RECOMMENDATION(SI:
APPROVE recommendations of the Architectural Selection Committee for the new Ambulatory Care
Facilities at Contra Costa Regional Medical Center and AUTHORIZE negotiations with the two
highest qualified firms in order of preference. The top two ranked firms are Anshen + Allen of San
Francisca and Kaplan McLaughlin Diaz of San Francisco
BACKGROUND AND REASON FOR RECOMMENDATIONS:
On August 11, 1998 the Board of Supervisors authorized the preparation of a master plan for the
long-term development of the Contra Costa Regional Medical Center. As part of this plan a program
for the Ambulatory Care Facilities was prepared. O'Brien Kreitzberg (OK), as agent for the County,
developed an RFQ for Architect/Engineer services dated December 30, 1998. In order to encourage
participation from qualified Architects throughout the San Francisco Bay Area, OK placed an
advertisement in the Contra Costa Times, which appeared on January 12, 1999. Notices advertising
the availability of an RFQ were also sent to the San Francisco, Oakland, and Sacramento chapters
of the American Institute of Architects. The deadline for responses was February 5, 1999.

BACKGROUND AND REASON FOR RECOMMENDATIONS (continued):
Seven firms responded to the RFQ. These seven firms were evaluated against the criteria stated in
the RFQ by the Architect Selection Committee. The Committee members included Frank Puglisi,
Executive Director for the Contra Costa Regional Medical Center; Chris Orazzini, Associate
Executive Director; Laura Lockwood, Director of Capital Facilities and Debt Management; Jean
O'Neill, Director of Ambulatory Care Nursing; Stephanie Bailey, Ambulatory Care Administrator;
Steven Tremain, Director of Medical Staff Affairs, and Mark Tortorich of O'Brien Kreitzberg. The
Committee recommended 3 firms for an interview.
Interviews were conducted on March 30, 1999 in the firms' offices. Each firm was allowed 45 minutes
to present their qualifications, previous experience and key personnel proposed for the project. The
Committee was allowed to ask questions at the end of the presentation and tour each firm's office.
The Committee was unanimous in their ranking of the three firms. The top ranked firm, Anshen }
Allen; has extensive experience in Health Care Facilities design, They presented a clear vision of the
Ambulatory Care needs, integrating the existing location with the new hospital. The firm has
sufficient staff to meet the project's needs. References from past work at Oakland's Children Hospital
and Santa Clara Valley Medical Center was excellent. Subject to the Board of Supervisors approval,
negotiations will begin immediately with this firm. If negotiations are not successful with the top
ranked firm, then authority is requested to negotiate with the second ranked firm.
