May 1, 1999 as Law Day RESOLUTION NO. 991196
In Contra Costa County
WHEREAS, May 1'I is Law Day U.S.A. in the United States of America, and
WHEREAS, The United States of America has been the citadel of individual liberty and a
beacon of hope and opportunity for more than 200 years to millions who have sought our
shores, and
WHEREAS, The foundation of individual freedom and liberty is the body of the law that
governs us, and
WHEREAS, The constitution of the United States of America and the Bill of Rights are
heart of that body of law which guarantees to us many freedoms-including freedom of
religious assembly,freedom of speech,freedom of press,freedom of petition,due process
of the law and trial by jury, among others, and
WHEREAS, The United Nations declared in 1948 that certain rights are inherent in all
human beings, that among the thirty articles set forth in the Universal Declaration of
Human Rights are those of the Bill of Rights set forth in the United States Constitution, and
WHEREAS,This year marks the 42nd annual nationwide observance of Law Day, and the
Congress of the United States and the President by official proclamation have set aside
May 11 as a special day for recognition of the role of law in American life, and
WHEREAS, Law holds an essential place in American life, personal and business ethics
are also essential rules of conduct that guarantee the freedoms of not only American
citizens, but citizens throughout the world, and
WHEREAS, Diablo Valley College faculty and students, in cooperation with Contra Costa
community organizations, presenting a Law Day U.S.A. program on Thursdm Al2ril 29,
1999, from 7:00 - 10:00 .m. in the Performing ArtBuilding and all members of the
community are welcome to attend with no admission charges, and
WHEREAS,Title of the program is ETHICS AND THE LAW IN HUMAN RIGHTS, and will
encourage rational dialogue with a panel of experts and human rights activists so as to
become better informed of violations and improvements in Human Rights in a growing
global interdependence of nations and people.
NOW, THEREFORE, be it by the Board of Supervisors of the County of Contra Costa
resolved that May 1, 1999 is hereby proclaimed as Law Day U.S.A.in Contra Costa County
and all citizens, schools, businesses, clubs, and news media are called upon to
commemorate the role of ethics and law in our lives.

Dear Board of Supervisors Contra Costa County:
Enclosed is a draft copy of a PROCLAMATION i RESOLUTION proclaiming May first as
Law Day in your city or a resolution by your legislative body.
Law Day U.S.A. is a project of the American Bar Association, initiated in 1957, and
subsequently proclaimed by President Eisenhower and a joint resolution by the U.S.
Congress as a day for all Americans to pause and reflect upon the law as the foundation of
freedom. The declaration schools, colleges, chambers of commerce, business and
community organizations to observe the day each year with appropriate activities.
Each year the ABA designates the general theme for celebration. This year the theme is
'CELEBRATE YOUR FREEDOM "
Since 1972, Diablo Valley College has celebrated Law Day U.S.A. with a program on
campus for students, faculty, and members of the church, businesses and general
communities. This year, the program will be held in the Performing Arts building on
April 29. 1999 from 7:00 to 9:00 p.m. The public is welcome and there will be no
admission charge. Ample parking is available.
The focus of the program will examine the role of both ethics and law as essential
elements in the promotion of human rights throughout the world, as set forth in the Bill of
Rights and the UN Universal Declaration of Human Rights.
The format of the program will feature a main speaker and a panel of four consisting of
representatives form Amnesty International, a representative from a church sponsored
human rights organization, business organizations engaged in international trade, and a
representative from either the U.S. Department of State or Commerce. Our purpose is to
underscore the role of law and ethics in fostering respect for the rights of others and the
foundation of freedom.

An extended period will be devoted to an organized question and answer period relating to
the Model Business Code, a voluntary effort of business and government to uphold and
promote human rights in a rapidly growing global economy.
We will also discuss the recent Amnesty International report of violations of human rights,
including the United States, and progress being made to improve governments' respect
and enforcement of human rights.
We are requesting that this body, by proclamation or resolution, designate May 1"t, 1999,
as Law Day U.S.A. in your city, county, etc. Your proclamationfresolution will be used to
assist in promoting attendance at the DVC program. The proclamation/resolution will be
acknowledged in the program.
