FINANCIAL IMPACT: Costs for risk management related services are funded through the Self-Insurance Trust Funds, and budget services are funded through the County Administrator's budget. BACKGROUND/REASONS FOR RECOMMENDATION: Ah Hing has provided services to the County since October 1, 1996. Based on the services provided, experience and expertise, it is recommended the County continue to contract with Ah Hing. Services include development of self-insured workers' compensation and liability premium charges for departments based on payroll and losses; obtain and organize data for actuarial reviews of the County's self- insurance programs: assist departments in developing insurance requirements, indemnification and other provisions to protect the County in contracts; work with departments and public contracting parties to develop reasonable alternatives to standard form contract insurance requirements; obtain and organize underwriting information required by the County's excess property, general liability, medical malpractice, bonding, aircraft and workers' compensation insurance carriers; prepare forms for filing of risk management and safety information required by State and Federal regulatory agencies; and provide temporary risk management and analytical services for vacant positions. This contract continues a one-year period from April 1, 1999 to March 31, 2000. Expenditures are charged at the rate of$45 per hour and are not to exceed $50,000. FICA CIAL__IMPACT None to the County General Fund. Cost of services is paid out of solid waste franchise fees. BACKGROUND/REASONS FOR. RECOMMENDATIONS The Cities of Antioch, Concord, Pittsburg, Martinez and Pleasant Hill and the County have contracted with Todd Sutton and EBC &Associates in past years to provide for Dome Composting Workshops. The workshop provides instruction on how to mare, maintain and harvest a compost pile. The four workshops this year will include locations in various unincorporated areas of the county. The cost of each workshop is $175 with a total cost of$700. The County and each city will provide funds to the City of Pleasant Hill which will then process payments to the consultant. The County provides staff and publicity for the workshops and makes compost bins available at discounted prices. Members of the consortium are able to obtain slightly lower than normal prices based on the larger quantity purchases made possible by purchasing as a group. SHORT FORM SERVICE CONTRACT AMENDMENT/EXTENSION AGREEMENT FOR A CONTRACT- EMPLOYEE (C46440-00) SPECIFIC REQUEST(S) OR RECOMMENDATION(5) &. BACKGROUND AND JUSTIFICATION REC _MMENDATIQNS AUTHORIZE the County Purchasing Services Manager or his designee to execute a contract amendment with Lorna Brown for contract employee services in the amount of $29,500.00. This amendment, which is effective April 1 , 1999, increases the contract amount from $26,000.00 to $55,500.00, and extends the contract term from March 31, 1999 to December 31, 1999. FISCAL IMPACT No impact to the County General Fund. The cost of the contract and this contract amendment are covered by solid waste/recycling AB 939 fees, BACKGROUNDIREASONS FOR RECOMMENDATIONS The Community Development Department employs contract-employees. Some contract-employees will exceed the $25,000.00 level when an amendment or new contract is recommended. Contracts normally run for a period of six to twelve (6-12) months. Ms. Brown will serve as a Solid Waste Program Planner in the Conservation Programs Divison. She will implement waste reduction and recycling programs along with providing support, as neede, to the planning staff of the Conservation Programs Division. BACKGROUND/REASONS FOR RECOMMEN ATIONS The Community Development Department utilizes contract services from time to time. Some contracts exceed the $25,000.00 level and therefore Board approval is required. Mary Fleming has been providing contract services since duly 1 , 1998 acting as the Solid Waste Program Manager. Ms. Fleming will continue to provide supervision and direction to the Solid Waste Program, including any necessary training for her successor. This contract will cover the period of April 1 , 1999 to December 31, 1999. This amendment, effective 12/31/98, increases the contract amount from $25,000.00 to $75,000.00. FIaCAL IMPACT The cost is covered by the land use permit application fees. This contract amendment would allow the services to continue through 12/31/99.
