SPECIFIC REQUEST(S)OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS (1)APPROVE the allocation of$36,000 in FY 1998/99 HOME Investment Partnership Act (HOME)/ Housing Development Assistance(I-MAF)funds to Mt. Diablo Habitat for Humanity for the Beacon.and West 9th Street Revitalization Project, and (2)AUTHORIZE the Deputy Director, Redevelopment or his designee to enter into the required legal documents for this purpose. FISCAL IWACT No General Fund impact. Funds for this project will come from the FY 1998/99 HOME/HDAF. HOME funds are provided to the County on a formula,allocation basis through the U.S. Department of Housing and Urban Development (HUD). Including prior year carryover and reallocated funds, the current balance of the HOME/HDAF is $1,055,940. On March 25, 1999, the Affordable Housing Finance Committee (AHFC)voted to recommend that the Board of Supervisors approve an allocation of$290,000 in HOTNIE,(HDAF funds to Eden Housing, Inc. for the Maplewood/(golden Glen Affordable Housing project. The AHFC has also recommended that two additional projects be funded from the HOME/HDAF: the Rodeo Senior Housing project recommended for $700,000, and this Habitat first-time homebuyer project in Pittsburg for$36,000. The Maplewood/Golden Glen and the Rodeo Senior Housing projects are under consideration by the Board as separate items on the April 27, 1999 consent calendar. Assuming approval of all three of these projects, the FY 1995/99 HOME/HDAF will have a remaining balance of$29,940. On October 8, 1998, the Affordable Housing Finance Committee (AHFC)voted unanimously to recommend that the Board of Supervisors approve an allocation of$36,000 in HOME/HDAF funds to Mt. Diablo Habitat for Humanity(Habitat) for the Beacon and West 9th Street Revitalization Project in Pittsburg. Funds were recommended contingent on the following: negotiation of loan terms consistent with HOME Program requirements and satisfactory to the County, the sales price of the units to be at or below the appraised value, and resolution of outstanding issues on Habitat's Ellis Street Townhouse project in Concord. If this allocation is approved by the Board, the FY 19911/99 HOMEtHDAF will have a remaining balance of $1,019,940. The purpose of the Beacon and West 9th Street Revitalization Project is to provide affordable homeownership opportunities for low and very-low income households through the acquisition and rehabilitation of two properties, 476 West 9th Street and 1020 Beacon Street, in the City of Pittsburg. Habitat will use the HOME funds for acquisition, and permits and fees. The City of Pittsburg Redevelopment Agency(RDA) acquired the two properties for the amount of outstanding tax liens on the properties and will transfer these properties to Habitat for $31,500. The RDA is also providing fee waivers and relocation costs to the project. The homeowner's `dsweat equity," volunteer labor, and donations of building materials will provide most of the project budget. Upon completion of each home, the HOME loan will roll over as a deferred equity share loan to the homebuyer which will be due on sale or transfer of the property. The total cost of this project is $150,877.
