Ill. Reasons for Recommendations and Background:
On May 5, 1958 the Board of Supervisors accepted a report that the California Highway Patrol
(CHP) is the enforcement authority for overweight vehicles on public roads. There was concern
that overloaded transfer trucks may be a habitual problem on County roads. It was recommended
that the Transportation Committee investigate weight monitoring at the Browning Ferris Industries
(BFI) transfer stations in Martinez and Keller Canyon.
The Transportation Committee requested the Public Works Department staff examine transfer
truck weight records during the last 12 months to determine the severity of any problem. Traffic
Engineering staff reviewed a total of 5,200 weight records at the BFI facilities. It was noted that
1.6% of the transfer trucks were loaded past the 80,000 lbs. at Martinez, and 2.5% were
overloaded at Keller Canyon. In general the trucks were overloaded by approximately 500 to
1,000 lbs. (only two vehicles were grossly overloaded at 8,700 and 23,180 lbs.) Transfer trucks
haul to either Keller Canyon or the Portola landfill in the Suisun area of Solano County.
The CHP operates only one truck scale station, on 1-680 in Walnut Creek, within Contra Costa
County. They estimate up to two violations per day before the strike and only one violation every
two weeks after the strike. The CHP advises that the violations are minor overweighs, usually
between 1,000 and 2,000 lbs.
Traffic Engineering staff made its final report to the Transportation Water and Infrastructure
Committee on February 1; 1999. By accepting this report, the Committee will have completed its
work on this referral.
