RECOMMENDATION:
APPROVE and AUTHORIZE the Sheriff-Coroner or designee to sign contracts totaling$33,516.00 on behalf of the County
with the Cities of EI Cerrito, Pinole, Brentwood, Lafayette and West Contra Costa Unified School District to enable the
County to provide disaster preparedness consultant services during the period October 1, 1958 and June 30,1999.
FISCAL IMPACT:
This would be additional revenue to the County and would reimburse the cost of employees providing consultation to
the cities and district.
BACKGROUND:
The Sheriff's Office of Emergency Services works with county departments, districts, public agencies and non-profit
groups to develop, update and exercise an emergency plan in the unincorporated areas of the county. These services
are made available on a contractual basis to cities and organizations within the Incorporated areas. In fiscal year 1958-99
five such contracts have been requested.
CONSEQUENCES OF NEGATIVE ACTION:
Failure to provide these services under contract would leave the cities and district at greater risk in the event of an
emergency.

SUBJECT: Marine Patrol Grant
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
APPROVE and AUTHORIZE the Sheriff-Coroner or designee to apply to the state Department of Boating and Waterways
for a grant on behalf of the County and AUTHORIZE the Sheriff-Coroner or his designee to sign the Contract and
Agreements on behalf of the County to accept this funding in the amount of$785,574.00 for the period July 1, 2000
through June 30, 2001.
FISCAL IMPACT:
This grant would result in additional revenue to the County. The State has provided this level of funding for the past
four years. Continued funding will permit the existing level of Marine Patrol Services to continue at no increased cost
to the County.
BACKGROUND:
For the past several years the Department of Boating and Waterways has provided funding to Increase the level of
Marine Patrol Services on the Delta beyond that which can be funded with Boat Tax Revenues. This increased level of
service has provided more vigilant enforcement of boating regulations and identification of derelict boats for removal
from the Delta.
CONSEQUENCES OF NEGATIVE ACTION:
Failure to secure this state funding will result in either a reduction in Marine Patrol Services or an increase In County
cost to maintain service levels.

RECOMMENDATIOI�S:
AUTHORIZE the Community Development Director to execute a contract
amendment with Towill, Inc., to increase the payment limit by $20,000 to a new
payment limit of up to $30,000 to allow additional work on updating and digitizing
parcel information and the generation of parcel maps for use in preparation of a
proposed Assessment District to cover maintenance dredging costs for the Suisun
and New York Slough Ship Channel sections.
EIECAL IMPACT
The additional $20,000 cost of this contract will be paid by the County Water
Agency, to be reimbursed once the Assessment District process is in place.

On January 19, 1999, the Board approved a contract with Towill for GIS mapping
services in preparation for a proposed Joint Dowers Agreement and a proposed joint
Assessment District with the Dort of Stockton, to cover costs associated with
maintenance dredging of Suisun and New York Sloughs, in east Contra Costa
County. The $10,000 contract was to cover initial costs to retrieve, restore original
data from the Assessment District proposed by the port of Stockton in 1992, to
update ownership of these parcels, and provide the requisite maps.
Since that time, the scope of this project has been greatly expanded, with the
identification and addition of about 150 parcels, most of which are outside of
the existing (1990 area, significantly increasing the size of the district, and requiring
Towill to digitize these new parcels for inclusion in the Assessment District, a
somewhat time consuming endeavor. In addition, inconsistencies in the data relative
to square footages and acreages will require independent calculations of acreage
to be done, creating some additional cost, to ensure accuracy of data. Other added
tasks include modification of front footage parameters where piers are located, the
expansion of the district boundary to include the Concord Naval Weapons Station,
to consolidate all federal government parcels and state government parcels into
single ownerships, convert data onto excel spreadsheets and for use in the formula
for the actual assessments to be included in the engineers report.

250 parols were identified as belonging to the new district. Towiil had',nlready mapped
most of these parcels in 1993 as part of a project we performed with Michael Chenoy.

prepared for the 1993 FnglneVs Report.
To,Mll initiated work on this pruiect in ,lnnuary, 1999. Vve worked dosely with Michael
Cheney and Larry Mallon throughout the Month of February and fulfilled several of their
requests fur additional assessor maps and data tabins. Based upon the new
information Towill provided, tho district was expanded to include more than 350
parcels.
Dearly all of the new paronrs are beyond the Cinographic lirrtits at the 1993 mapping.
Incorporating approximately 100 new parcels into the district databeae required a
significant digitizing and data formatting atfort . Further, all the maps and exhibits
prepared for the 1993 Engineer's Report were renderod obsolete.
My letter dated March 11, 1999 indicated Tvwill could not complete the expanded project
scope within a $10,000 budget. I now estimate an additional $18.0188 will be required to

LCSW; to contract with the State Department of Mental Health to assume
responsibility for Medi-Cal specialty meatal health services as of July
1, 1997 . Responsibil.4 ty for outpatient specialty mental health services
involves contracts with individual, group and organizatidna` providers to
deliver these services .
Approval of Contract #24-949-84 will allow the Contractor to provide
metal health specialty services through Jane 30, 1999 .
