FISCAL MAC 4. This Contract is fended by a grant from the California office of Traffic Safety. No County funds are required. BACKGROUND REASOLti k FOR RECIOMMENDATIdN 8 The National Highway 'Traffic Safety Administration states that safety ]belts and child safety seats are designed to sustain the impact of one motor vehicle crash only. Because personal restraints are often compromised in their integrity in a crash, their ability to protect individuals after that is severely limited. Under Contract #22--720, the California Emergency Nurses Association will develop and implement a training program for the "Operation Replace Me" Project, including, but not limited to, , education to law enforcement agencies, other motor vehicle crash first-responders, and the general public, through September 30, 2000. Approval of Standard Contract #23-257 with Cercus 'Corporation SPECIFIC RI QUESTS)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RFCQM'MENDED ACTION: Approve and authorize the Health Services Director to execute, on behalf of the County, Contract #23-257 with Certus Corporation, in the amount of $70, 000, for the period from April 1, 1.999 through March 31, 2000, for consultation and technical assistance with regard to a laboratory compliance program, and other compliance issues. F11CANCIAL IMPACT Funding for this Contract is included in the Department ' s Enterprise 1 budget . REAS N{�} S FOR RECgXMEND T1OXS RACK{ROUbM Over the past two years, the Health Care Financing' Administration (HCFA) has increased. its enforcement activities related to billing for patient care services provided to Medicare beneficiaries. California and four other states have been, specifically targeted for a focused review. A number of Fraud Alerts, issued by HCFA and high profile cases prosecuted under the False Claims Act has significantly increased the awareness and risks for providers billing the Medicare Program. Further, the Office of Inspector General (4IG) of the Department of Health and Human. Services and other Federal agencies, emphasize the importance of voluntarily developed and implemented clinical laboratory compliance plans. The (JIG recently released guidelines for a model laboratory compliance program to assist providers in the development and implementation of a program to ensure billing integrity. Approval of Contract #23-257 will allow the Certus Corporation to provide technical assistance to the Department to 'assess current clinical laboratory practices and, to implement a laboratory compliance program which meets the guidelines set. forth by the CIG.
