IL FINANCIAL IMPACT:
The estimated contract cost of the project is $700,000, funded by Measure C Funds (96.8%) and
SB-300 Funds (3.2%).
Ill, REASONS FOR RECON MENDATIONIBACKGROUND:
The project is needed to improve poor road pavement conditions on 21 Avenue, 51 Avenue,
Ceres Street and Pomona Street, in the Crockett area.
The project hes been determined to be in compliance with the General Plan and is exempt from
CEOA because the proposed project consists of reconstructing and overlaying existing facilities
where the new structure will be located on the same site as the structure replaced and will have
the same purpose and capacity as the structure replaced.
The Public Works Director hes filed with the Board of Supervisors the Plans and Specifications
for the project.
IV. CONSEQUENCES OF NEGATIVE ACTION;
Delay in approving the project will result in a delay of construction and may jeopardize SB-300
Funds.

GENERAL CONSIDERATIONS:
1. Location: 2`d Avenue, 51"Avenue, Pomona Street and Ceres Street are located in the
Town of Crockett in the west county area (Figure 1).
2. Project Description: The proposed project consists of reconstruction of 2"° Avenue, 5"
Avenue, Pomona Street and Ceres Street along some portion of their length(Figure 2). Some
of the curb ramps along these streets that do not comply with Americans with Disabilities Act
(ADA)requirements will be reconstructed. At some of the comers where curb ramps are needed,
there are existing mailboxes,utility poles and/or traffic signs that will be relocated. Utility covers
along the roadways will be adjusted to grade and existing pavement markings and traffic striping
will be replaced. A construction Traffic Control System will consist of several traffic signs
including a Measure C funding sign. The traffic signal at thercorner of Pomona St.and 2t°Ave.
will be reconstructed. The 2"Avenue reconstruction will be 1,020 feet from Pomona Street to
Rose Street. Three structural sections are being considered to replace the existing structural
section:a full depth asphalt concrete(AC)section,a standard structural section,and a Portland
cement concrete(PCC)pavement section. Either a retaining wall will be installed or the street
will be lowered to meet the edge of the sidewalk in some areas and driveway conforms will be
provided, 108 feet of the street will be widened from 25 feet to 32 feet. The widening will occur
within the County's right-of-way. At least one utility pole will require relocation. if the street grade
seeds to be changed,utilities may require relocation. The reconstruction of Pomona Street will
extend 321 feet from Crockett Blvd.to Dolph Park Drive. Sections of existing curb,gutter and
sidewalk will be replaced. The replacement road structure will be deeper than the existing one;
possibly causing problems with utilities. Due to nearby schools, special precautions will be
undertaken to ensure safe conditions for school children. The reconstruction of 5`"Avenue will
extend from Rose Street to Flora Street. One street tree along 5h Avenue may require removal
in order to upgrade a curb ramp to ADA requirements. The tree will be avoided if passible. The
reconstruction of Ceres Street will extend from Port Street to V Avenue. One street tree along
Ceres Street may require removal for curb upgrades;the tree will be avoided if possible.

St., Ceres at.), County File ##CP 98- Project Description:The proposed project consists of reconstruction of 214 Avenue, 5,
Avenue,Pomona Street and Ceres Street along some portion of their length. Some of the curb ramps along these streets that do not

NOTICE TO CONTRACTORS
The Public Works Director will receive sealed bids at the Public Works Department, C.C. Rich
Building, 255 Glacier Drive, Martinez, California 94553-4897, until 2 o'clock p.m., on June 1,
1999, at which time they will be publicly opened and read, for: CROCKETT AREA ROAD
RECONSTRUCTION AND OVERLAY.
General work description: Reconstruct roadway on portions of 2"d Avenue, 5�'Avenue,Ceres
Street and Pomona Street. Overlay portions of 2"d Avenue and 5�h Avenue. Install curb ramps and
driveway conforms. Construct a retaining wall and stairway along 2"d Avenue near Flora Street.
Reconstruct traffic signal at intersection of Pomona Street and 2"d Avenue.
Engineer's cost estimate: $447,000
A pre-bid meeting will be held on Monday, May 17, 1999 at 10:00 a.m. at the Public Works
Department to cover the County's Bidder Outreach Program. Prospective bidders attendance is
recommended but not mandatory.
Contract Documents, including plans and specifications, may be viewed and/or obtained at the
Public Works Department, C.C. Rich Building, 255 Glacier Drive, Martinez, California 94553-
4897, :Monday - Thursday (7:00 a.m. - 12 Noon and 1:00 p.m. - 5:00 p.m.) (closed Fridays). To
obtain plans and specifications a service charge is required in the amount of $36.81 (sales tax
included). Plans and Mecifications may be ordered by mail for an additional shipping and
handling fee of $5.00. Checks shall be made payable to 'The County of Contra Costa' and be
mailed to the above address. The Public Works Department does not guarantee the arrival of the
plans and specifications in time for bidding. Plans and specifications will not be sent overnight
mail.
This contract is subject to state contract nondiscrimination and compliance requirements
pursuant to Government Code, Section 12290.
The Contractor shall possess a Class A or Class C-12 License at the time the Contract is
awarded.
Bids must cover the entire project,and neither partial nor contingent bids will be considered.
The successful bidder shall furnish a payment bond and a performance bond.
The Board has ascertained the general prevailing rate of wages applicable to this work. The
prevailing rate of per diem wages is on file with the Clerk of the Board of Supervisors, and is
incorporated herein by reference thereto, the same as if set forth in full herein. For any
classification not included in the list, the minimum wage shall be the general prevailing rate for
Contra Costa County.
The bid opening date may be extended by addendum issued by the Public Works Department no
later than May 28, 1999, in which case any bids submitted for the original bid opening will be
returned unopened and sealed bid proposals for the extended bid opening shall be submitted on or
before June 15, 1999, at 2:00 p.m., and will be opened, read and recorded at the same place
specified above. All proposals received late will be returned unopened.
The said Board reserves the right to reject any and all bids or any portion of any bid and/or
waive any irregularity in any bid received.
