Authorize the review of the Spanish Trail General Plan Amendment request to
change the General Plan designation from "Single Family Residential-Medium
Density"to Congregate Care for an approximately seven acre site in the El Sobrante
area.

Spanish Trails LLC has requested a General Plan Amendment shady be authorized
for an approximately seven acre parcel located on the east side of Valley View
Drive, north of ,lo-Lin Court in the El Sobrante area. The site is designated Single
Family Residential-Medium Density in the County General Plan. There is an
approved 21-lot vesting tentative map for the site that expires on October 5, 2000.

The applicant has requested a General Plan Amendment Study to consider
amending the land use designation to allow for a 150 unit congregate care project,
The Spanish grails study request will be subject to the California Environmental
Quality Act (CEQA) and, when complete, will be scheduled for public hearing before
the County Planning Commission for recommendation and the Board of Supervisors
for decision. Authorization of a General Plan study does not imply support for the
requested change.

Dear Catherine,
Currently we own approximately 7+acres in the form of three parcels in El Sobrante. The land is zoned for
single medium land use. We have a tentative map for an eighteen-house subdivision.
At this time we would like to request a(general Plan amendment and rezoning of the property to a
designation that would support up to 150 congregate care units on the site.
As indicated to us,our project has a good chance of being discussed in the board meeting in January.
Assuming this is correct,please keep us informed of the results of the meeting and let us know what our
next steps should be.
