CALL BOXES ALONG RICHMOND PARKWAY

Authorize the Chair to send letter in support of recent request from the West Contra Costa
Transportation Advisory Committee (WCCTAC) to the Metropolitan Transportation
Commission for emergency call boxes along the Richmond Parkway (see attached letter
listed as Exhibit "A").
FISCAL IMPACT
None.
BACKGROUND/REASONS FOR RECOMMENDATIONS
At the present time there are no emergency call boxes located along the seven-mile stretch
of the Richmond Parkway which links Interstate 80 to Interstate 580, The MTC administers
the SAFE program which provides funding for the installation and maintenance of
emergency call boxes on highways and expressways in the Bay Area. WCCTAC has
recently submitted a request to MTC to include emergency call boxes for the Richmond
Parkway in the FY 1999-00 budget for the SAFE Program. WCCTAC has asked its
member jurisdictions to send letters in support of this funding request.

Subject: Support Funding Request for emergency Call Boxes along the Richmond
Parkway
Dear Mr. Dahms:
On behalf of the Contra.Costa County Board of Supervisors, I writing in support of the recent
request submitted by the West Contra Costa Transportation Advisory Committee(WCCTAC)to
include finding for emergency call boxes along the Richmond Parkway in the upcoming FY 1999-00
budget under the SAFE Program administered by the Metropolitan Transportation Commission(IMTC).
At the present time,there are no emergency call boxes located along the seven-mile stretch of the
Richmond Parkway which links Interstate 80 to Interstate 580.
It is our understanding that MTC's SAFE Program provides funding for the installation and
maintenance of emergency call boxes on highways and expressways in the Bay Area. We
believe that the Richmond Parkway is an ideal candidate to receive funding for emergency call
boxes through the SAFE Program for the following reasons:
1) The Richmond Parkway is an important regional expressway. It provides a direct.
connection between Interstate 80 and Interstate 580. it is now carrying a daily traffic
volume of 34,000 vehicles,and 90 percent of this volume is through traffic between the
two interstate freeways;
2) The Richmond Parkway traverses an area that is predominantly industrial use with few
service-oriented businesses,and,consequently,a motorist who might be stranded with a
disabled vehicle during evening and night time hours would find themselves in a very
isolated area some distance away from nearest service station. This situation potentially
discourages some motorists from using the Richmond Parkway,because they would feel
unsafe or vulnerable in this remote setting should their vehicle breakdown,particularly
during evening and night time hours.

We urge MTC to give favorable consideration to the recent WCCTAC funding request for
emergency call boxes along the Richmond Parkway through the SAFE Program.
