RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Social Service Director, or designee, to EXTEND contract 421-357-2 with
Mr. Bob Clark for development and maintenance of the General Assistance Automation Project, PEGASYS
PLUS for the period from March 1, 1999 through August 31, 1999.
FISCAL:
No additional cost. The funding is all County cost included within the Social Service Department 98/99
Budget, encumbered for General Assistance Automation by Board action.
BACKGROUND:
The further development of PEGASYS PLUS is part of the General Assistance (GA) Program implementation
as authorized by the Board on February 25, 1997 (Item D.9). During the development of the system, there have
been changes in the GA program, policies, and the interpretation of their legal basis. Because GA continues to
be subject to frequent changes of design, delays particularly as the result of litigation settlements, it has
experienced complicated system design. PEGASYS continues to prove remarkably successful in helping to
bring the Department's expenditures in the GA program:under control, as well as, to comply with court ordered
requirements for tracking recipients.
Mr. Clark, as a developer of PEGASYS, has assisted the SSD in its implementation and the resulting control of
GA expenditures, PEGASYS PLUS will include additional modules to accommodate the Board's adopted
policies, and enable the mitigation of Welfare Reform impact on GA,

1. RECOMMENDED ACTION:
Authorize the Executive Director, Contra Costa County Private Industry Council, to execute
on behalf of the EastBay Works Cooperative a $55,000 short form standard contract (19-
2045-0) with; Goodwill Industries of the treater East Say, Inc. for the term beginning March
", "999 and ending August 31, 1090.
II. FINANCIAL IMPACT:
None, one hundred percent federal funded.
111. CHILDREN IMPACT STATEMENT:
This action would indirectly support the third outcome — Families that are economically self-
sufficient.
IV. REASONS FOR RECOMMENDATION:
This contract will utilize EastSay Works supplemental grant funds to reimburse Goodwill
Industries for staffing and operating a two County Coordinated Employer Outreach Program.
An EastSay Works work group solicited applications and interviewed applicants for the
position. Goodwill Industries, one of the EastSay Works partners that provides Employment
and Training Services in both Alameda and Contra Costa Counties, volunteered to mire and
supervise the coordinator selected.

The North Richmond Employment Collaborative (NNE ) is the community employment arra of the
Service Integration Program and supports the Service IntegrationProgram's goal of increasing the
economic self-sufficiency of Forth Richmond and "Old Town'" Sari Pablo familiar. Mr. Shumake will
be responsible for managing the DREG Career Resource. Center and will lead employment
workshops held at the North Richmond I irrionary Bap*,ist Church.

1. APPROVE the Second Amendment to the Consulting Services Agreement with O'Brien
Kreltzberg for continued Project and Construction Management Services, and AUTHORIZE the
County Administrator or his designee to execute the amendment and increase the limit from
$276,325 to $375,725.
2. AUTHORIZE the County Administrator or his designee to issue written authorizations for extra
work, provided that the cumulative total extra cost for all such authorizations shall not exceed
$25,000.
FINAN!IAL111 ACT:
This Amendment increases the Project Management Services limit by $100,400.00 for extended
services identified for Summit Centre Tenant and Infrastructure Improvements and Building
Evaluation Services. Funds in the capital account established for the project are sufficient to cover
the amount encumbered by this Amendment and to increase the limit from $276,325.00 to
376,725.00.
BACRGROUTDD:
The authorized limit for project and construction management services was based on the project's
established predictable contract closeout of space planning for potential future tenants at 2530
Arnold Drive in December 1996. Subsequently, additional services were identified by the CAO to
cover additional Construction Management tasks. They include the evaluation of mechanical and
electrical systems, the addition of a freight elevator, computer room(s), ADA issues, penthouse,
tenant improvement work for ORC and Social services on the 3"' floor and Health Services on the 4th
floor. These are initial services as part of the ongoing relocation of County personnel to Summit
Centre.

SPECIFIC REQUEST(S)OR RECOMMENDATION(S)$BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
APPROVE and AUTHORIZE the County Risk Manager to amend the Short Form Service
Contract with Essential Staffing, Inc. to increase the payment amount by $75,000 to a total
$100,000 limit for additional consulting services and workers' compensation staffing services
with no change in contract termination date.
FINANCIAL IMPACT:
Costs for workers' compensation claims administration services are funded through the
Workers' Compensation Self-insurance Trust Fund.
BACKGROUNDIREASONS FOR RECOMMENDATION:
Essential Staffing, Inc. is a firm with special skills involving workers' compensation claims
services and has provided services to the County since January 5, 1998. The County retained
their services to evaluate workflow in the workers' compensation operation and to assist in the
adjusting of claims because of a short term vacancy due to an adjuster being on medical leave.
Services during this contract period include training clericals and adjusters on industry-wide
workers' compensation claim practices, assisting in the integration of clerks and adjusters into
adjusting teams, providing temporary staffing for a recent clerical vacancy, and Staffing for a
vacancy due to an adjuster being on lean to the Human Resources Department.
