Miner, Executive Director -�=� .�� COUNTY Private Industry Council DATE: March 31, 1999 SUBJECT: AUTHORIZE EXECUTION OF $60,000 CONTRACT WITH SOUTH BAY PRIVATE INDUSTRY COUNCIL SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGORUND AND JUSTIFICATION 1, RECOMMENDED ACTION: Authorize the Executive Director, Contra Costa County Private Industry Council, to execute on behalf of the EASTSAY Works Cooperative a standard contract (#19-1261-0) with the South Say Private Industry Council to provide a Training Resource and Information Network for EASTBAY Works for the terra January 1, 1999 through February 29, 2000 with a contract payment limit of$50,000, subject to approval by County Counsel is to legal form. If. FINANCIAL IMPACT: None. One-hundred percent federal funds. Ill. CHILDREN IMPACT STATEMENT: This action would indirectly support the third outcome — Families that are Economically Self- Sufficient, IV, REASONS FOR RECOMMENDATION: EASTSAY Works is a cooperative partnership between the four Private Industry Councils (PIC°s) in Alameda and Contra Costa Counties. Contra Costa County PIC serves as the responsible agent for Technology to support EASTSAY Works. Funds for this project come from two different grants —the state One-Stop Grant for which Alameda County is the fiscal agent and the Department of Labor Welfare to Work Competitive grant for which Oakland PIC is the fiscal agent. Patrick in the amount of$33,600 for Welfare-to-Work transportation consultation and technical assistance for the period of April 12, 1999 through October 12, 1999. SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: APPROVE and AUTHORIZE the Social Service Director, or designee, to contract with Mr. Robert C. Patrick in the amount of$33,600 for Welfare-to-Work transportation consultation and technical assistance for the period of April 12, 1999 through October 12, 1999. FISCAL: No County Cost. 100% funded Welfare-to-Work Governor's 15% Grant for Special Projects. BAC KG UND: In September 1998, the Board approved and authorized acceptance of the Welfare-to-Work Governor's 15% special Projects Grant funding in the amount of$784,031. The two-year grant provides funding for job opportunities and work-related transportation services for CalWORKS recipients. In January 1993, the Welfare-to-Work Transportation Plan was developed by the Transportation Alliance to address overall county transportation issues including,job development in transportation services and the unmet transportation needs related to child care for children of CaIWORKS, recipients. The Plan presented recommendations for program(s) development. The complexity of transportation-focused program development and implementation requires technically skilled staffing with expertise in both program implementation and transportation. September 30, 1999. No County Cost. 100% funded with Federal ILSP funding. The Independent Living Skills Program through the use of contract services, provides services for foster youth ages 16 years and over, aiding them in transition to emancipation and adulthood. Federal legislation allows State/County Independent Diving Skills Programs the option of serving youth subsequent to their emancipation until the youth(s) has reached the age of 21 years. An Aftercare Program will allow expansion of the County's successful ILSP program. Currently, Contra Costa County has no formalized Aftercare Program to track and provide services to foster youth(s) and ILSP participant youth(s) subsequent to emancipation. The complexity of ILSP Aftercare Program development and implementation requires expanded and specialized technical skills staffing. BACKGROUND: The expanded extent and complexity of inter-agency service agreements, contracts, memorandums of understandings, grants and proposals under new block funding for Social Service Department programs, requires an expanded and more technically skilled staffing of the administrative unit providing these services. APPROVE and AUTHORIZE the Community Services Director or designee to execute Contract Amendment #38-439-2 With Greg Gibbons to increase the Contract Payment Limit by $20,123, from $33,450 to a new Total Contract Payment Limit of $53,573 and to extend the contract term from April 30, 1999 through August 31, 1999. II. FINANCIAL IMPACT: Funding for this contract is included in the Community Services Department FY 1998-99 Budget. Funding for the period from July 1, 1999 through August 31, 1999 will be included in the Department's proposed FY 1999-00 Budget. No County funding is required. III. REASONS FOR RECOMMENDATIONS/BACKGROUND: On November 3, 1998, the Board of Supervisors authorized the Community services Director to execute Contract #38.439-1 for the provision of staff development services. Mr. Gibbons has been contracted to develop and implement a comprehensive career development program for staff and qualified parents. This position is included in both the 1998 and the 1999 Head Start Basic Grant and. budget.
