HomeMy WebLinkAboutMINUTES - 04201999 - D4 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on April 20, 1999, by the following vote: AYES: Supervisors Gioia, Gerber, DeSaulnier and Canciamilla NOES: None ABSENT: None ABSTAIN: Supervisor Uilkema SUBJECT: in-Home Supportive Services (IHSS) Public Authority Implementation Team Report and Director Employment and Human Services Report . On this date, the Board of Supervisors considered a report and recommendations submitted by the in-Home Supportive Services (IHSS) Public Authority Implementations Team and the Director, Employment and Human Services Department (formerly social. Service Department) and autho-rizina the County Administrator and that Department to begin recruitment, hiring and location processes for the Public Authority staff . john Cullen, Director, Empioyment and Human Services Department, presented the report and recommendations to the Board requesting approval of the 48 listed recommendations and corLment-ing on four additions on items including the reporting structure. Eldon Luce, 198 Beach Park Boulevard, Foster City, consultant on the project, commended the County for setting up the Public Authority and spoke to the process and the individual-Is on the implementation team; Dana Simon, 560 --20th Street, Oakland, SEIU Local 250, spoke in support of the process; Paul. DeMange, 3200 Clayton Road, Concord, Independent Living Resource and !HSS Task Force, presented clarification on points and a need for mechanisms; Roger Acuna, California Foundation of Independent Living Centers, expressed a concern relative to younger and senior renresentat-ion in an advisory capacity; Douglas Dilding, 3560 Wren Avenue, Concord, Independent Living Resource, spoke on Public Authority staff; Gordon Shasky, 1.02 ChIlDancingo Parkway, Pleasant Hill, spoke in support of the Public Authority; Maggie Dowling, Pittsburg, presented written material outling her -response to the Public Authority as a consumer opinion.
