(Frank Ruglisi, Jr. } , to execute on behalf of the County, Contract
#26-365 with Health Management Solutions, Inc. , 1n the amount of
$SO, 000, for the period .from April 1, 1999 through Larch 31, 2000, to
provide respiratory therapist registry services at Contra Costa
Regional Medical Center and Contra. Costa Health Centers .
FINANCIAL IMPACT:
This contract is included in the Health Services Department Enterprise
I budget . Source of funds includes third--party revenues a

REASONS FOR RECOMMENDATIONSIBACKGROUND
For several years the County has contracted with registries to provide
temporary medical professionals to assist Contra Costa Regional
Medical Center and Contra Costa Health Centers during peak loads,
temporary absences, and emergency situations .
Under Contract 26--365, Contractor will provide temporary respiratory
therapist, as required by the Department, through March 31, 2000 .

Authorize the Director, Office on Aging, or his designee,to sign certain rental
space agreements with the thirty-eight(38)agencies specified in the attached
"Rental Space Providers" list as may be needed for meetings and activities of
the County's Office on Aging and Advisory Council on Aging subject to the
approval of the Contracts Administrator, or County Counsel.

Sufficient finds have been budgeted in Department's existing cost center 5010.
III. R E5 1'S FCR MATTQNSJBAC G2CJ_UND:
The County's Office on Aging is obligated to plan and hold certain public
meetings and hearings. In addition, its Advisory Council sponsors public
meetings and training sessions to educate the elderly and the County's service
providers.
The location of the facilities to be used for these meetings is crucial for easy
access by both the elderly and service providers. The potential facilities listed
herein are located county-wide.

1. RECOMMENDED ACTION:
Authorize the Executive Director, Contra Costa County Private Industry Council, or his
designee to:
(1) Execute on behalf of the County a standard form Vocational Training Agreement
(#2013) with Center For Employment Training, 757 E. 11th Street, Tracy, CA 945375
for the term beginning April 15, 1999 and ending June 30, 1999 to provide vocational
training to individually referred Job Training Partnership Act (DTPA) participants for fees
as specified in said agreement; and,
(2) Execute additional standard form Amendment Agreements with the above referenced
institution as may be need for periodic revisions such as adding or deleting a training
course, changing the tuition fees or to comply with changes in State or Federal
regulations.
II. FINANCIAL IMPACT:
Bone, one hundred percent federal funded.
Ill. CHILDREN IMPACT STATEMENT:
This contract is to provide vocational training to appropriate JTPA eligible participants. This
will support the third outcome -- Families that are economically self-sufficient.
IV. REASONS FOR RECOMMENDATION:
Allocation of Job Training Partnership Act (DTPA) funds for County's overall DTPA Vocational
Training Programs for 1995899 was approved by the Board on April 23, 1�93e

RECOMMENDED ACTION:
Approve and authorize the Chair of the Board of Supervisors to execute an
agreement amendment with RYNO Technology, Inc. formerly Ryno Imaging Systems,
Inc. to increase the payment limit from $770,000 to $1,145,000 (increase of$375,000)
and extend the expiration date from June 30, 1999 to September 30, 1999.
II, FINANCIAL IMPACT:
This action if approved will not result in any increased cost to Department of
Information Technology.
Iiia REASON FOR RECOMMENDATION AND BACKGROUND:
Many county departments are using Local Area Networks(LAN) and Wide Area
Networks(WANs)as a way for their staffs to access more and better automated data.
This is relatively new technology and like many organizations we do not have fully
trained staff to service all the customer's demands. We initiated this contract with Ryno
so their LANIWAi`T technical staff can assist county staff. This extension will allow the
County to send out a Countywide Request for Proposal (RFP) for these services.
IVa CONSEQUENCES OF NEGATIVE ACTION:
If this request is not approved, Department of Information Technology will not be able to
provide timely technical support to our customers.

(hardware and software) and provide support services as needed.

Installation of a thin client system will enable both the wilding Inspection Department and the
Community Development Department to experience cost savings. These savings could be a result
of a reduction in the need for technical support as well as other time savings experienced by users.
Since the system is operated and managed centrally,it will reduce the necessity to continually upgrade
personal computers. The system also males it possible for County employees to access data and
work-files remotely thereby helping improve productivity. This feature can be very useful in disaster
recovery and other instances when access to data and computer files from the usual terminal is
restricted. R ?\ID Technology, :Inc. a firm that has already assisted other County Departments
implement similar technology successfully won the bid to serve our needs.
One of the requirements of this award is that the technology be compatible with all existing software
and hardware including the planned installation of Sierra Systems Permits Plus. Sierra. System.Inc.
is the vendor selected to provide permit tracking ability for the various land development departments
in the County.

RECOMMENQATION:
APPROVE and AUTHORIZE the County Administrator or designee to
execute a contract amendment with Bruce Stamm to increase the payment
limit from $24,000 to $30,000 to continue to provide technical and production
assistance at CCTV.
FINANCIAL IMPACT:
Monies for contractors come from the Community Access Trust Fund.
BACKGROUND:
Bruce Stamm has been with CCTV as a part time contractor,for over one
year. He has assisted with set creation and technical work in the facility.
Recently he has started doing more production work and has increased his
hours due to the amount of studio and production work available.
His contract had been amended to $24,000. But, because of the need for him
to put in more hours, he will exceed this amount by the end of April. Since
increasing the contract to$30,000 requires Board approval,staff requests that
this amendment be approved.

amendment with Clay West to increase the payment limit to $35,000 effective May 1, 1999.
FISCAL IMPACT:
There is no fiscal impact on the County. Funds are available in the Sheriffs Office budget for
this increase.
BACKGROUND:
The County has contracted with Clay West for several years to conduct background
investigations on applicants for safety positions within the Sheriffs Office. Recruitment efforts
have increased, necessitating additional investigation; concurrently, another investigator is
unable to continue performing investigations. The Contractor is willing and able to increase his
workload.
