SPECIFIC REQUESTS OR RECOMI7ENDAT;ON(S)&BACKGROUND AND JUSTIFICATION

A. FIND, based on the evidence set forth below and as contained in the minutes of the Board
meeting, pursuant to Public Contract Code Sections 20134 and 22050, that an emergency exists,
that the emergency will not permit a delay resulting from a competitive solicitation for bids, and
that the action described in this order is necessary to respond to the emergency.
B. DELEGATE to the General Services Director the authority to proceed in the most expeditious
manner with the Computer Room Expansion, 595 Center Avenue, Suite 210, Martinez for Health
Services.
C, DIRECT the Director of General Services to make reports to the Board of Supervisors, as
required by Public Contract Code Section 22050, stating the reasons justifying why the emergency
will not permit a delay resulting from a competitive solicitation for bids and why the action is
necessary to respond to the emergency, to enable the Board of Supervisors to review the
emergency action and to determine that there is a need to continue the action.
D. DECLARE that the project, as an emergency, is exempt from the provisions of the California
Environmental Quality Act under Public Resources Code Section 21080(10(2) and (4) and Section
(b) and(c) of the State CEQA Guidelines.

A. On March 16, 1999 the Board approved a consulting services agreement with Marci Li Wong
Architect for architectural and engineering services for Computer Room Expansion at 595 Center
Avenue, Suite 210,Martinez, for Health Services.
B The computer room expansion involves remodeling a portion of an existing building for Health
Service's two primary patient health care computer systems: the Contra Costa Health Plan
Management Information System ("CCHP MIS"), and the Primary Patient Care Delivery and
Billing System. After remodeling is complete, Health Services will install, test, and make
operational these two computer systems.
C. The Health Services Department has determined that the current estimated remodeling completion
date of October 1999 will not leave adequate time for the subsequent installation and Year 2000
("Y2K!') compliance testing of the two computer systems before the Year 2000 arrives.
D. In addition, an October 1999 remodeling completion date will not meet the September 1999
deadline established by the State Department of Health Services (DHS) for a Y2K compliant
CCHP MIS system.
E. The continuous operation of these two systems is vital to Health Services' ability to deliver health
care and treatment services to their patients, and is therefore necessary for the life, health, welfare,
and safety of the citizens who rely on Health Services for critical health care services, medical
treatment, and emergency medical services.
F. To reduce the remodeling construction schedule and to thereby give Health Services adequate time
to fully test these Y2K compliant computer systems, thus meeting the DHS deadline and reducing
public risk by ensuring continuous operation as we enter the year 2000, the County Administrator
and Health Services recommend a finding that an emergency exists that will not permit the delay
resulting from a competitive solicitation for bids, and that Board action is necessary to respond to
the emergency.
