Ms. Harriett Ladd in the amount of$30,000 for Independent Living Shills Program (ILSP)
consultation and technical assistance for the period of February 1, 1999 through ,September 30, 1999.
SPECIFIC REOUEST(S)OR RECOMMENOATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED_ACIM:
APPROVE and AUTHORIZE the Social Service Director, or designee, to contract with
Ms. Harriett Dodd in the amount of$30,000 for ILSP consultation and technical assistance to design
and implement an aftercare program for the period of February 1, 1999 through. September 30, 1999.
No County Cost. 100% funded with Federal ILSP funding.
The Independent Living Skills Program through the use of contract services, provides services for
foster youth ages 16 years and over, aiding them in transition to emancipation and adulthood.
Federal legislation allows State/County Independent Diving Skills Programs the option of serving
youth subsequent to their emancipation until the youth(s) has reached the age of 21 years. An Aftercare
Program will allow expansion of the County's successful ILSP program. Currently, Contra Costa
County has no formalized Aftercare Program to track and provide services to foster youth(s) and
ILSP participant youth(s) subsequent to emancipation.
The complexity of ILSP Aftercare Program development and implementation requires expanded and
specialized technical skills staffing.
