The Public Works Director has notified this Board that the improvements in Subdivision 7115 have been completed as provided in the Subdivision Agreement with Blackhills Developers heretofore approved by this Board in conjunction with the filing of the Subdivision Map. The Public Works Department having also notified.this Board that these improvements have been completed with the exception of minor deficiencies,which have been bonded separately with Subdivision 7649. DIRECT the Auditor-Controller to deposit all interest earned on investments of funds from Trust Fund 831000 back into that account. Financial Impact: This would allow the Public Works and Community Development Departments to partially pay for previously unrecoverable administrative expenses mnounting to approximately $20,000 to $30,000 per year at current rates and fund balances. Reasons for Recommendations and Back round: In November 1991, the Board of Supervisors created the Land Development Fund to provide cost accounting for land development services provided by the County and to insure that these activities were self-supporting and not a burden to the County General Fund. In October 1998, the Board of Supervisors directed Community Development and Public Works to recover 100% of development services costs. This required that we modify the accounting procedures plus require deposits from developers from which the County costs could be recovered. The balance of the deposit would be refunded to the developer or if costs exceeded the deposit, the developer would be billed. The deposits are to be held in the existing Trust Account 831000. Since all deposits in this account are deposits for service fees, the interest earned on them should accrue to either the developer upon refund of their balance or to the departraent earning the fees. IV. Co sequences of Negative Action.: Lard Development departments would continue to operate in a deficit position to the extent of these unrecoverable administrative costs. Also, when refunds are made there would be no way to provide interest.
