BARRY, AICP �` ;= Contra COMMUNITY DEVELOPMENT DIRECTOR - Costa DATE: March 29 1999 County SUBJECT: Liens for Unpaid Collection Charges - Richmond Sanitary Service SPECIFIC REQUEST{S} OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION. DIRECT the Community Development Department, Pursuant to Ordinance Code Section 418-5, Mandatory Subscription, to forward to the County Recorder the assessments for the persons and premises as reflected in Exhibit A, for the purpose of levying liens on the 1999-2000 Tax Bills. FISCAL IMPA T Nene to the County General Fund. Offsetting revenues are provided for in the Franchise Agreement to cover County staff costs to these activities. County Administrative Fees are included in lien amounts. BACKGROUND/REASONS FOR REQOMMENDATiON: Ordinance Code Section 418-5 provides for mandatory subscription for all occupied premises within the unincorporated area and procedures for enforcement of the ordinance. Richmond Sanitary Service (RSS) procedures includes a notice and hearing process. The levy list includes all the liens from the hearings held on February 2, 1999, at which Community Development staff was present. Subsequent to the hearing, RSS provided to the County a list of all owners of premises that have failed to make payment for collection services to be processed by the County. These charges were considered at the Administrative Hearing he'd February 2 , 1999 . A total of 236 records are .included, representing $50, 593 .48 in delinquent charges and $7, 080 . 00 in County Administrative fees, for a total $57, 673 .48 . Please arrange to have these charges considered by the Board of Supervisors so that liens can be placed against the properties at the earliest possible date . After approval by the Board, you will need to attach a certified copy of the Board' s resolution, and forward it with the list to the County Recorder for recording. After the recording is completed, please return to us a copy of the documents bearing the Recorder' s stamp and Document reference numbers . We will need this information to release the liens when they are paid. The next administrative hearing for the County is scheduled for Tuesday, June 1, 1999, beginning at 1 :30 p.m. Arrangements for use of the West County Wastewater .District facilities already have been made and will be reconfirmed about May 1 .
