to projects in the form of a low-interest deferred payment or
residual receipts loan. CDBG program income results when these
loans are repaid to the County. During FY 1998/99, the Pinole
Grave Project repaid the County $6, 994 .703 in CDBG funds from
residual receipts produced by the Pinole Grove Senior Housing
Project. It is recommended that these funds be deposited in the FY
1998/99 CDBG/HDAF for use in funding future affordable housing
projects.
Assuming approval of the proposed allocations, the current balance
of the FY 1998/99 CDBG/HDAF will be $5703,124 .
