HomeMy WebLinkAboutMINUTES - 04201999 - P4 THE BOARD OF SUPERVISORS � OF CONTRA '�° CONTRA COSTA A OL.`NTY, STATE OF CALIFORNIA In the Matter of Acknowledging the Efforts of) the Substance Abuse Advisory Board and } Declaring April Alcohol Awareness Month RESOLUTI0N NO. 99/166 WHEREAS, alcohol is the third leading cause of preventable oath, killing nearly 100,000 Americans every year, and WHEREAS, 13.8 million Americans suffer from alcohol related problems, including 8.1 million alcoholics; and WHEREAS, 43%of Americans have been exposed to alcoholism in their families;and WHEREAS, 13 million Americans drink heavily,which means they consume five or mare drinks at a time on five or more clays a month;and WHEREAS, heavy drinkers are five times more likely to use illicit drugs as Americans who do not drink heavily;and WHEREAS, nearly one forth of all Americans admitted to general hospitals have alcohol problems or are undiagnosed alcoholics who are being treated for the consequences of their drinking;and WHEREAS, alcoholism and alcohol4elated problems cost the American economy at least $100 million in health care and lost productivity every year;and WHEREAS, alcoholism and alcohoLrelated problems can be prevented and treated; and WHEREAS, the Substance Abuse Advisory Board coordinates Contra Costa County Alcohol Awareness Month in ., cooperation with communities to offer our citizens the opportunity to demonstrate its commitment to health, and alcoholofree lifestyles; and t WHEREAS, as members of the Contra. Costa County Board of Supervisors, we call upon all citizens, parents, governmental agencies, public and private institutions, businesses, hospitals and schools in Contra Costa County to join us in fighting America's numberone drug problem by pledging to support research, education, intervention and treatrnent for alcoholism and alcoholrelated problems; NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors does hereby proclaim that April 1999 is Alcohol Awareness Month in Contra Costa County PASSED AND ADOPTED ON April 20, 1999, by a unanimous vote of the Board members present. Mr.and Mrs. Cruger=Hansen work together and,.besides delivering the Youth Educator'curriculum,they have sued as an Inspiration and ride models for the youth they reach. While they each bring their unique strengths to their substance abuse prevention work with young people,<working as a couple gives a ppwerfut message of hope and teamwork. Group Volunteer Award Parents,school personnel, students and community leaders who have organized to reduce the risks of high;school;and middle school students from alcohol and drug use. They presented the report of parent recommendations in 1998.The outcome of the recommendations was the administration of the Student Survey in Spring 1998 which has served as a vehicle for the community to bring substance abuse to the forefront of the community and prompting decision makers to tale action. Individual Non-Volunteer Award ' Jonah l_. �r.,gll-Director of the Oza am Center,a Residential'Substance Abuse Treatment Center for women, has made a difference in the lives of the>women who have gone through the center.Jonah,who has been called the "Cheerleader of Change,"has been an example to women in the early stages of recovery and to the alumni. For over 15 years she has provided women with the self confidence they need to become productive in their communities. ifs. Powell has also served on various boards and oomrrfdtees to advocate for the creeds of substance abuse treatment and prevention services. n with a track record of nearly 25 years as a Substance Abase Counselor, provides continuos leadership to a very active alumni club for the Bay Area Services Network Program{BAN}, He serves as a example and provides counseling to BAIT clients above and beyond time dill of duty by organizing weekend`,picnics, retreats.,lob fairs and ski trips as an effort to help`newly;recovering addict felons to re-enter society successfully. Mr. Venegas has an exemplary dedication and commitment to the'BASN clients. Group Non Volunteer Award READH Prof ct'has over 25 gears tradition of offering substance abuse treatment services for youth in the East County community.ity. REACH'S"Unking Model"youth intervention program brings law enforcement, schools and community together in a collaborative effort.This partnership works as a team that centers its effort to find solutions to drug and alcohol abuse and juvenile crime in the schools and community. Special Recognition for Unheard Volunteer Heroes Richard Pour o started and leads the"blew Wine Ministry,"a 12 Step-based group for people in recovery from substance abuse, in the community of Pacheco. lir.Peterson is recognized for always being available to those in need and providing hope and compassion to those who have been impacted by substance abuse. For the past two years Mr. Peterson has extended his"Now Mine Ministry"to the CCC Juvenile Hall every month where he has touched many young lures in recovery. AQhn-Haller volunteered his time and expertise toward developing and analyzing a drug surveyjadministered in five central county school districts. Members of the Acalanes Attendance Area/Drug and Alcohol Coalition consider John's efforts one of its highest achievements since the survey has raised awareness and resulted in action taken by the community.The survey that John developed has helped to assess and identify the substance abuse problems faced by the,youth in the community. People who Make a Difference Award Posthumous Recognition to fWr r U1j who shied suddenly on Wednesday,March 24, 1!R99. Ivy dedicated 22 Years of her life to serve as the Director of Diablo Valley;Ranch, a Substance Abuse Residential Program for Men in Clayton. In her capacity as Director, Ivy was an inspiration to many of the clients who went through IVR.
