HomeMy WebLinkAboutMINUTES - 04201999 - C121 TO: BOARD OF SUPERVISORS CONTRA COSTA FROM: PHIL BATCHELOR, COUNTY ADMINISTRATOR DATE: APRIL 20, 1999 COUNTY SUBJECT: AUTHORIZE NEGOTIATIONS WITH THE TWO HIGHEST QUALIFIED ARCHITECTURAL DESIGN FIRMS FOR THE NEW JUVENILE HALL, MARTINEZ (WH228B) SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION(S): APPROVE recommendations of the Architect Selection Committee for the New Juvenile Hall and AUTHORIZE negotiations with the two highest qualified firms in order of preference. The top two firms in preferred order are Kaplan McLaughin Diaz and Dworsky & Associates. BACKGROUND: On March 2, 1999, the County Administrator made a presentation to the Board of Supervisors and the Board approved the submission of a grant application to the State Board of Corrections for a New Juvenile Hall. Part of the presentation included the County Administrators intention to select an architect for the design of the New Juvenile Hall. O'Brien Kreitzberg, as agent for the County, developed a Request For Qualifications (RFQ) for Arch itect/Engineer services dated January 21, 1999. In order to encourage participation from qualified architects throughout the San Francisco Bay Area, O'Brien Kreitzberg placed an advertisement in the Contra Costa Times, which appeared on January 30, 1999. Notices advertising the availability of an RFQ ere also sent to the San Francisco, Oakland, and Sacramento chapters of the American Institute of Architects. The deadline for responses to the RFQ was February 23, 1999. The Architect Selection Committee, whose members included George Roemer, Senior Deputy County Administrator, Julie Enea, Senior Deputy County Administrator, and Mark Tortorich and Gerry MacClelland of O'Brien Kreitzberg. The Committee recommended all three firms for an interview. Interviews were conducted on March 29 and April 2, 1999 in the firm's offices. Each firm was allowed forty-five minutes to present their qualifications, previous experience, and key personnel. The Committee was allowed to ask questions at the end of the presentation and tour each firm's office. The Committee was unanimous in their ranking of the top two firms. The top ranked firm, Kaplan McLaughlin Diaz, has extensive experience in the design of juvenile justice facilities. They presented a clear vision of a state-of-the-art and humane juvenile justice facility that also satisfies functional requirements. The proposed key personnel have extensive experience in juvenile justice facility planning, design and project management, and have worked together on similar assignments. The firm demonstrated their ability to design innovative juvenile justice facilities. Subject to Board of Supervisors approval, negotiations will begin immediately with this firm for a fixed price contract for architectural and engineering services. If negotiations are not successful with the top ranked firm, the authority is requested to negotiate with the second ranked firm.
