BY `, DEPUTY �s Development (RCD) for the Caldera Place Affordable Housing Project (previously called Honifacio Place Affordable Housing Project) . The purpose of this project is to increase the supply of multifamily rental housing affordable to very-low income persons who are physically disabled. The project involves the new construction of 12 fully accessible apartments on a currently vacant site located at 24€ 1 Bonifacio Place in Concord. All apartments will be required to be affordable to and occupied by disabled households with incomes at or below 50 percent of the area median income for Contra Costa County. Rent, including an allowance for utilities will be limited to 30 percent of household income. Five apartments will be designated as County-assisted and required to remain affordable to the target population for a minimum of 55 years; all other units will remain affordable for a minimum of 40 years in accordance with the requirements of other .lenders. The total cost of the Caldera Place Affordable Housing Project is $1 .8 million. All sources of financing erre approved and consist of the following: FY 1998/99 Contra Costa HOME funds $ 328,000 City of Concord Redevelopment Agency $ 531,300 HUD Section 811 $ 933,282 Federal Home Loan Bank Affordable $ 55,000 Housing Program TOTAL PROJECT COST $1 , 347,582 HOME funds will be used for site acquisition, architecture and engineering, .and other development costs eligible in accordance with HOME program regulations . The County funds will be provided to the project in the farm of a residual receipts loan with affordability and use restrictions incorporated in the loan documents . Gilbert, Director of General Services Contra Costa DATE: March 31, 1999 C o u my SUBJECT: CONTRACT FOR CONTINUED PROVISION OF TELECOMMUNICATIONS ENGINEERING SERVICES SPECIFIC REQUESTS OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION I. RECUMMENDATION: APPROVE and AUTHORIZE the Director of General Services or his designee to execute a Contract Agreement with C.S,I, Telecommunications to increase the total payment limit to $175,000 for continued provision of telecommunications engineering services through,Tune 30, 1999. 11. FISCAL IMPACT: Funds are within the General Services budget, This consulting firm has been working with General Services staff'to engineer the digital microwave conversion, and their expertise helped the County to meet the deadline for personal Communications Services' (PCS) temporary allocation which was needed in order for the County to receive a bonus of $200,000 from Sprint. They will continue to provide consulting and engineering services to ensure that the conversion project is completed as agreed, The total cost of this project is over 6 million, of which the County share is $4 million, payable over 10 years on a zero percent interest loan. Pacific hell Mobile Services will reimburse 37 percent of the costs of this project, which will include these engineering services. III. BACKQR OND: On February 12, 1997, the Board of Supervisors approved an agreement with Pacific Bell Mobile Services to replace the County's analog microwave system with a digital system. C.S.I. is the engineering firm which has provided valued expertise in the area of radio/microwave telecommunications in reaching the terms of this agreement. There is no one on County staff who can provide these telecommunications services.
