As we have discussed on numerous occasions, the major projects underway---the Bailey Road to Railroad Avenue widening,the Gap Closure project in Franklin Canyon, and the first phase of the State Route 4 Bypass -- will provide some relief. However,these projects are not enough to address the serious problems along the entire route through Contra Costa County. As chairman of the Assembly Transportation Committee, I am introducing legislation to make highway project delivery and management more efficient and to call for a more efficient use of the tax dollars we currently collect. I ani conducting a series of hearings on the transportation crisis facing the state. This will include a joint hearing with the Assembly Subcommittee on Transportation Finance (Sub 5) and will feature transportation providers—including the California Transportation Commission, Caltrans, regional transportation agencies, and local governments -- to consider the important question: "How can we more efficiently use the resources we now have?" This joint hearing is tentatively scheduled for March 15, 1999. Additionally, in the spring, I will hold a hearing in Contra Costa County, specifically on Highway 4. I invite the county's participation in this important forum. I am anxious to examine interim and short-terra traffic improvements on Highway 4(including the bypass)to address both safety and traffic congestion. I have been working with Will Kempton and Bill Gray for the past few months and would like to work with the county's engineers and planners to identify needed improvements. Painted on rfecyc,ed Passer Supervisor Joe Canciamilla February 17, 1999 Page 2 I invite the county's recommendations on how to expedite solutions to the traffic congestion and growing gridlock on State Route 4. I am interested in ideas from your engineers on how to expedite the larger widening and bridgework projects. I am also exploring a variety of engineering solutions and procedural changes that could contribute to relieving the congestion on an interim basis, while the larger projects are being engineered and implemented. As we continue our focus on the timely completion of the major projects and the funding needed for the widening and bridgework: at Railroad and Loveridge, can you identify some other projects that might offer some significant relief. I would appreciate your support through your staff s participation in generating such ideas. Thank you for your assistance.
