Approve and authorize the Health Services Director to execute on
behalf of the County, Contract Amendment Agreement23-245-1. with
The Results Group, effective February 1, 1999, to amend Contract
23-245 (for the period from August 1, 1995 through June 30, 1999)
to increase the Contract Payment Limit by $20, 000, from $25, 000 to
a new Contract.. Payment Limit of $45, 000 .
FISCAL IMPACT:
Funding for this Contract is included in the Department ' s
Enterprise I budget.

In August 1993, the County Administrator approved and the
Purchasing Services Manager executed Contract #23-245 with The
Results Group to provide consultation and technical assistance to
the Health Services Director and Senior Staff with regard to
organizational development issues .
Approval of Contract Amendment Agreement #23-245-Twill allow the
Contractor to provide additional services through June 30, 1959 .

Authorize the Executive Director, Contra Costa County Private Industry Council, to execute
standard form Job Training Partnership Act (DTPA) Contracts Amendment/Extension
Agreements with various service providers as specified in the attached DTPA Programs
Amendment SPECIFICATIONS Chart at the new payment limits indicated with no change in
contract term, subject to approval by County Counsel as to legal form.
II, FINANCIAL IMPACT
None, one hundred percent federal funds.
III, CHILDREN IMPACT ,STATEMENT:
These contracts will provide employment/training services to appropriate DTPA eligible
participants. This will support the third outcome — Families that are Economically Self-
sufficient.
IV. REASONS FOR RECOMMENDATION:
By its orders dated June 23, July 24, October 20, December 1 and December 15, 1998, the
Board authorized execution of 1998199 Job Training Partnership Act Contract Amendments
for various contractors. These Contract Amendment/Extension Agreements incorporate
additional Older Americans Act (OAA) Title V monies into all referenced contracts and bring
the West County Fiscal Agent/Training Resources DTPA funding to the full program year
allocation levels.

AUTHORIZE the County Purchasing Services Manager to execute a contract
amendment with Derrick Mixon for contract employee services in the amount of
$9,000.00. This amendment, which is effective March 1 , 1999, increases the
contract amount from $24,950.00 to $33,950.00, and extends the contract term
from June 30, 1999 to December 31, 1999.
FISCAL IMPACT
No impact to the County General Fund. The cost of the contract and this contract
amendment are covered by solid waste/recycling AB 939 fees.
S,;t1,CKGROUNWREASONS FOR RECOMMENDATIONS
The Community Development Department employs contract-employees. Some
contract-employees will exceed the $25,000.00 level when an amendment or new
contract is recommended. Contracts normally run for a period of six to twelve (6-12)
months.
Mr. Dixon will continue to serve as the Recycling Hotline Coordinator in the
Conservation Programs Divison, Mr. Dixon has gained valuable experience and this
experience continues to be needed by the Department at this time.

RECOMMENDATIONS
AUTHORIZE the Community Development Director to execute a contract amendment with the
Bluhon Planning group, for final planning and facilitation services to complete the East County
Biodiversity Study and the East County Task Force consensus process. The amendment extends the
contract terra from December 31, 1998, to June 30, 1999 and an increase to the contract amount by
$2,500, from $39,850 to $42,350.

Funds for this contract amendment are available, having been previously allocated by the Board,
(Keller Canyon NZitigation Funds) and also funds provided by other participating public agencies for
the project in general.

The East County Task Force, a group comprised of agencies, environmentalists, agricultural interests
and developers, has been meeting since early 1997 to enable a consensus-based process to occur in
review, evaluation and release of a report on Biodiversity in the east County area. The two-year
process is nearly completed, with one (or perhaps two) meetings of the Task Force remaining to
finalize the East County Biodiversity Study.
In its monthly meetings over the course of the past two years, the Task Force has approved
organizational agreements and consensus texts for inclusion in the study; commissioned a biological
review committee comprised of university professors and professional consultants to review
preliminary technical work on the study; discussed the study methodology and data in detail with
technical consultants; discussed problems with the current process for conserving biological resources
and opportunities for improving this process; and heard the diverse views of Task Force members on
the general topic of conserving biological resources. The Biodiversity study has been reorganized
and sections added to accommodate the diversity of views on the Task Force.
The Bluhon Planning Group plans the Task Force consensus process, conducts meetings, and
prepares meeting materials and study documents, but has reached the current contract limit. Staff
recommends that the Board authorize the use of additional funds accumulated for this purpose
through prior Feller Canyon Mitigation Funds and monies contributed from other agencies for this
effort.

VARIOUS BUILDING REMODELING AND CONSTRUCTION PROJECTS
SPECIFIC REQUESTS OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. RECOMMENDATION
APPROVE a consulting services agreement with Daniel L. Rainey, Architect, 5345 Manila Avenue,
Oakland, for architectural and project management services for various building remodeling and
construction projects. The agreement will be effective March 2, 1999, with a payment limit of$80,000.00.
AUTHORIZE the Director of General Services to execute the agreement.
II. FINANCIAL IMPACT
Funds will not be encumbered by the agreement, except when services are ordered on a project-by-project
basis by the County Acting Supervising Architect. Such services will be charged to the appropriate capital
project fund or to department funds when services are requested by client departments.
III. RECOMMENDATIONS/BACKGROUND
1. Daniel Rainey has been providing architectural services, project management, and computer aided
drafting services for various projects, as a consultant as well as a contract employee for the County
since August, 1990.
2. On May 1, 1998 the Consultant's contract employee status expired. The Architectural Division must
keep up with client and contractor needs on a timely basis to reduce delays in designing, remodeling
and building County facilities and to avoid contractor claims for delay damages. The Architectural
Division, under this Agreement, will be able to issue work orders to the Consultant for each
assignment. Each order will include a payment limit and a work authorization charge number. This
Agreement will help the Architectural Division perform its professional services with continuity and
with improved efficiency.

Ib RECOMMENDED ACTION:
Approve and authorize the Sheriff-Coroner, or his designee, to execute on behalf of the County,
a contract with Ben S. Dickey, for Training Management for the period of April 1, 1999 to March
S1, 2000.
II. FINANCIAL IMPACT:
Continued county funding in an amount not to exceed $52,200.00 for this service is included in
the Sheriffs Department budget. This is an ongoing function. Specific terms will be contained in
the contract to be hereafter executed.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
The California Department of Justice and Board of Corrections have mandated a minimum
amount of training that must be done for all Peace Officers and Corrections Officers. Additionally,
legislature is frequently passed requiring updated training for Peace Officers. This contract would
ensure that all Sheriffs Department Safety Personnel (a proximately 860) meet those
requirements. The county as contracted with Ben S. (approximately
for the past five years for these
services, and has received a rating of full compliance in the area of training during audits with
both the California Department of Justice and Board of Corrections.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Negative action on this request would lessen the Sheriffs ability to meed mandated legal
requirement for Peace Officers. Funds provided for reimbursement of training by P.O.S.T, and
S.T.C. would be reduced or terminated.
