Miner, Executive Director � �� COUNTY Private Industry Councilps `.caavrz , DATE: February 11, 1999 SUBJECT: AUTHORIZE THE PRIVATE INDUSTRY COUNCIL TO RECEIVE DEPARTMENT OF LABOR WELFARE TO it'ItORK FUNDS FROM THE OAKLAND PRIVATE INDUSTRY COUNCIL SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGORUND AND JUSTIFICATION 1. RECOMMENDED ACTION: Authorize the Executive Director, Contra Costa County Private Industry Council (PIC), to receive payment in the amount of$795,965 on behalf of the County from the Oakland Private Industry Council, Inc. for use during the period of July 1, 1998 through June 30, 2000, subject to review by County Counsel as to legal form. II. FINANCIAL IMPACT: None. 100 percent federal and state funds. 111. CHILDREN IMPACT STATEMENT: This is part of the County's implementation of a One Stop Workforce Development Delivery system which supports the third outcome --families that are economically self-sufficient. IV. REASONS FOR. RECOMMENDATION/BACKGROUND: The Contra Costa (PIC) Department and the Oakland Private Industry Council, Inc. have agreed as part of the EASTBAY Works collaborative for the Contra Costa PIC to receive the Contra Costa County portion of the Department of Labor Welfare-to-Work Competitive Grant in order to affect the provision of job development, job placement, and job retention services to Non-Custodial Parents and TANF recipients who are identified as Welfare-to-Work clients by the Contra Costa County Social Services Department for the period of July 1, 1998 through June 30, 2000. Services will be targeted to recipients who are engaged in work activities, and will be designed to enable them to become increasingly independent through long-term unsubsidized employment. Emphasis will be placed on job placement and retention, This request will allow the PIC to fulfill its obligation for Welfare-to-Work clients in the PIC County Service Delivery Area. February 17, 1999 County SUBJECT: Approve Standard Agreement 29-203-70 with the State Department of Health Services for the Supplemental Food Program for Women, Infants and Children SPECIFIC REQUESTS)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOM!IENDATIC#N(S) : Approve and authorize the Health Services Director, or his designee (Wendel Brunner, M.D. ) , to execute on behalf of the County, a Certification Regarding Lobbying and Standard Agreement #29-203-70 (State #98-1457411 with the State Department of Health Services, in the amount of $1, 749, 029, for the period from October 1, 1998 through September 30, 1999, for continuation of the Supplemental. Food Program for Women, Infants and Children (WIC) . FISCAL IMPACT: Approval of this agreement will result in $1, 749, 029 of federal funding through the State for the WIC program. No County funds are required. BACKGR0UTNDZREASONLS) . FOR RECOMMENDATION(S) For over eighteen years the County has participated in. the WIC Program with Che State. This is a mandated program under the Community Health Services Division of the StateDepartment of Health Services . Approval of Standard Agreement 29-203-70 will provide federal funding through the State for continuation of the program during the next federal fiscal year. WIC is a nutrition education., counseling and food supplement- program upplementprogram for low-income, pregnant, postpartum and breast-feeding women, infants and children at nutritional risk. Approximately 16, 550 clients are served by this program. Four certified./sealers copies of this Board Order should be returned to the Contracts and Grants Unit . Office of Traffic Safety .for "Operation. Replace Me" Project SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION ' RECOMMENPED ACTION: Approve and authorize the Health Services Director, or his designee (Wendel Brunner, M.D. ) , to execute on behalf of the County, Project Agreenent #28-625 (State #OP9902), in the amount of $37, 035 from the California State Office of Traffic Safety, for the period from January 1, 1999 through September 30, 2000, for the "Operation Replace Me" Project . This agreement will provide $37, 035 -from the California State Office of Traffic Safety to support an education program regarding replacing safety restraints after a crash. No County funds are required. REASONS FOR RECOMMENDATION/BACKGROUND: The National Highway Traffic Safety Administration states that safety belts and child safety seats are designed to sustain the impact of one motor vehicle crash only. Because personal restraints are often compromised in their integrity in a crash, their ability to protect individuals after that is severely limited. Approval of this Agreement will provide eduction to law enforcement agencies, other motor vehicle crash first-responders, and the general public regarding the critical issue of replacing passenger restraints and child safety seats after 'a crash. SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMNDATIM tS : Approve and authorize the Health Services Director, or his designee (Chuck Deutschman) to execute on behalf of the County, Novation Contract #24-243-28 with REACH Project, Inc. , in the amount of$146,525, for the period from July 1, 1998 through June 110, 1999, for provision of drag abuse prevention and treatment services. This Contract includes a six- month automatic extension through December 31, 1999, in the amount of $73,263. FISCAL IMPACT: This Contract is funded as follows: ;112,000 Federal Block Grant (SAPT) 34.525 Required County Match and Additional County Funds $146,525 TOTAL CHILDREN'S IMPACT STAEMENT: This Alcohol and Drug Abuse prevention and treatment program supports the Board of Supervisors' "Families that are Safe, Stable, and Nurturing" and "Communities that are Safe and. Provide a High Quality of Life for Children and Families" community outcomes by providing individual, group, and family counseling; substance abuse education; rehabilitation support services; and substance abuse prevention services. Expected outcomes include increased knowledge about the impact of addiction.; decreased use of alcohol, tobacco and other drugs-, increased use of community-based resources; and increased school and community support for youth and parents in recovery. BACEGROUNDLI EASON(S)_FOR RECOMMENRATIMNM: on January 6, 1998, the Board of Supervisors approved Novation Contract #24-243-26 (as amended by Administrative Amendment Agreement #24-243-27) with REACH Project, Inc. for the period from July 1, 1997 through June 30, 1998 (which included a six-month automatic extension through December 31, 1998) for the provision of substance abuse services.
